Objectives of the study on Quantifying the impact of PCP
in Europe
•Quantify the economic impact of pre-commercial procurement (PCP) in
Europe, compared to other procurement approaches, based on detailed
information from public procurers and awardees collected through
questionnaires
>> analyze whether and how much the impacts observed in
PCPs (panel 1) differ from the impacts observed in the panels 2 (R&D
services contracts) and 3 (mixed R&D services and supply contracts) of the
control group of procurements
•Provide a series of recommendations for new actions to be undertaken at
EU level and at national level to encourage the use of PCP and improve the
link with potential follow-up public procurement of innovation (PPI).

IMAILE procurers are: Halmstads Kommune (SE) and Alexandersson University Institute Varberg

The IMAILE PCP will focus on new technologies and services for e-learning which address the challenge of
providing the next generation of Personal Learning Environments (PLE) for primary and secondary school.
This should address students within the topics of Science, Math and Technology, support different learning
styles in an individualized way and be accessible from any device including to bring your own device (BYOD).

Through the THALEA project, 5 hospitals from Germany, Netherlands, Spain, Belgium and Finland will
initiate a joint Pre-Commercial Procurement focusing on getting a highly interoperable telemedicine-
platform developed for detection of Intensive Care Unit -patients at increased risk.

Low vision is globally increasing as a result of the ageing world population. The PRO4VIP network brings

with the early detection of such conditions.

The SAEPP network of ambulance procurers and users is preparing the ground for a PCP to develop an ICT-
equipped ambulance of the future that enables a shift from a vehicles that services as a means of urgent
transport to an on-board mobile treatment space. The objective of the ambulance redesign is to enable pre-
hospital care in order to avoid unnecessary hospital admissions and the associated patient distress and
hospital costs.

H2020 co-funding rates' whilst participating to H2020 funded
PCP/PPIs.

and "Horizon-Science community"
 A regional development scheme through the participation in a

EAFIP TOOLKIT
The eafip Toolkit aims to provide support to policy makers in designing PCP and
PPI strategies, and to procurers and their legal departments in implementing such
procurements. It will consist of three modules:
Module 1: A strategic module addressed to policy makers, providing economic
and case evidence about the impacts and benefits of PCP and PPI, together with
concrete guidance on how to embed PCP and PPI into innovation strategies;
Module 2: An operational module addressed to public procurers aimed at
clarifying the pre-requisites and key steps to design and implement an innovation
procurement process (PCP and PPI); and
Module 3: A legal / operational module addressed to legal services aimed at
clarifying legal issues and provide practical ‘how-to’ guidelines, supported by
templates.

ASSISTANCE – SELECTION CRITERIA
The public procurers to receive this assistance will be chosen through a transparent
selection procedure against the following four criteria:
1. Concrete interest / commitment in starting a PCP/PPI project and maturity of the
business case (business case means the business case for the public procurer, i.e. the
cost/benefit analysis that justifies the procurer’s investment in the innovation
procurement)
2. Potential impact of the PCP/PPI procurement
3. Geographical balance of the cases to be assisted across the EU member states
4. Lack of experience and existence of prior cases in the implementation of PCP/PPI
under the legal system of the country in question

First results FP7 funded PCPsFirst results FP7 funded PCPs • 11 out of 13 FP7 funded PCPs have awarded contracts by now - SILVER (Robotics for elderly care) - CHARM (Traffic management) - PRACE 3IP (Energy efficient supercomputing) - SMART@FIRE (Smart protective equipment for fire fighters) - PREFORMA (Long term digital preservation) - DECIPHER (Mobile health services) - Human Brain Project (High Performance Computing for brain simulation) - V-CON (Virtual construction of road infrastructure) - Cloud for Europe (Cloud computing for governments) - Thalea (Telemedicine for intensive care unit patients at increased risk) - IMAILE (Personalised e-learning solutions) HBP PCP doesn't result from a PCP call. HBP decided itself to use PCP under its subcontracting activities. • Contracts awarded - Tender docs downloaded typically between 50 to 300 times - Nr of offers received typically between 10-34 (4-7 for specialised/low budget PCPs) - 75 contracts awarded in total (126 companies/universities involved) ••• 6

