This document proposes a three-pronged strategy for citizenship campaigns in European countries. The strategy includes: 1) Developing a one-stop-shop informational website; 2) Holding one-stop-shop events in local communities to provide application assistance; 3) Providing individualized support services through a hotline or in-person. The goal is to promote naturalization and political participation among immigrant communities through improved access to information and assistance completing the citizenship and voter registration processes.

Colin van Noordt presented on approaches and use of AI in the public sector by European member states based on an analysis of their national AI strategies. He discussed common policy instruments in the strategies to boost AI adoption, such as stimulating awareness, strengthening data management, building internal capacity, learning by doing, and establishing ethical and legal frameworks. The most frequent actions addressed enhancing data quality, improving access to public data, generalist AI training, pilots and experiments, and developing ethical frameworks. However, the strategies often lacked clarity and concreteness. While focusing on overcoming data barriers, they may overlook organizational and resource needs for AI. Most described more actions to facilitate private versus public sector AI.

The Integrating Cities Charter was launched in 2010 and has 27 signatory cities committed to promoting diversity and non-discrimination. A 2013 monitoring survey of 23 cities found that signatories are taking a comprehensive approach to migrant integration with priorities like anti-discrimination, education, and language acquisition. Cities see themselves as policy makers who communicate equal opportunities; service providers who ensure equal access to services; employers who reflect diversity in hiring and promote fair treatment; and buyers who apply equality principles in procurement. The charter is used to inspire policies, build capacity, and showcase integration efforts.
This document discusses the role of private and non-profit stakeholders in financial education according to OECD/INFE Guidelines. It notes that while private stakeholders can provide expertise, resources, and outreach, their involvement also risks conflicts of interest, short-term initiatives, and leaving some consumers out. The Guidelines provide a framework for their coordinated, monitored participation according to key criteria like objectivity, quality, and evaluation. Private groups' activities should support public strategies, have educational activities separate from commercial ones, and comply with voluntary or mandatory codes of conduct.

Moving from a Fragmented State Role towards a Single Media Literacy Policy
The document discusses establishing a single media literacy policy in Europe. Currently, the EU does not have a unified policy and individual national initiatives are fragmented without comprehensive strategies. Developing media literacy involves various areas including education, employment, media, and child protection policies. The document recommends that countries establish a key coordinating organization to represent media literacy, review policy, provide collaboration between stakeholders, conduct research, promote programs, and sponsor media education initiatives. This would help move countries from fragmented policies to a sustainable, coherent approach with defined regulatory areas that respects rights like access to information and education.
The document provides an overview of the new funding model being implemented by the Global Fund. It discusses key aspects such as the country dialogue process, concept note development, community system strengthening, gender equality, human rights, and CCM eligibility standards. Countries are encouraged to engage with civil society, key populations, and other stakeholders in developing national strategic plans and concept notes to apply for funding. The new process aims to provide more predictable, flexible, and streamlined funding based on country ownership and priorities.
Liberopinion: a Web Platform for enhancing e-Democracy. eChallenges varsovia ...Artur de Sousa
This project aims to create an online platform called Liberopinion to enhance e-Democracy by enabling interaction between stakeholders in democratic processes, encouraging citizen participation, and fostering debate. It consists of two main applications - Elections, which concentrates stakeholders in elections in one place for multidirectional communication, and Governmeter, which allows citizens to monitor and deliberate on government performance. The goal is to narrow the gap between citizens and politicians through structured online discussion.
Active citizenship refers to participation in civil society, community and political life through non-violent and respectful means that uphold human rights and democratic values. It acknowledges that all individuals and groups have the right to engage in and influence democratic societies and institutions. Measuring active citizenship across European countries found the highest levels in Nordic nations, followed by Central and Anglo-Saxon Europe, then Mediterranean, and lowest in Eastern Europe. Key factors influencing active citizenship included the length of established democracy and available economic resources.

It also discusses how change can be facilitated through strategic partnerships, research projects, communication campaigns, and establishing clear milestones and indicators. Finally, it notes that key decision-makers, leading stakeholders, and target cohorts are important for implementing policy changes and shifting behaviors.
The document describes the Democracy Schools program in Indonesia run by the Indonesian Community for Democracy (KID). The program aims to generate committed democratic citizens through schools that teach democratic values, participation, and skills. Key elements include modules on democracy, facilitators, and both in-class and out-of-class activities like discussions, presentations, community meetings, and media appearances. The schools seek to build local democratic networks and produce graduates who can articulate democratic issues. Implementation involves selecting agencies, developing curricula, recruiting and training facilitators and students, and conducting activities. KID provides support and evaluates the schools' performance.

