Increased
threats requires
better coverage,
resiliency and
security.
Automation
requires
ubiquitous,
reliable wireless
communications.
Building safer, more resilient communities
•  Narrowband needed for ubiquitous access and reliability
•  Broadband required for access to large amounts of real time situational
awareness and explosion of devices

Mission-critical communications:
setting the rules
Many are trying to set
standards:
-  NTIA, ATIS, TIA, NPSTC,
TCCA …more TLA, FLAs
Real action is 3GPP

3GPP work on mission-critical
•  LTE release 12: largely for benefit of mission-critical
-  ~70% of 300 page summary (it’s a very big release)
•  LTE release 13: many mission-critical features (MC-PTT)
Standards 2014/15, commercial 2016/17?
Standards 2015/16, commercial 2017/18?
Key mission-critical features include:
•  Direct mode (powerful new concept of proximity)
•  Group mode as an application
•  True MC-PTT (sub-second)
•  Priority and pre-emption handling
•  Resilient eUTRAN (allows fragmented networks)
•  Integration with WiFi
May slip to R14

1.  Carrier code for M2M
- Concerned about the M2M explosion implications (50Bn by 2020?).
2.  Carriers see:
- 3GPP bearers will carry most of the M2M traffic
- Partly why 3GPP want to integrate with WiFi
3.  But there are challenges:
- Congestion problems…fast retry
- SLAs
- Lots of small packets wanting high priority service
- Universal access global-wide…no single carrier, no single territory…
rules have to apply everywhere.

Turning data into information
PEOPLE: Bio-medical, speed, location, status, WFM,
capabilities, groups, voice, assigned equipment.
VEHICLES: Status, sirens, lights, location, speed,
occupants, weapons, water, capabilities, doors, video,
audio feeds.
EQUIPMENT: Battery, calls, assignee, status, keys, age,
associated devices.
Talk and standby time, groups etc, coverage.
Turning data into information, and information into knowledge.
Knowledge prompts action.

Compare LMR – LTE network
infrastructure
LMR
•  Noise limited
•  A few tall towers
•  High power
•  Wide separation
•  Great coverage
•  Low data capacity
LTE
•  Interference limited
•  Many low towers
•  Low(er) power
•  Adjacent cells
•  Smaller coverage/cell
•  Very high data capacity
