1. Hello my name is Joe Philbin and I have nearly 20 years of experience in providing waste and recycling
services in the Central Virginia Market Area. I was employed with Waste Management of VA, Inc., and most
recently Virginia Waste Services, Inc. In both companies I was an Outside Sales Representative and a Major
Account Representative. I retired in March of 2016. I have always loved “talking trash” and I just can’t seem
to get it out of my head; I am still drawn to observing waste containers while driving. Trash is in my blood.
So, I decided to start up my company, “Accu-Surv” to continue “talking trash”
I have an in depth working knowledge of the hauling business and have worked with many brokers,
developers and management companies to provide the waste and recycling services they require. I have
created a service especially designed for your business which enables your staff to have an accurate survey of
locations that have upcoming trash and recycle bids for the trash and recycling haulers.
“Accu-Surv” could prove to be invaluable during the process of replacing one hauler with another; this could
eliminate the usual confusion during the transition. No more addendums to services and switching out the
wrong size containers that have been already delivered. This extra unnecessary activity could become a thing
of the past. It is a costly and time consuming exercise that could easily be eliminated by “Accu-Surv”, saving
a lot of frustration and unnecessary work for your company.
“Accu-Surv” services would include the following information in a detailed report:
 Accurate container count, listing the type of container such as front load, open-top roll offs and
compactors.
 Sizes of containers, the condition of containers and attached equipment such as casters and locks,
hoppers, side fed, rear fee, through the wall chutes or mailboxes etc.
 Identification of current hauler or haulers.
 Location of enclosures, full inspection of enclosures and cataloging the condition and damage.
 Photos of both the enclosures and containers.
“Accu-Surv” could be your eyes and ears on the ground eliminating unnecessary work and expense.
Once an estimate is provided by “Accu-Surv” your company would issue a PO and then “Accu-Surv” would
then accurately survey the sites requested. At the completion of the survey an in-depth report and pictures
would be generated and forwarded to your company along with an invoice for services rendered.
For any surveys in the Richmond Service area, the cost would $300.00 per day, (8 hrs.) with a minimum fee of
$150.00 per half day, (4 hrs.). This fee schedule applies to all locations within a twenty-five mile radius of our
office, (7301 Cornus Avenue, Chesterfield VA 23832) with some exceptions of course. If there is a need to
survey locations outside of “Accu-Surv’s” service area, there would be a fee for mileage & tolls. The mileage
would be calculated from portal to portal at an additional fee of 54 cents per mile.
