การวัดบทความของุอุตสาหกรรม ICT ต่อระบบเศรษฐกิจไทย

พฤษภาคม - มิถุนายน 2549 7373737373 จิราพร ตั้งพูลเจริญ ICT Indicator UpdateICT Indicator UpdateICT Indicator UpdateICT Indicator UpdateICT Indicator Update คอลัมน์ ICT Indicators Update ฉบับนี้ ผู้เขียนใคร่ขอนำเอาผลการ ศึกษาบางส่วนของโครงการศึกษา กรอบแนวคิดในการวัดบทบาทของ อุตสาหกรรม ICT ต่อระบบเศรษฐกิจ ไทย ซึ่งจัดทำโดยฝ่ายพัฒนานโยบาย และกฎหมาย ศูนย์เทคโนโลยีอิเล็ก ทรอนิกส์และคอมพิวเตอร์แห่งชาติ มาเล่าสู่กันฟัง อันเนื่องมาจากการที่ ICT ได้ แทรกซึมเข้าไปในหลายๆ ขั้นตอน ของกิจกรรมทางเศรษฐกิจไม่ว่าจะ เป็นการผลิตการบริหารจัดการการ ขายสินค้าและบริการจนดูเหมือนว่า ICT กับการพัฒนาและการเจริญ เติบโตทางเศรษฐกิจนั้นมีความ เชื่อมโยงและความสัมพันธ์กันอยู่มาก พอสมควรเพียงแต่ว่ายังไม่มีการ ศึกษาแนวทางและวิธีการในการ พัฒนาตัวชี้วัดที่จะใช้ประเมินรูปแบบ ระดับของความสัมพันธ์และบทบาท ของ ICT ที่มีต่อระบบเศรษฐกิจไทย อย่างเป็นรูปธรรม และมีความเป็น สากล ดังนั้นศูนย์ฯ จึงร่วมมือกับสำนัก การวัดบทบาทของอุตสาหกรรม ICTการวัดบทบาทของอุตสาหกรรม ICTการวัดบทบาทของอุตสาหกรรม ICTการวัดบทบาทของอุตสาหกรรม ICTการวัดบทบาทของอุตสาหกรรม ICT ต่อระบบเศรษฐกิจไทยต่อระบบเศรษฐกิจไทยต่อระบบเศรษฐกิจไทยต่อระบบเศรษฐกิจไทยต่อระบบเศรษฐกิจไทย งานคณะกรรมการพัฒนาการเศรษฐ- กิจและสังคมแห่งชาติ (สภาพัฒน์) จัดทำโครงการนี้ขึ้นมา เพื่อศึกษาและ เสนอแนะกรอบแนวคิดและวิธีพัฒนา ตัวชี้วัดที่จะใช้ประเมินบทบาทของ อุตสาหกรรม ICT ที่มีต่อระบบเศรษฐ- กิจและเพื่อให้ได้ตัวชี้วัดที่เหมาะสม และสามารถเปรียบเทียบกับนานา ประเทศได้ ทั้งในส่วนของคำนิยาม องค์ประกอบของข้อมูลวิธีการจัดเก็บ และประมวลผลข้อมูล พร้อมทั้ง วิเคราะห์แนวทางในการนำตัวชี้วัด ดังกล่าวมาประยุกต์ใช้กับประเทศไทย รวมถึงตรวจสอบการมีอยู่ของข้อมูล ที่เกี่ยวข้องความพร้อมของข้อมูล/ วิธีการจัดเก็บข้อมูลและหน่วยงาน ที่รับผิดชอบในการจัดเก็บข้อมูลรวมทั้ง การจัดทำข้อเสนอแนะอย่างเป็น รูปธรรมเสนอให้หน่วยงานที่เกี่ยวข้อง ได้นำไปปฏิบัติต่อไป ทั้งนี้ จะขอแบ่ง การนำเสนอออกเป็น 2 ส่วน หลักๆ กล่าวคือ ส่วนแรก จะเป็นการนำเสนอ แนวคิดในการกำหนด คำนิยามความ- หมาย และขอบเขตของอุตสาหกรรม ICT จากหน่วยงานสากล อาทิ องค์กร