Public administration involves implementing government policy to manage programs and ensure effective governance. Technology has made public administration more efficient through e-government and e-governance initiatives. E-government uses technology to deliver information and services to citizens, while e-governance focuses on citizen participation in governance through digital tools. The European Youth Parliament engages young people in political debate and helps them learn skills through modeling the European Parliament.
This document discusses citizens' power to hold public institutions accountable through participation in decision making. It describes SIGMA as a joint OECD-EU initiative that helps countries strengthen governance. Public administration is important for the EU accession process though not a formal chapter. Policy tools like impact assessments and consultation are emphasized as mechanisms for accountability and public input. Open policy making, data sharing and framing of issues can impact decisions and unintended consequences may arise, so participation is key.
This document summarizes a keynote presentation on the "local turn" in diversity management and political discourses in Europe. The presentation argues that [1] European citizens are increasingly urban citizens and migration is an urban phenomenon, requiring a shift from focusing on citizens to focusing on cities. [2] Cities now play a prominent role in diversity governance but face challenges of multi-level governance and coordination between levels of government. [3] Internally, cities must manage diversity and related socio-political discourses, policies, and public opinion. The presentation aims to justify this "local turn" and discuss challenges for developing a European framework centered around diverse cities.
The document summarizes an agenda for a meeting on public participation in public health issues related to epidemics and pandemics.
The agenda includes an introduction to public participation, its history and definitions. It discusses the rationale for public participation, including moral, instrumental and substantial reasons. It also outlines different forms of public participation and engagement methods.
A case study on the ASSET project is presented, which utilized citizen engagement methods including informational materials, public discussions to inform problem setting, and follow-up dissemination of results to policymakers. Reflection questions address the strengths and weaknesses of the ASSET method and how it could be improved.

Cross-border cooperation in the electricity sector - the Nordic exampleGlobal Utmaning
The document discusses cross-border cooperation in the electricity sector through the Nordic example. It outlines the history of interconnections between Nordic countries dating back to 1963, which grew over time through the establishment of Nordel in 1992 to facilitate cooperation between transmission system operators. Nordel later joined ENTSO-E and helped coordinate the decarbonization of the power sector in the region through increasing renewable energy and electrification while maintaining a reliable grid through 2050. The context of cooperation has become more complex over time with new drivers like emissions pricing and public demand, as well as obstacles around political will, governance capacity, and handling interdependencies across borders.

This document discusses the role of private debt and credit growth in economic stability. It argues that pre-crisis orthodoxy viewed low inflation as sufficient for stability, but private debt growth fueled asset price booms and recessions. Credit growth for real estate and existing assets does not directly stimulate GDP but can inflate prices. To promote stability, policy should constrain private leverage growth and the dominance of real estate lending through higher bank capital requirements and countercyclical policies.
Ulf Dahlsten gave a presentation at the Stockholm School of Economics on March 22nd, 2014 about combating debt addiction and stabilizing the financial system. He argued that more needs to be done as the system has issues like extreme pro-cyclicality, underestimating endogenous risks, excessive money creation, growing private debts, asset inflation, and complexity. He focused on these problems and asked questions about addressing excessive money creation, the danger of private debt buildup, curbing asset inflation without hurting the economy, and what central banks, regulators, and politicians can do to help.

The document defines a green economy as one that is low-carbon, resource-efficient, and socially inclusive according to the UNEP. It also includes a diagram showing the interdependencies between different levels of trust, politics, markets, resources, and social relations that are necessary for a sustainable green economy. Weaknesses in any of these areas can undermine the transition to a green economy.
Research questions for a green, inclusive economyGlobal Utmaning
This document summarizes a presentation on research questions for a green, inclusive economy. The presentation covered three main topics:
1. Metrics - It discussed developing alternative metrics to GDP like national wealth accounts and a prosperity metric based on solving human problems.
2. Vision - It addressed the need for systems thinking and considering renewable vs. exhaustible natural resources.
3. Transition - Key research questions were presented around the politics and innovation required for an economic transition, including governance mechanisms, necessary institutions, and business models within planetary boundaries.
The presentation concluded by noting the career prospects for economists to work on these important transition questions and called for mutual understanding between disciplines.
A critical review and considerations: Green economy, what is it?Global Utmaning
This document provides a summary and critique of a proposal to build models for a sustainable Germany by 2040. It notes that the proposal makes some good points but its economic understanding is still simplistic and it is insufficient in design and scope. The summary recommends using systems analysis throughout, integrated assessment modeling to analyze past data and scenarios, and involving experienced systems analysts. It concludes that the proposal has some blind spots and needs to better connect the whole system, address issues like population and trade, and engage policy/government to enable real paradigm shifts.
