This document discusses opportunities for youth in newly amalgamated Ukrainian communities. It notes that over 11 million people in Ukraine are youth and surveys show that most youth do not feel any difference after the creation of new communities. It also finds that local governments do not adequately consider youth input. The main directions of Ukraine's youth policy are outlined as human resources, financial provision, youth participation, and developing youth infrastructure.