เพื่อความร่วมมือ ทางเศรษฐกิจและ การพัฒนา (Organization for Eco- nomic Cooperation and Develop- ment หรือ : OECD) และจากประเทศ ต่างๆที่มีการจัดทำข้อมูลเช่น แคนาดา ออสเตรเลีย สหรัฐอเมริกา สิงคโปร์ ญี่ปุ่น เกาหลีใต้ รวมถึงขอบเขต อุตสาหกรรมICTของประเทศไทยด้วย และส่วนที่ 2 เป็นการนำเสนอกรอบ แนวคิดในการจัดทำตัวชี้วัดเพื่อใช้ใน การประเมินบทบาทของอุตสาหกรรม ICT ต่อระบบเศรษฐกิจไทยจะเสนอ เป็นตอนต่อ ไปในฉบับหน้า แต่ก่อนที่จะเข้าสู่รายละเอียด ของการกำหนดขอบเขตของอุตสาห- กรรม ICT ของแต่ละประเทศ เรามา ทำความเข้าใจเรื่องของมาตรฐาน การจัดประเภทอุตสาหกรรมตามกิจ กรรมทางเศรษฐกิจทุกประเภท หรือ (International Standard Industrial ClassificationofallEconomicActivi- ties: ISIC) ซึ่งจัดทำโดยองค์การ สหประชาชาติ (United Nations : UN) ตอนที่ 1ตอนที่ 1ตอนที่ 1ตอนที่ 1ตอนที่ 1
7474747474 TechTrends:IT ก่อน ISIC เป็นมาตรฐานสากลที่ใช้ กันทั่วโลก ซึ่งในการกำหนดคำนิยาม ความหมาย และขอบเขตอุตสาหกรรม ICTของOECDก็ใช้มาตรฐานดังกล่าว เช่นกัน มาตรฐาน ISIC ครอบคลุม กิจกรรมต่างๆ ทั้งในกลุ่มอุตสาหกรรม การผลิตและการบริการ (ในขณะที่ มาตรฐาน Harmonised System ซึ่ง เป็นมาตรฐานที่ใช้กับงานการนำเข้า ส่งออกสินค้าของกรมศุลกากร จะ จำแนกเฉพาะสินค้าไม่รวมบริการ) 1. การกำหนดมาตรฐานอุตสาห กรรมขององค์การสหประชาชาติ (United Nations: UN) หน่วยงานทางด้านการจัดเก็บ สถิติขององค์การสหประชาชาติ ได้มีการสำรวจและจัดทำการจัด ประเภทมาตรฐานอุตสาหกรรมสากล ที่เรียกว่า ISIC ขึ้นมาตั้งแต่ปี 1948 (พ.ศ.2491) เพื่อให้ประเทศต่างๆ ได้ใช้ เป็นหลักในการจัดทำมาตรฐาน อุตสาหกรรมของแต่ละประเทศ มาตรฐาน ISIC1 ใช้สำหรับ การจัดประเภทอุตสาหกรรมตาม กิจกรรมทางเศรษฐกิจ โดยจำแนก อุตสาหกรรม ออกเป็นประเภท หมวด หมู่และหมู่ย่อย และใช้แทนด้วยเลข รหัส 4 ตัว ดังนี้ ประเภท ได้แก่ กลุ่มที่ใหญ่ที่สุด ซึ่งจัดประเภทอุตสาหกรรมที่มีลักษณะ ที่คล้ายกันเข้าอยู่ในกลุ่มเดียวกัน โดยจัดไว้เป็น 17 ประเภท และใช้แทน ด้วยตัวอักษรภาษาอังกฤษ คือ A - Q ประเภทA: เกษตรกรรม การล่าสัตว์ และการป่าไม้ ประเภท B: การประมง ประเภท C: การทำเหมืองแร่และเหมืองหิน ประเภท D: การผลิต ประเภท E: การไฟฟ้า ก๊าซ และการประปา ประเภท F: การก่อสร้าง ประเภท G: การขายส่ง การขายปลีก