a. The Top Level does not longer charged with the daily activity
(operations), so as to better focus on policies that will be taken for the
future development of the company
b. Top Level can approach business partners to strengthen business
strategy, including establishing cooperation with business partners in
order to support the expansion of business to be done
c. Top Level can assessing and measuring the business strategy on the
policy implementing has taken and aligning with the condition that it
faces.
Organization
a. Simplify the bureaucratic structure in leading and operational
communications companies up to a certain level, because of the

OVERVIEW
The number of foreign companies as similar with the existing company
has entering in the territory and run on the same business in Indonesia is
a sign that the free market system has entered the territory of Indonesia,
creating a tough competition to be won by local companies.
Difficulties to win the competition in the free market caused by two (2)
factors that determine the business run by the company, namely: human
resource capabilities individually owned by the company in running the
business; and the organization's ability to grow the business in the face of
free competition.
Human resource capability of individuals affected by organizational
culture that existed at this time, which should be aligned with
organizational culture needed to support the company's strategic
objectives are seen from the resulting increase in performance.
The organization's ability to run a business is influenced measures taken
by the Top Level Management based financial capabilities that exist in
today, where the organization is required to improve the efficiency and
cost effectiveness
BARRIERS ANALYSIS
1. The ability of human resources individually
The low human resource capacity individually due to lack of motivation
and innovation which is owned by employees, arising from:
1.1. Inappropriate organization structure
1.2. Poor alignment organization strategy
1.3. Poorly designated tasks
1.4. Poor morale
1.5. Poor quality
1.6. Low productivity
1.7. Unclear goals
1.8. Intergroup conflict
1.9. Interpersonal conflict

2. Lack of organizational ability in running a business is because has
not a deep knowledge of its resources at this time and does not have
the ability to manage and develop existing resources as a means to
achieve sustainable revenue growth.

Problem Solving is a concept of the company to achieve
the conditions or situations that are desirable in the
form of a strategy to solve an important problem on any

understanding of the scenario of qualitative and
quantitative, with priority problem-solving effectiveness
and cost-efficiency that is used to assess changes in
system behavior, capability, or operational environment
associated with achieving the end goal achievement

preparation of analytical opportunities to obtain growth
potential and support and monitor the implementation
of growth opportunities
Business expansion will include the Top Level of action
to take strategic steps that can use internal or external
force, namely:
1. Merger dan Akuisisi
2. Funding Project
FOCUS
1. Costs are minimal and will be borne by the company
in the form of cash
2. The target value to be achieved
3. The term of the policy or the work to be done
4. The amount of added value to be gained
STRATEGY IMPLEMENTATION
To support the growth of integrated business, the
measures taken by the Top Level is:
To disseminate the vision, mission
and the objectivity of the company
level staff, supervisors and managers,
as part of a re-fresh and
change the existing mind set

MEASUREMENT
Performance Measurement is the process of collecting to analyze the
report on the performance of individual, group, organization, system or
component, involving the learning process / strategy in an organization,
or the process of learning about the techniques / parameters /
phenomena, to see whether the output is in accordance with what is
desired or should be achieved.
In doing measurement, it will involve the evaluation and alignment of the
components used to do performance measurement, which aims to
achieve sustainable business growth, which in these components are:
1. Balance score cards
2. Value the return of investment and align with balance score cards
3. Period the return of investment align with the vision, mission and
objective of company
