3. Defendant's Second Motion to Dismiss with its attached Exhibits exceeds over 200 pages and seeks dismissal of the Amended Complaint with prejudice. Plaintiff's (Raanan Katz) counsel is preparing a substantive response but will need additional time given the nature of the motion coupled with being out of the office when the motion was served.

This is when everything started between DEQ, Lehman Hot Springs and Patrick Lucas. All charges were dropped, but they never stopped their persecution and it continues to this day. Les Carlough later admitted to Dilorenzo that he in fact had known about this and lied to Dilorenzo as that was what he was instructed to do. Carlough also said that DEQ picks a couple of people a year to try and make an example out of. Les Carlough's business card at the time listed him as an attorney. I checked with the Oregon State Bar and he was not a licensed attorney, so he changed his title, as most DEQ "attorney's" now call themselves "environmental law specialist" so that they don't have to be licensed and don't have to abide by normal ethical standards.

As attorneys who represent hundreds of unaccompanied children and asylum seekers from Central America, we write this letter to respectfully demand that you rescind the Section M, “Accountability Measures to Protect Alien Children from Exploitation and Prevent Abuses of Our Immigration Laws” of the February 20, 2017 memorandum entitled “Implementing the Presidnet’s Enforcement Improvement Policies” given that it is in direct violation of the Flores v. Meese Settlement (“Flores”) and the William Wilberforce Trafficking Victims Protection Reauthorization Act (PUBLIC LAW 110–457—DEC. 23, 2008) (“TVPRA”)

In 2020, the Ministry of Home Affairs established a committee led by Prof. (Dr.) Ranbir Singh, former Vice Chancellor of National Law University (NLU), Delhi. This committee was tasked with reviewing the three codes of criminal law. The primary objective of the committee was to propose comprehensive reforms to the country’s criminal laws in a manner that is both principled and effective.
The committee’s focus was on ensuring the safety and security of individuals, communities, and the nation as a whole. Throughout its deliberations, the committee aimed to uphold constitutional values such as justice, dignity, and the intrinsic value of each individual. Their goal was to recommend amendments to the criminal laws that align with these values and priorities.
Subsequently, in February, the committee successfully submitted its recommendations regarding amendments to the criminal law. These recommendations are intended to serve as a foundation for enhancing the current legal framework, promoting safety and security, and upholding the constitutional principles of justice, dignity, and the inherent worth of every individual.

Letter re: Complaint Against Judge DeVitto
Follow up
Completed
DCIJ McGoings approached me this morning regarding our proposed handling of the letter received from the individual
who was not satisfied with the handling of his complaint against IJ James DeVitto. I had dismissed the complaint as
frivolous and merits based. I maintain that we follow your original proposal that you issue a letter indicating that you, as
ACIJ for conduct and professionalism, have reviewed the handling of the complaint and find that the complaint was
property handled and denied as merits based. Although I continue to agree with the frivolous finding, due to intervening
events relating to the remand of the case by the Board, I would affirm the dismissal on the merits based ground only this
time around. DCIJ McGoings has the file if you would like to review it. He requested time to review the matter and is read
to act now. Please call me if you wish to discuss this or have any questions.
Thank you,
Jack