การซ่อมแซมยานยนต์ รถจักรยานยนต์ ของใช้ส่วนบุคคลและของใช้ในครัวเรือน ประเภท H: โรงแรมและภัตตาคาร ประเภทI: การขนส่ง สถานที่เก็บสินค้า และการคมนาคม ประเภท J: การเป็นตัวกลางทางการเงิน ประเภท K: กิจกรรมด้านอสังหาริมทรัพย์ การให้เช่าและกิจกรรมทางธุรกิจ ประเภท L: การบริหารราชการและการป้องกันประเทศ รวมทั้งการประกัน สังคมภาคบังคับ ประเภทM: การศึกษา ประเภท N: งานด้านสุขภาพและงานสังคมสงเคราะห์ ประเภท O: กิจกรรมด้านการบริการชุมชน สังคมและการบริการส่วนบุคคลอื่นๆ ประเภท P: ลูกจ้างในครัวเรือนส่วนบุคคล ประเภท Q: องค์การระหว่างประเทศและองค์การต่างประเทศอื่นๆ และสมาชิก หมวด ได้แก่ กลุ่มอุตสาหกรรม ซึ่งแบ่งเป็นกลุ่มย่อยจากประเภท มีทั้งสิ้น 60 หมวด และใช้แทนด้วยเลขรหัส 2 ตัวแรก หมู่ ได้แก่ กลุ่มอุตสาหกรรม ซึ่งแบ่งเป็นกลุ่มย่อยจากหมวด มีทั้งสิ้น 159 หมู่ และใช้แทนด้วยเลขรหัส 3 ตัวแรก หมู่ย่อย ได้แก่ อุตสาหกรรมที่ได้นำมา จัดประเภทเข้าไว้ในหมู่ ซึ่งมี จำนวนทั้งสิ้น 292 หมู่ย่อย และใช้แทนด้วยเลขรหัส 4 ตัว 1 มีการปรับปรุงมาตรฐานดังกล่าวให้มีความทันสมัยและสอดคล้องกับสภาวะอุตสาหกรรม ที่เปลี่ยนแปลงไป แต่ในการศึกษาครั้งนี้จะใช้มาตรฐาน ISIC Rev.3 เป็นกรณีศึกษา ดูรายละเอียดเพิ่มเติมที่ http://unstats.un/org
พฤษภาคม - มิถุนายน 2549 7575757575 2. ขอบเขตของอุตสาหกรรม ICT โดยองค์กรระหว่าง ประเทศและนานาประเทศ: นิยามและความหมาย สาเหตุที่ต้องดำเนินการศึกษาแนวคิดในการกำหนด นิยามความหมายและขอบเขตของอุตสาหกรรม ICT จาก กรณีศึกษาของประเทศต่างๆ นั้น เนื่องมาจากว่าประเทศไทย ยังไม่เคยมีองค์กรใดหรือหน่วยงานใดที่มาทำหน้าที่ ในการกำหนดคำนิยามความหมายและขอบเขตอุตสาห- กรรม ICT ที่มีความชัดเจน ทำให้การประเมินวัดบทบาท ของอุตสาหกรรม ICT ที่มีต่อระบบเศรษฐกิจไทยไม่สามารถ ดำเนินการได้อย่างถูกต้อง ดังนั้นคณะวิจัยจึงได้ดำเนินการ ค้นคว้าข้อมูลการกำหนดคำนิยามและขอบเขตของ อุตสาหกรรม ICT จากหน่วยงานที่ได้รับการยอมรับจาก ทั่วโลก อาทิ องค์กรเพื่อความร่วมมือทางเศรษฐกิจและ การพัฒนา (Organization for Economic Cooperation and Development หรือ : OECD) และจากประเทศต่างๆ ที่มีการ จัดทำข้อมูลดังกล่าวไว้อย่างชัดเจนและสมบูรณ์ เช่น แคนาดา ออสเตรเลีย สหรัฐอเมริกา สิงคโปร์ ญี่ปุ่น และ เกาหลีใต้ โดยมีรายละเอียดดังนี้ 2.1 องค์กรเพื่อความร่วมมือทางเศรษฐกิจ และการ พัฒนา (Organization for Economic Coopera- tion and Development : OECD) ได้กำหนด คำนิยามความหมายและขอบเขตของอุตสาห- กรรม ICT2 ขึ้นมา ในปี ค.