This document reports on inconsistencies in forestland allocation in an indigenous H'mong community in Vietnam. It summarizes the history of resettlement and traditional forest management practices in Lung San village. It then describes the process of formalizing forestland management and different types of legal forestland. The report finds inconsistencies between traditional practices and formal maps and policies, including differences in ownership concepts, multiple users of the same land, unrecognized spiritual forests, boundary deviations, and discrepancies in plots and users. It aims to analyze these inconsistencies and their implications for proper land policy and effective implementation for ethnic minority communities.
