Building a Community of Practice for people in charge of HTA disseminationPatrice Chalon
Presentation at the 12th Annual Meeting of the HTAi (Oslo, Norway, June 15-17th, 2015).
Background
EUnetHTA, the European network for Health Technology Assessment has for about a decade comprehensively dealt with various HTA production aspects. However, dissemination of the final HTA report was yet to be addressed. In order to identify best practices in this field, a Community of Practice (CoP) was initiated with the aim of bringing together people in charge of HTA dissemination amongst EUnetHTA members.
Objectives
To describe the building process and first results of the EUnetHTA Community of Practice on dissemination.
Methods
The objective of the CoP was defined by a work-team. Potential participants were identified from all EUnetHTA Partners, and as a first step a webinar was organised to present interested participants with the concept and objective of the CoP. Subsequently, a workshop was organised to share knowledge and plan future activities.
Results
44 people from 25 agencies in 18 countries joined the CoP. Of these, 25 participated in the webinar and confirmed the utility of the CoP. The workshop brought together 17 people and resulted in identification of crucial steps in the HTA dissemination process, knowledge exchange about dissemination actions, and main topics of interest to the CoP. A series of Webinars provided by the CoP members themselves has been set up, two webinars has already been conducted, and a third is planned later this year.
Conclusion
The CoP provides a suited format for formally exchanging information about dissemination of HTA reports and establishing best practices together with peers. Best practices identified through the workshop and the webinars will be compiled in a best practice document. Further activities will be planned in the future, including the consideration of stakeholder involvement.
This publication identifies, and provides the rationale for, the most important research and development themes in services and supplies recommendations for the organisation and funding of services-related research in Europe. The major socio-economic and technological trends that currently influence the development of services have been identified also.
The research and development themes identified have been divided into four broad categories: markets and business logic, operations and enabling technologies, socio-economic environment and regulation, and conceptual and methodological issues. The recommendations concerning organisation and funding of research have been prepared specifically for EU-funded research.
The key recommendation is that services be designated as a priority area with a dedicated budget in the forthcoming Horizon 2020 – the EU Framework Programme for Research and Innovation – on account of services’ huge importance and potential for European economies and societies as a whole.
The work was conducted in association with AERTOs ERA-NET Coordination Action. The participating organisations included TNO (Netherlands), Fraunhofer ISI and IAO (Germany), Tecnalia (Spain), SINTEF (Norway), SP (Sweden), and
VTT Technical Research Centre of Finland. The project received financial support from Tekes – the Finnish Funding Agency for Technology and Innovation.

Understanding User Needs and Satisfying ThemAggregage
https://www.productmanagementtoday.com/frs/26903918/understanding-user-needs-and-satisfying-them
We know we want to create products which our customers find to be valuable. Whether we label it as customer-centric or product-led depends on how long we've been doing product management. There are three challenges we face when doing this. The obvious challenge is figuring out what our users need; the non-obvious challenges are in creating a shared understanding of those needs and in sensing if what we're doing is meeting those needs.
In this webinar, we won't focus on the research methods for discovering user-needs. We will focus on synthesis of the needs we discover, communication and alignment tools, and how we operationalize addressing those needs.
Industry expert Scott Sehlhorst will:
• Introduce a taxonomy for user goals with real world examples
• Present the Onion Diagram, a tool for contextualizing task-level goals
• Illustrate how customer journey maps capture activity-level and task-level goals
• Demonstrate the best approach to selection and prioritization of user-goals to address
• Highlight the crucial benchmarks, observable changes, in ensuring fulfillment of customer needs
Implicitly or explicitly all competing businesses employ a strategy to select a mix
of marketing resources. Formulating such competitive strategies fundamentally
involves recognizing relationships between elements of the marketing mix (e.g.,
price and product quality), as well as assessing competitive and market conditions
(i.e., industry structure in the language of economics).

25. 3. Fourth call for proposals
Financial simplification on administration costs
• Administration costs = all types of office running costs
(direct and indirect)
• Up to now, all expenditure reported based on real costs
(=> extensive evidence)
• For fourth call applications, administration costs are
automatically calculated as 12% of budgeted (and later
on reported) staff costs (NB!)

Eligibility requirements
• Almost 20% of submitted applications ineligible during the
previous calls
• Main reasons for ineligibility: wrong co-financing
statements
(60% of the ineligible cases)
Please check the eligibility rules carefully !

28. 4. Recommendations & advice
Quality of the work plan in the application form
• Activities of the work plan need to be described as
precisely as possible:
To allow a proper assessment (without detailed information,
the whole application remains vague and the compliance of
the activities with programme’s requirements cannot be
checked)
To allow a proper monitoring in case of approval (the work
plan is the main basis for monitoring project’s implementation
• Description of the work plan need to be consistent
(i.e. perfect correspondence between indicators / activities /
outputs)

30. 4. Recommendations & advice
Importance of the programme’s rationale!
Programme strategic objective: improvement of regional policies
• INTERREG IVC = ‘capitalisation’ programme
• Interregional cooperation ≠ cross-border cooperation
• Interregional cooperation ≠ transnational cooperation
Capitalisation: process of collecting, analysing, disseminating and
transferring good practices in a certain policy area with
the objective of optimising the results achieved in this
specific domain of regional policy
30 Romanian INTERREG IVC Info Day – 25 January 2011
31. 4. Recommendations & advice
Importance of the programme’s rationale!
Key elements derive from this programme’s rationale:
Local & regional authorities = ‘natural’ target group of IVC
Other bodies may be involved only if their link with regional
and local policies is clearly demonstrated
Exchange of experiences = core activities of all IVC projects
Pilot actions / experimentations possible but only under very
strict conditions (relevance, interregionality & additionality)