ศ.1998 (พ.ศ.2541) โดย ใช้มาตรฐาน ISIC Rev.3 เพื่อให้ประเทศสมาชิก ในกลุ่มได้ใช้เป็นกรอบในการจัดเก็บสถิติกลุ่ม อุตสาหกรรมดังกล่าว รวมทั้งเพื่อใช้ในการเปรียบ เทียบผลกระทบของอุตสาหกรรมดังกล่าวต่อ ระบบเศรษฐกิจในกลุ่มประเทศสมาชิกด้วยกัน โดยแบ่งอุตสาหกรรม ICT ออกเป็น 2 ส่วนใหญ่ๆ ได้แก่ อุตสาหกรรมการผลิต และอุตสาหกรรมบริการ 1. อุตสาหกรรมการผลิต ครอบคลุมสินค้าต่างๆ ที่เกี่ยวข้อง กับสารสนเทศและการสื่อสาร ได้แก่ - 3000 : การผลิตเครื่องจักรสำนักงาน เครื่องทำบัญชี และเครื่องคำนวณ - 3130 : การผลิตลวดและเคเบิลหุ้มฉนวน - 3210 : การผลิตหลอดอิเล็กทรอนิกส์ และส่วนประกอบ อิเล็กทรอนิกส์อื่นๆ - 3220 : การผลิตเครื่องส่งสัญญาณโทรทัศน์และวิทยุ และ อุปกรณ์สำหรับโทรศัพท์และโทรสารชนิดใช้สาย - 3230 : การผลิตเครื่องรับสัญญาณโทรทัศน์และวิทยุ เครื่องบันทึกเสียง หรือภาพ เครื่องซาวด์รีโพรดิวซิง หรือ วีดิโอรีโพรดิวซิง และสินค้าที่เกี่ยวข้อง - 3312 : การผลิตอุปกรณ์และเครื่องมือที่ใช้ในการเดินเรือ การเดินอากาศ การวัด ตรวจสอบ ทดสอบ และวัตถุประสงค์อื่นๆ ยกเว้น อุปกรณ์ควบคุมกระบวนการผลิตในทางอุตสาหกรรม - 3313 : การผลิตอุปกรณ์ควบคุมกระบวนการผลิตในทาง อุตสาหกรรม 2. อุตสาหกรรมบริการครอบคลุมบริการต่างๆ ที่เกี่ยวข้อง กับสารสนเทศและการสื่อสาร ได้แก่ - 5150 : การขายส่งเครื่องจักร อุปกรณ์เครื่องจักร และเครื่องมือเครื่องใช้ - 6420 : การโทรคมนาคม - 7123 : บริการให้เช่าเครื่องจักรและเครื่องอุปกรณ์ ที่ใช้ใน สำนักงาน (รวมทั้งเครื่องคอมพิวเตอร์) - 72 : กิจกรรมด้านคอมพิวเตอร์ และกิจกรรมที่เกี่ยวข้อง - 7210 : การให้คำปรึกษาเกี่ยวกับฮาร์ดแวร์ - 7220 : การให้คำปรึกษาและการจัดหาเกี่ยวกับซอฟต์แวร์ - 7230 : การประมวลผลข้อมูล - 7240 : กิจกรรมด้านฐานข้อมูล - 7250 : การบำรุงรักษาและการซ่อมแซมเครื่องจักร สำนักงานเครื่องทำบัญชี และเครื่องคำนวณ - 7290 : กิจกรรมอื่นๆ ที่เกี่ยวข้องกับคอมพิวเตอร์ 2 ดูรายละเอียดเพิ่มเติมได้จาก REVIEWING THE ICT SECTOR DEFINITION: ISSUES FOR DISCUSSION, Working Party on Indi- cators for the Information Society, OECD

