Roman legions, renowned for their discipline and engineering prowess, secured and maintained these vast territories, building roads, fortifications, and cities that facilitated control and integration.
The Roman Empire’s society was hierarchical, with a rigid class system. At the top were the patricians, wealthy elites who held significant political power. Below them were the plebeians, free citizens with limited political influence, and the vast numbers of slaves who formed the backbone of the economy. The family unit was central, governed by the paterfamilias, the male head who held absolute authority.
Culturally, the Romans were eclectic, absorbing and adapting elements from the civilizations they encountered, particularly the Greeks. Roman art, literature, and philosophy reflected this synthesis, creating a rich cultural tapestry. Latin, the Roman language, became the lingua franca of the Western world, influencing numerous modern languages.
Roman architecture and engineering achievements were monumental. They perfected the arch, vault, and dome, constructing enduring structures like the Colosseum, Pantheon, and aqueducts. The International School of Urban Sciences (ISUS) at the University of Seoul (UOS) was launched in Spring 2013 in an
effort to contribute to the development of sustainable urban communities in the world through an interdisciplinary
program of teaching, research, and outreach. ISUS offers various programs including two graduate programs in
Global Construction and Sustainable Urban Development to seek an interdisciplinary and interactive learning
environment where students from various fields acquire the knowledge and professional skills necessary for becoming
leading practitioners in the global urban and regional profession.
In addition to the regular graduate programs, ISUS created the International Urban Development Program (IUDP)
in cooperation with partner agencies and institutions in order to share Korea’s achievement in urban and regional
developments with scholars and practitioners from around the world.
Each year, a total of 20 government officials from Seoul’s global partner cities are invited for a masters degree program,
Master of Urban Administration and Planning (MUAP). The MUAP program, sponsored by Seoul Metropolitan
Government, is designed for municipal government officials from Seoul’s global partner cities to acquire academic and
professional knowledge and skills that can help them work on the special challenges their home communities have
been facing.
Master of Urban and Regional Development (MURD) is offered by the ISUS in close partnership with the Korea
International Cooperation Agency (KOICA). MURD is devised for the government officials from KOICA’s partner
countries. This program aims to develop participants’ faculty of embracing a wide range of urban and regional
development plans and enhance participants’breadth of knowledge and experiences in the various fields of urban and
regional development and territorial development including land use planning, real estate and housing development,
urban redevelopment, new town development, infrastructure development etc. Furthermore, the program seeks to
strengthen participants’ understanding in Korea’s development experiences and enable participants to contribute to
sustainable development in their respective countries with the knowledge acquired in Korea.
Another postgraduate program ISUS has launched more lately is Master’s program for Global Leaders in
Environmental Policy (MGLEP). ISUS runs MGLEP in partnership with Korea Environmental Industry & Technology
Institute (KEITI). As many as 15 government officials from KETI’s partner countries are invited to pursue the degree.
MGLEP will meet the demand of the partner countries for a longer-term training program that will help improve
their capacity for developing environmental policies and for leading sustainable development and environmental
management in their home countries.

Dean’s Message
Welcome to ISUS.
In the midst of rapid urbanization during the process of compressed economic growth, Korea has accumulated unique
experiences and know-how in urban development and administration field. Korea’s such urban growth has helped gain
the attention of many countries abroad hoping for an opportunity of sharing the experience. Meanwhile, although
Korean construction companies have won high reputation in infrastructure development such as road, harbor and
plant construction, the turning point for a qualitative take-off has become necessary as the competition with other
development-pursuing countries intensified.
Given the domestic and foreign demand, it has become a national agenda that Korea must pursue to provide a
comprehensive solution for the urban development and management with Korea’s experiences and know-how and to
open the way to the comprehensive package of urban development towards the whole world. During such process,
Korea anticipate further overseas expansion of Korean construction companies by developing new modules.
The University of Seoul, which pioneered through the research and education of urban related fields, has met such
demands of the current era by establishing the International School of Urban Sciences with the goal of fostering global
urban professionals in 2012. On the one hand, ISUS educates domestic urban professionals so that they will be able to
advance towards overseas urban development and management fields and, on the other hand, ISUS provides foreign
public officials with the opportunity to have the first-hand experience of Korea via the International Urban Development
Program (IUPD). In addition, ISUS will be the platform on which domestic professionals and foreign public officials
cultivate global insight by interacting with each other and create an international network.
ISUS is committed to establishing itself as the center of research and international cooperation in urban sciences.

Courses in the Department of Global Construction cover various sets of theoretical and practical knowledge for

Acknowledging that Korea is taking an increasingly significant role in the international
society through its involvement in international urban development, the Department
of Sustainable Urban Development has set its key aim as fostering all-round urban
professionals with both theoretical bases and practical operational ability who are
capable of actively and effectively handling diverse and complex urban issues in
developing countries including housing, transportation, environment, employment, and
climate change which are rapidly emerging along with urban population concentration.
Goals of Education
Training all-round urban professionals with both specialized theoretical knowledge and practical operational
capability in actively and effectively handling international urban development
Training overseas urban experts and global leaders knowledgeable in Korea’s experiences and know-how of Korea.
Training competent leaders capable of promoting sustainable urban development and fully aware of the

Curriculum Features
The Master’s program is comprised of four semesters, during which students take a number of core courses
and elective courses to meet the credit requirements which differ depending on their choice over thesis
writing. If a student chooses to submit a thesis, he/she will need to earn 24 credits in total (9 from core courses
and 15 from elective courses). The students who choose not to write a thesis will need to acquire 33 credits in
total (9 additional credits in lieu of the Master’s thesis).
During the second year, all SUD students go on a field trip abroad with the support of the University. Short
field visits to domestic destinations are also organized for all ISUS students, including the overseas students
enrolled on the international Master’s programs. Extra-curricular activities include the monthly seminar with
renowned speakers, Urban Infra Forum.
Cross registration for classes amongst the domestic and international programs offered by the School is allowed.

As part of the Seoul Official Development Assistance (ODA) business, public officials of sister cities
of Seoul are invited to join MUAP program consisting of theoretical subjects and site visits.
MUAP program aims to cultivate competent urban experts who can contribute to the
development of their home countries and further international exchanges and cooperation.
Curriculum Features
Preliminary sessions include Basic Korean, Korean Cultural Experience, English Writing, Computer Skills. The
master’s degree is awarded to those who complete the following courses. The first and second semester:
major courses (33credits, 11 subjects), the third and fourth semester: research for thesis, submission and final
approval of thesis. Extracurricular courses include professional special lectures, on-the-spot studies, forum
participation, and relation cultivation with domestic professionals.

As part of the KOICA ODA business, MURD program provides opportunities to
government officials from developing countries to gain first-hand knowledge of
Korea’s development. The purpose of the MURD program is to enable the trainees to
apply what they have learned for the development of their home countries or local
communities.
Curriculum Features
Preliminary sessions include Basic Korean, Korean Cultural Experience, English Writing and field visits. The
master’s degree is awarded to those who complete the following courses.The first and second semester: major
courses (33credits: 21 credit hour for core courses & 12 credit hour for elective courses), the third semester:
thesis semester during which students are required to write and submit a master thesis and gain the final
approval of the thesis. Extracurricular courses include special lectures, site visits, field trips, participation in the
seminars, forums and conferences.

Curriculum Features
The Master’s program is comprised of preliminary sessions and four semesters. Pre-sessions cover English writing,
basic Korean, cultural exploration as well as field study visits. The students are required to acquire 33 credits from
a mixture of core and elective courses over three semesters. The fourth semester is dedicated to completing a
Master’s thesis which the student will have begun developing from early on. During the vacations, the students
participate in the ISUS internship program.
There are two program tracks based on the disciplinary focus chosen by the student from the time of application,
namely Environmental Policy and Management (EPM) and Sustainable Development and Planning (SDP). The
students begin their first semester with general compulsory courses and, during the second semester, take the core
courses which are customized for their focus. A number of elective courses are offered during the third semester.
As members of the Global Environment Scholarship (GESP) program sponsored by the Ministry of Environment,
the students attend external events including the GESP Joint Workshop which is held twice a year. Extra-curricular
activities also include the monthly seminar with renowned speakers, Urban Infra Forum, and various field visits with
all ISUS students.
Cross registration for classes amongst the domestic and international programs offered by the ISUS is allowed.