Data collected so farData collected so far •Opening route-to-market for new players/SMEs - 71% of contracts won by SMEs (SME lead bidder, bidding alone or with partners) - Compared to 29% in public procurements across Europe Mostly small young SMEs: 27% below 10 people, 60% below 50 people, 49,5% less than 10 years old •Joint procurement stimulates cross-border company growth - 31% of contracts won by bidders that are not from a country of any of the procurers in the buyers group (e.g. DE company working for UK+NL procurers) - Compared to 1,26% in public procurements across Europe (also in national PCPs) •Relevance to universities & bringing scientific results to market - 32% of winning contracts have university/R&D center partner in consortium - Winning SMEs are also often university start-ups •Encouraging commercialisation – budget efficiency – Bidders offered ~ 50% price reduction on R&D cost (market beyond procurers) -> PCPs can get twice as much R&D done for same budget as R&I action •Creating growth and jobs in Europe – 97,5% of bidders do 100% of R&D in Europe (2 have committed to do minimum 68% resp. 85% of R&D in Europe) ••• 7

Objectives of the study on Quantifying the impact of PCP in Europe •Quantify the economic impact of pre-commercial procurement (PCP) in Europe, compared to other procurement approaches, based on detailed information from public procurers and awardees collected through questionnaires >> analyze whether and how much the impacts observed in PCPs (panel 1) differ from the impacts observed in the panels 2 (R&D services contracts) and 3 (mixed R&D services and supply contracts) of the control group of procurements •Provide a series of recommendations for new actions to be undertaken at EU level and at national level to encourage the use of PCP and improve the link with potential follow-up public procurement of innovation (PPI). ••• 9

The objective of the ambulance redesign is to enable pre- hospital care in order to avoid unnecessary hospital admissions and the associated patient distress and hospital costs.   • 44. EAFIP TOOLKIT The eafip Toolkit aims to provide support to policy makers in designing PCP and PPI strategies, and to procurers and their legal departments in implementing such procurements. It will consist of three modules: Module 1: A strategic module addressed to policy makers, providing economic and case evidence about the impacts and benefits of PCP and PPI, together with concrete guidance on how to embed PCP and PPI into innovation strategies; Module 2: An operational module addressed to public procurers aimed at clarifying the pre-requisites and key steps to design and implement an innovation procurement process (PCP and PPI); and Module 3: A legal / operational module addressed to legal services aimed at clarifying legal issues and provide practical ‘how-to’ guidelines, supported by templates. ••• 44

Potential impact of the PCP/PPI procurement 3. Geographical balance of the cases to be assisted across the EU member states 4.   4. The deployment of PCP and PPI happens in waves around Europe. New Member States were later to start. There is a correlation between countries that are advanced in PCP and PPI. UK, Sweden have substantial PPI experience. Same countries ahead on PCP… Increasing amount of countries where national or regional research and innovation programs (alike EC) offer financial incentives (co-financing of PCP or PPI procurement cost) to procurers: FI, SE, UK, NL, IT, AT, BE (Flanders), DE, ES. Combination of such national and EC funding possible (Horizon 2020 / ESIF). Some countries are combining already structural funds from EC, risk-sharing finance facility support from EIB and national R&I funds for setting up large scale PCP initiatives: 150 mio EURO in Italy for PCPs. Some countries already made cross-border inter-ministerial agreements, paving the way for more cross-border PCPs/PPIs (e.g. 8 Norden + Baltic countries: NO, FI, SE, DK, IS, LT, LV, EE). National and EU policy effort to promote PCP and PPI has encouraged procurers in some countries to start PCPs also without national or EC financial support (e.g. Norway Statoil PCP on CO2 reduction, Italy Lombardia hospital PCP, Province Brabant shockwave traffic jams PCP, UK National Health Service PCPs, Swedish Stockholm city waste reduction PCPs).

Some evidence on impacts from case examples: PCPs by the UK National Health Service (which is present in the audience in Thessaloniki) have reduced the time to get a product rolled-out from years to 18 months (e.g. blood donation chair case). Their PCPs have also attracted significant VC investment. Some companies that developed new solutions in defence PCPs in UK (e.g. to reduce weight of soldier's backpack) sell now to the US military as well It is possible also to keep such lead market positions by doing several PCP/PPI procurements one after the other. E.g. US supercomputing PCPs/PPIs keep on creating the leading next generations of supercomputers. This process has created and sustained large US companies: IBM, Cray, HP 60 years of analysis of US procurement data shows that PCP procurements create on average 20% cheaper and higher quality products then traditional long term vendor partnership The benchmarking done by CHARM (one of the first EU funded PCPs on traffic management) expects to make 20% cost reduction on traffic management centers by moving towards on open architecture Even if suppliers are not from the region/country, innovation procurements create benefits for the local economy. The Estonian PPI on electric vehicles significantly increased local Estonian economic activity in related sectors and boosted activity in the Estonian innovation ecosystem in this field.