    พฤษภาคม - มิถุนายน2549 7373737373 จิราพร ตั้งพูลเจริญ ICT Indicator UpdateICT Indicator UpdateICT Indicator UpdateICT Indicator UpdateICT Indicator Update คอลัมน์ ICT Indicators Update ฉบับนี้ ผู้เขียนใคร่ขอนำเอาผลการ ศึกษาบางส่วนของโครงการศึกษา กรอบแนวคิดในการวัดบทบาทของ อุตสาหกรรม ICT ต่อระบบเศรษฐกิจ ไทย ซึ่งจัดทำโดยฝ่ายพัฒนานโยบาย และกฎหมาย ศูนย์เทคโนโลยีอิเล็ก ทรอนิกส์และคอมพิวเตอร์แห่งชาติ มาเล่าสู่กันฟัง อันเนื่องมาจากการที่ ICT ได้ แทรกซึมเข้าไปในหลายๆ ขั้นตอน ของกิจกรรมทางเศรษฐกิจไม่ว่าจะ เป็นการผลิตการบริหารจัดการการ ขายสินค้าและบริการจนดูเหมือนว่า ICT กับการพัฒนาและการเจริญ เติบโตทางเศรษฐกิจนั้นมีความ เชื่อมโยงและความสัมพันธ์กันอยู่มาก พอสมควรเพียงแต่ว่ายังไม่มีการ ศึกษาแนวทางและวิธีการในการ พัฒนาตัวชี้วัดที่จะใช้ประเมินรูปแบบ ระดับของความสัมพันธ์และบทบาท ของ ICT ที่มีต่อระบบเศรษฐกิจไทย อย่างเป็นรูปธรรม และมีความเป็น สากล ดังนั้นศูนย์ฯ จึงร่วมมือกับสำนัก การวัดบทบาทของอุตสาหกรรม ICTการวัดบทบาทของอุตสาหกรรม ICTการวัดบทบาทของอุตสาหกรรม ICTการวัดบทบาทของอุตสาหกรรม ICTการวัดบทบาทของอุตสาหกรรม ICT ต่อระบบเศรษฐกิจไทยต่อระบบเศรษฐกิจไทยต่อระบบเศรษฐกิจไทยต่อระบบเศรษฐกิจไทยต่อระบบเศรษฐกิจไทย งานคณะกรรมการพัฒนาการเศรษฐ- กิจและสังคมแห่งชาติ (สภาพัฒน์) จัดทำโครงการนี้ขึ้นมา เพื่อศึกษาและ เสนอแนะกรอบแนวคิดและวิธีพัฒนา ตัวชี้วัดที่จะใช้ประเมินบทบาทของ อุตสาหกรรม ICT ที่มีต่อระบบเศรษฐ- กิจและเพื่อให้ได้ตัวชี้วัดที่เหมาะสม และสามารถเปรียบเทียบกับนานา ประเทศได้ ทั้งในส่วนของคำนิยาม องค์ประกอบของข้อมูลวิธีการจัดเก็บ และประมวลผลข้อมูล พร้อมทั้ง วิเคราะห์แนวทางในการนำตัวชี้วัด ดังกล่าวมาประยุกต์ใช้กับประเทศไทย รวมถึงตรวจสอบการมีอยู่ของข้อมูล ที่เกี่ยวข้องความพร้อมของข้อมูล/ วิธีการจัดเก็บข้อมูลและหน่วยงาน ที่รับผิดชอบในการจัดเก็บข้อมูลรวมทั้ง การจัดทำข้อเสนอแนะอย่างเป็น รูปธรรมเสนอให้หน่วยงานที่เกี่ยวข้อง ได้นำไปปฏิบัติต่อไป ทั้งนี้ จะขอแบ่ง การนำเสนอออกเป็น 2 ส่วน หลักๆ กล่าวคือ ส่วนแรก จะเป็นการนำเสนอ แนวคิดในการกำหนด คำนิยามความ- หมาย และขอบเขตของอุตสาหกรรม ICT จากหน่วยงานสากล อาทิ องค์กร เพื่อความร่วมมือ ทางเศรษฐกิจและ การพัฒนา (Organization for Eco- nomic Cooperation and Develop- ment หรือ : OECD) และจากประเทศ ต่างๆที่มีการจัดทำข้อมูลเช่น แคนาดา ออสเตรเลีย สหรัฐอเมริกา สิงคโปร์ ญี่ปุ่น เกาหลีใต้ รวมถึงขอบเขต อุตสาหกรรมICTของประเทศไทยด้วย และส่วนที่ 2 เป็นการนำเสนอกรอบ แนวคิดในการจัดทำตัวชี้วัดเพื่อใช้ใน การประเมินบทบาทของอุตสาหกรรม ICT ต่อระบบเศรษฐกิจไทยจะเสนอ เป็นตอนต่อ ไปในฉบับหน้า แต่ก่อนที่จะเข้าสู่รายละเอียด ของการกำหนดขอบเขตของอุตสาห- กรรม ICT ของแต่ละประเทศ เรามา ทำความเข้าใจเรื่องของมาตรฐาน การจัดประเภทอุตสาหกรรมตามกิจ กรรมทางเศรษฐกิจทุกประเภท หรือ (International Standard Industrial ClassificationofallEconomicActivi- ties: ISIC) ซึ่งจัดทำโดยองค์การ สหประชาชาติ (United Nations : UN) ตอนที่ 1ตอนที่ 1ตอนที่ 1ตอนที่ 1ตอนที่ 1

    7474747474 TechTrends:IT ก่อน ISICเป็นมาตรฐานสากลที่ใช้ กันทั่วโลก ซึ่งในการกำหนดคำนิยาม ความหมาย และขอบเขตอุตสาหกรรม ICTของOECDก็ใช้มาตรฐานดังกล่าว เช่นกัน มาตรฐาน ISIC ครอบคลุม กิจกรรมต่างๆ ทั้งในกลุ่มอุตสาหกรรม การผลิตและการบริการ (ในขณะที่ มาตรฐาน Harmonised System ซึ่ง เป็นมาตรฐานที่ใช้กับงานการนำเข้า ส่งออกสินค้าของกรมศุลกากร จะ จำแนกเฉพาะสินค้าไม่รวมบริการ) 1. การกำหนดมาตรฐานอุตสาห กรรมขององค์การสหประชาชาติ (United Nations: UN) หน่วยงานทางด้านการจัดเก็บ สถิติขององค์การสหประชาชาติ ได้มีการสำรวจและจัดทำการจัด ประเภทมาตรฐานอุตสาหกรรมสากล ที่เรียกว่า ISIC ขึ้นมาตั้งแต่ปี 1948 (พ.ศ.2491) เพื่อให้ประเทศต่างๆ ได้ใช้ เป็นหลักในการจัดทำมาตรฐาน อุตสาหกรรมของแต่ละประเทศ มาตรฐาน ISIC1 ใช้สำหรับ การจัดประเภทอุตสาหกรรมตาม กิจกรรมทางเศรษฐกิจ โดยจำแนก อุตสาหกรรม ออกเป็นประเภท หมวด หมู่และหมู่ย่อย และใช้แทนด้วยเลข รหัส 4 ตัว ดังนี้ ประเภท ได้แก่ กลุ่มที่ใหญ่ที่สุด ซึ่งจัดประเภทอุตสาหกรรมที่มีลักษณะ ที่คล้ายกันเข้าอยู่ในกลุ่มเดียวกัน โดยจัดไว้เป็น 17 ประเภท และใช้แทน ด้วยตัวอักษรภาษาอังกฤษ คือ A - Q ประเภทA: เกษตรกรรม การล่าสัตว์ และการป่าไม้ ประเภท B: การประมง ประเภท C: การทำเหมืองแร่และเหมืองหิน ประเภท D: การผลิต ประเภท E: การไฟฟ้า ก๊าซ และการประปา ประเภท F: การก่อสร้าง ประเภท G: การขายส่ง การขายปลีก การซ่อมแซมยานยนต์ รถจักรยานยนต์ ของใช้ส่วนบุคคลและของใช้ในครัวเรือน ประเภท H: โรงแรมและภัตตาคาร ประเภทI: การขนส่ง สถานที่เก็บสินค้า และการคมนาคม ประเภท J: การเป็นตัวกลางทางการเงิน ประเภท K: กิจกรรมด้านอสังหาริมทรัพย์ การให้เช่าและกิจกรรมทางธุรกิจ ประเภท L: การบริหารราชการและการป้องกันประเทศ รวมทั้งการประกัน สังคมภาคบังคับ ประเภทM: การศึกษา ประเภท N: งานด้านสุขภาพและงานสังคมสงเคราะห์ ประเภท O: กิจกรรมด้านการบริการชุมชน สังคมและการบริการส่วนบุคคลอื่นๆ ประเภท P: ลูกจ้างในครัวเรือนส่วนบุคคล ประเภท Q: องค์การระหว่างประเทศและองค์การต่างประเทศอื่นๆ และสมาชิก หมวด ได้แก่ กลุ่มอุตสาหกรรม ซึ่งแบ่งเป็นกลุ่มย่อยจากประเภท มีทั้งสิ้น 60 หมวด และใช้แทนด้วยเลขรหัส 2 ตัวแรก หมู่ ได้แก่ กลุ่มอุตสาหกรรม ซึ่งแบ่งเป็นกลุ่มย่อยจากหมวด มีทั้งสิ้น 159 หมู่ และใช้แทนด้วยเลขรหัส 3 ตัวแรก หมู่ย่อย ได้แก่ อุตสาหกรรมที่ได้นำมา จัดประเภทเข้าไว้ในหมู่ ซึ่งมี จำนวนทั้งสิ้น 292 หมู่ย่อย และใช้แทนด้วยเลขรหัส 4 ตัว 1 มีการปรับปรุงมาตรฐานดังกล่าวให้มีความทันสมัยและสอดคล้องกับสภาวะอุตสาหกรรม ที่เปลี่ยนแปลงไป แต่ในการศึกษาครั้งนี้จะใช้มาตรฐาน ISIC Rev.3 เป็นกรณีศึกษา ดูรายละเอียดเพิ่มเติมที่ http://unstats.un/org

    พฤษภาคม - มิถุนายน2549 7575757575 2. ขอบเขตของอุตสาหกรรม ICT โดยองค์กรระหว่าง ประเทศและนานาประเทศ: นิยามและความหมาย สาเหตุที่ต้องดำเนินการศึกษาแนวคิดในการกำหนด นิยามความหมายและขอบเขตของอุตสาหกรรม ICT จาก กรณีศึกษาของประเทศต่างๆ นั้น เนื่องมาจากว่าประเทศไทย ยังไม่เคยมีองค์กรใดหรือหน่วยงานใดที่มาทำหน้าที่ ในการกำหนดคำนิยามความหมายและขอบเขตอุตสาห- กรรม ICT ที่มีความชัดเจน ทำให้การประเมินวัดบทบาท ของอุตสาหกรรม ICT ที่มีต่อระบบเศรษฐกิจไทยไม่สามารถ ดำเนินการได้อย่างถูกต้อง ดังนั้นคณะวิจัยจึงได้ดำเนินการ ค้นคว้าข้อมูลการกำหนดคำนิยามและขอบเขตของ อุตสาหกรรม ICT จากหน่วยงานที่ได้รับการยอมรับจาก ทั่วโลก อาทิ องค์กรเพื่อความร่วมมือทางเศรษฐกิจและ การพัฒนา (Organization for Economic Cooperation and Development หรือ : OECD) และจากประเทศต่างๆ ที่มีการ จัดทำข้อมูลดังกล่าวไว้อย่างชัดเจนและสมบูรณ์ เช่น แคนาดา ออสเตรเลีย สหรัฐอเมริกา สิงคโปร์ ญี่ปุ่น และ เกาหลีใต้ โดยมีรายละเอียดดังนี้ 2.1 องค์กรเพื่อความร่วมมือทางเศรษฐกิจ และการ พัฒนา (Organization for Economic Coopera- tion and Development : OECD) ได้กำหนด คำนิยามความหมายและขอบเขตของอุตสาห- กรรม ICT2 ขึ้นมา ในปี ค.