How do you solve an equation with nothing but variables?
One of the many challenges facing the US Army Corps of Engineers is coastal damage caused by waves, wind and surge. Hurricanes have significantly increased the vulnerability of coastal areas to natural disasters. The Corps aims to reduce these coastal risks and “improve resilience to these hazards through an integrated approach that draws from the full array of coastal risk reduction measures.”

Omaio governance and leadership development programKaramea Insley
The Omaio Governance and Leadership Development Program is an intensive 4-month course teaching best practice governance and leadership thinking and teachings delivered by seasoned experts to a growing alumni (around sixty) of exisiting Trustees and emerging Trustees and future leaders. Here are two long term planning case studies on governance and leadership being taught to students.
The most important medium term challenge in the region is how to manage the growth of cities without compromising the environment, the economy, its governance and quality of life of its citizens. Urban transformation cannot be improvised and sustainable growth requires planning to face the future. An in order to be sustainable planning requires assuming a regional and metropolitan strategy. Planning should be inclusive, allowing all members of society to share their vision of the future of the city. This vision should at least aim at reducing vulnerability and should be based on democratic principles and equity; should promote the protection of undeveloped land; the preservation of cultural heritage; and strengthening the economy. Improve the quality of life for residents, maintaining and strengthen the representativeness, effectiveness, transparency and accountability of authorities and city government is indispensable.

June 3, 2024 Anti-Semitism Letter Sent to MIT President Kornbluth and MIT Cor...Levi Shapiro
Letter from the Congress of the United States regarding Anti-Semitism sent June 3rd to MIT President Sally Kornbluth, MIT Corp Chair, Mark Gorenberg
Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. The Committee followed the hearing with letters to those institutions on January 10, 202

Operation “Blue Star” is the only event in the history of Independent India where the state went into war with its own people. Even after about 40 years it is not clear if it was culmination of states anger over people of the region, a political game of power or start of dictatorial chapter in the democratic setup.
The people of Punjab felt alienated from main stream due to denial of their just demands during a long democratic struggle since independence. As it happen all over the word, it led to militant struggle with great loss of lives of military, police and civilian personnel. Killing of Indira Gandhi and massacre of innocent Sikhs in Delhi and other India cities was also associated with this movement.

OVERVIEW
7. During the 1990s the so called ‘Celtic Tiger’ Irish
economy grew at an average annual rate of
7.5%, more than three times the European
average at the time (Murphy, 2000).
9. A new focus on Ireland’s cities brought about a wave of market led
regeneration efforts, encouraged by an availability of cheap credit,
tax incentives and a climate which encouraged the creation of
numerous public private partnerships (PPP’s).
10. The Irish economic model as ‘predicated on
constant growth to function’ and this focus spilled
over into planning practice.
While Ireland’s recession mirrors what is going on
in most European states and further afield, the
particular causes of the Irish economic crisis were
decidedly local in origin as the Irish economy had
become unsustainably dependent on the
construction industry (and house building
specifically).
11. Indeed it has been argued that the goal of
Ireland’s loose regulatory system was to
‘encourage the market rather than restrain it’
(Kirby, 2009: 9).
17. “obtain so far as possible the best achievable
financial return for the State having regard to
the amount paid, plus whatever additional
working or development capital costs for the
acquired bank assets.”
(Section 10 of the NAMA Act 2009)

35. Towards more adaptive and resilient spatial
planning?
The scale of the current global economic crisis has undermined and
raised questions about some of the core assumptions that
dominated urban policy thinking in many global cities in the 1990s
and 2000s (Raco, 2011).
“As well as a catastrophic failure in Ireland’s banking and financial
regulatory system, there has been a catastrophic failure of the
planning system” (NIRSA, 2010: 2)
‘Is this the end of spatial planning in Ireland?’ (Kitchin, 2013)
37. Seeking to Recover rather than Reform?
Thus far, the Irish response to the
crisis—like that of many other
nations—has been described as
reacting rather than acting.
It is critical that current
circumstances do not combine to
promote a tendency to short
termism and a predomination of
non strategic thinking and action.
Strategic Spatial Planning is
crucial in moving forward
39. ‘If a city is struck by disaster
it follows that the original
state was one in which it
was vulnerable to disaster in
the first place’ (Klein et al,
2003)