About SCSP
As part of Seoul’s international cooperation, 『Case Study: Policy Management in Seoul,
Seoul Case Study Program (SCSP)』 was established in 2009. ISUS signed MOUs with eleven
universities from United States of America initially and a new MOU with a university from
the United Kingdom for sharing Seoul’s experiences in urban policies which have attracted
attention from overseas and fostering a global network of young scholars specializing in
urban policy issues.The program received the first group of participants in 2010. In 2013 Seoul
Metropolitan Government (SMG) designated the International School of Urban Sciences (ISUS)
at University of Seoul (UOS) to host the SCSP program. To sum up, eleven universities from the
USA and one from the UK have so far signed MOU’s for participation in the program.
Major Activities
Participants spend seven days in Seoul and participate in 10-12 presentations prepared by the program and 6-8 field
visits focused on Seoul’s urban policies and related issues.
Learning Outcomes
On completion of the program, participants are expected to :
Gain a comparative perspective in public administration.
Be able to discuss and critique major issues in public policy and administration.
Understand the idea of administrative reform in the context of the Seoul Metropolitan Government.
Have an enhanced understanding of the traditional as well as modern culture of South Korea.
Appreciate cultural differences and similarities between South Korea and partner countries.

Site Visits
The program arranges four half-day site visits which
can help students gain more practical knowledge of
urban and regional development. The site visits also
include cultural activities which can help students better
understand the Korean culture and society.
The program provides internship opportunities for the
students to gain more practical knowledge of urban
and regional development in Korea from sponsoring or
cooperating agencies. The students will be able to do
an internship during the winter break session or thesis
writing period.
A discussion forum where domestic & overseas experts in
urban development and infrastructure construction will
attend, discusse and engage with each other. By bringing
together public officials and practitioners from various
countries, the forum acts as a platform for international
networking and mutual learning.

Health Insurance and University Health Center
All foreign students are required to purchase health insurance either in their home
country or in Korea. The insurance premium can be different according to age or gender
in Korea. University Health Center is located on the second floor of the Student Center.
Two certified nurses stay everyday while a medical doctor visits once a week there. The
center assists with emergency medical service, transfers to hospitals, health and nutrition
consultation all free of charge. The University Health Center is open weekdays, 9:00-18:00
(Lunch break between 12:00 and 13:00) and Saturdays, 09:00-12:00.
University Gymnasium
and Wellness Center
Home to general physical education, the University
Gymnasium and Wellness Center are used for educational
instructions as well as for various sports and recreational
activities. Various indoor and outdoor sports activities such
as basketball, volleyball, table tennis, tennis, badminton, yoga
and aerobics are provided for.
Cafeterias and Snack Bars
There are five cafeterias on campus that serve affordable, healthy, and tasty meals. The
largest cafeteria is on the first floor of the Student Center with 650 seats, serving breakfast,
lunch and dinner. Other cafeterias are on the second floor of the Student Center and on the
first floor of the National Science Building with 177 and 210 seats respectively, both serving
lunch and dinner. The newly opened cafeteria right next to student dormitory also affords
125 seats. The WEB in the Student Center specializes in hamburgers and fries and Cafe BE in
the Natural Science Building serves gourmet coffee and desserts.

19. Banking, Postal, and Internet Services
There is a branch of Woori Bank on campus. It is on the first floor of the Main Building. There are
also ATMs in several buildings. The bank opens 09:00–16:00 on weekdays and holidays. There are
numerous banks within ten minutes’walking distance from the campus. Post Office is located on
the first floor of the Student Center. It is open on weekdays between 09:00–18:00. Free internet
access is available at many spots on campus but the most accessible place is the Main Library.
Global Café S
Global Café S is a multi-functional space. UOS students and
international students from various countries share this space.
Asahubofculturalexchange,studentsareabletocommunicate
in different languages. A foreign exchange student can work at
the cafe as an instructor of his/her mother language. Global
Café S is managed by the Institute of International Cooperation
and Education.
Computing Facilities & Student Chamber
Many computer labs are available in UOS. In Korea, IBM is more widely used than MAC.
Internet access is generally available, but is particularly good in the Student Lounge in the 21st
Century Building(first floor) and the Main Library. If you bring your laptop, you can access the
Internet in your dorm room with the LAN cable which you need to prepare by yourself.
Student Chamber within the ISUS is a space for communication and socializing.
English OS are installed on the computers in the room where you can also print for free.
Global Kitchen
The International House has a community kitchen for
students to cook their own food occasionally. Many
international students use this community kitchen
to cook their own ethnic food and share it with other
international or Korean students.