ศ.1998 (พ.ศ.2541) โดย ใช้มาตรฐาน ISIC Rev.3 เพื่อให้ประเทศสมาชิก ในกลุ่มได้ใช้เป็นกรอบในการจัดเก็บสถิติกลุ่ม อุตสาหกรรมดังกล่าว รวมทั้งเพื่อใช้ในการเปรียบ เทียบผลกระทบของอุตสาหกรรมดังกล่าวต่อ ระบบเศรษฐกิจในกลุ่มประเทศสมาชิกด้วยกัน โดยแบ่งอุตสาหกรรม ICT ออกเป็น 2 ส่วนใหญ่ๆ ได้แก่ อุตสาหกรรมการผลิต และอุตสาหกรรมบริการ 1. อุตสาหกรรมการผลิต ครอบคลุมสินค้าต่างๆ ที่เกี่ยวข้อง กับสารสนเทศและการสื่อสาร ได้แก่ - 3000 : การผลิตเครื่องจักรสำนักงาน เครื่องทำบัญชี และเครื่องคำนวณ - 3130 : การผลิตลวดและเคเบิลหุ้มฉนวน - 3210 : การผลิตหลอดอิเล็กทรอนิกส์ และส่วนประกอบ อิเล็กทรอนิกส์อื่นๆ - 3220 : การผลิตเครื่องส่งสัญญาณโทรทัศน์และวิทยุ และ อุปกรณ์สำหรับโทรศัพท์และโทรสารชนิดใช้สาย - 3230 : การผลิตเครื่องรับสัญญาณโทรทัศน์และวิทยุ เครื่องบันทึกเสียง หรือภาพ เครื่องซาวด์รีโพรดิวซิง หรือ วีดิโอรีโพรดิวซิง และสินค้าที่เกี่ยวข้อง - 3312 : การผลิตอุปกรณ์และเครื่องมือที่ใช้ในการเดินเรือ การเดินอากาศ การวัด ตรวจสอบ ทดสอบ และวัตถุประสงค์อื่นๆ ยกเว้น อุปกรณ์ควบคุมกระบวนการผลิตในทางอุตสาหกรรม - 3313 : การผลิตอุปกรณ์ควบคุมกระบวนการผลิตในทาง อุตสาหกรรม 2. อุตสาหกรรมบริการครอบคลุมบริการต่างๆ ที่เกี่ยวข้อง กับสารสนเทศและการสื่อสาร ได้แก่ - 5150 : การขายส่งเครื่องจักร อุปกรณ์เครื่องจักร และเครื่องมือเครื่องใช้ - 6420 : การโทรคมนาคม - 7123 : บริการให้เช่าเครื่องจักรและเครื่องอุปกรณ์ ที่ใช้ใน สำนักงาน (รวมทั้งเครื่องคอมพิวเตอร์) - 72 : กิจกรรมด้านคอมพิวเตอร์ และกิจกรรมที่เกี่ยวข้อง - 7210 : การให้คำปรึกษาเกี่ยวกับฮาร์ดแวร์ - 7220 : การให้คำปรึกษาและการจัดหาเกี่ยวกับซอฟต์แวร์ - 7230 : การประมวลผลข้อมูล - 7240 : กิจกรรมด้านฐานข้อมูล - 7250 : การบำรุงรักษาและการซ่อมแซมเครื่องจักร สำนักงานเครื่องทำบัญชี และเครื่องคำนวณ - 7290 : กิจกรรมอื่นๆ ที่เกี่ยวข้องกับคอมพิวเตอร์ 2 ดูรายละเอียดเพิ่มเติมได้จาก REVIEWING THE ICT SECTOR DEFINITION: ISSUES FOR DISCUSSION, Working Party on Indi- cators for the Information Society, OECD
