Dopo tanti anni in cui ha utilizzato risorse inferiori alla media nazionale, oggi la Basilicata vede la sua spesa sanitaria corrente pro-capite standardizzata allineata alla media. La standardizzazione serve per tener conto della diversa composizione per età dei cittadini residenti nelle varie Regioni.
Dimamica e tempi di convergenza fanno capire, tuttavia, che il gap, anche se in termini percentuali si è andato assottigliando rispetto al forte divario del 1990, alla fine non è stato chiuso grazie a scelte consapevoli e esplicite. L’allineamento alla media nazionale, arrivato dopo il 2006-2007, più che il frutto di un processo di convergenza coordinato e guidato, appare la conseguenza della crisi economico-finanziaria, che ha livellato le dotazioni di tutte le Regioni agendo maggiormente lì dove c’erano più risorse disponibili (in senso relativo) e più leggermente dove le risorse erano già al di sotto della media.
Dal punto di vista degli standard di spesa, la Basilicata può essere considerata tra le Regioni che già soddisfano i requisiti. Anzi, l’analisi dimostra che nell’ultimo ventennio la Regione ha fronteggiato la difficoltà di dotazioni finanziarie inferiori alla media Italia, con stacchi percentuali della spesa pro-capite standardizzata che nei primi anni Novanta erano addirittura a doppia cifra.
Il giudizio potrebbe apparire troppo positivo e va necessariamente contemperato con due osservazioni molto importanti sul piano di policy.
In primo luogo, la dimensione finanziaria deve combinarsi con quella della qualità e dell’adeguatezza dell’offerta. Questo paper analizza solo l’equilibrio dei conti, ma altre analisi e statistiche disponibili (es. il Progetto “Bersagli” della Scuola Superiore Sant’Anna di Pisa) sono concordi nell’individuare un significtaivo gap di qualità/adeguatezza rispetto alle realtà territoriali migliori. La Regione ha il dovere di eliminare questo gap.
In secondo luogo, deve esser chiaro che quando si afferma che la Basilicata ha avuto accesso a minori risorse rispetto alla media Italia, lo scenario di riferimento è quello in cui ogni cittadino ha ogni anno a disposizione le medesime risorse pro-capite per fasce di età, indipendentemente dalla Regione dove è nato o risiede. Il benchmark, in altri termini, è uno scenario di piena solidarietà e redistribuzione territoriale che è sì coerente con i principi alla base del nostro sistema sanitario e prima ancora della nostra Costituzione, ma che deve valere come impegno inderogabile, per le Regioni beneficiarie, a utilizare al meglio i flussi redistributivi per raggiungere gli obiettivi dei Lea e promuovere sviluppo sociale ed economico.

Pushing a door is quicker than pulling when entering an air-conditioned building from outside, as it avoids staying in the hot weather longer. For escaping a burning building, pushing the door from inside is also quicker to reach the outside. Ideally doors should be able to swing both ways and "push" or "pull" signs should guide traffic flow. This fulfills fire escape needs and avoids confusion in emergencies. To best serve shoppers, doors in malls and buildings should have "push" signs to allow quick entrance into air-conditioned spaces.

I suggested Prezi in the actual stage is a balloon which always can be described a high level of fashionly hype without real and solid foundations for retaining value to be used later as working capital.
