03 Supporting FSD Mozambique in conducting an analysis of
the green finance landscape in Mozambique and identifying
and prioritizing Mozambique’s opportunities for green
finance programming. The study culminated with the devel-
opment of a Green Finance roadmap and theory of change
in 2020 to guide FSD Mozambique’s green finance
programming. Since then, EED has held two separate Green

Supporting AFR, in partnership with ODI, develop a case
study on the alignment of Rwanda’s public and private finan-
cial flows with low greenhouse gas emissions and climate-re-
silient development. The assignment identifies the financial
policy and regulation, fiscal policy, public finance, and

country. In addition, it summarized private sector efforts in
the country, before highlighting the anticipated challenges

East and Central Africa, toward carbon neutrality by design-

Homabay and Nanyuki improve water delivery services
through developing customer service charters and conduct-
ing customer satisfaction surveys. A total of 225 surveys
were carried out in the supply schemes of HOMAWASCO and
a total of 400 surveys for NAWASCO through CAPI on the
ODK platform. The initiative was part of the Water Sector
Governance Program Plan sponsored by KEWASNET and

Solar Powered Water Supply
Systems in Kenya
Evaluating the effectiveness, affordability, relevance, and
efficiency of solar water supply systems in reducing the
medium and long-term recurrent cost of WASH projects in
refugee and IDP camps and their local host community.
Various powering technologies such as standalone solar
systems, diesel-powered, and electric systems were evaluat-
ed in 40 sites, and a total of 523 surveys were conducted.

Systems in Somalia
Evaluating the efficiency, effectiveness, and relevance of the
solar-powered water supply systems in the South-Central,
North-West, and North-East zones of Somalia and assessing
the progress towards achievement of sustainable community
water supply through these systems. The qualitative assess-
ment included 450 interviews conducted among end users,
water operators, and relevant stakeholders. Technical
assessments included a review of the design and appropri-
ateness of power and pumping systems considering water
demand, distribution systems, and total dynamic head.
6. Conducting energy audits of selected WSPs to identify
investment opportunities for improving energy efficiency and
to develop standard analytical tools and templates which
other WSPs can use to carry out their own audits and devel-
op investment plans. The World Bank is providing technical
assistance to Kenya’s Water Services Regulatory Board
(WASREB) to develop a utility efficiency improvement
program that will tackle technical, commercial, and organiza-
tional inefficiencies that have affected country’s WSPs.

Supporting the Maji Nyumbani programme design by provid-
ing an insightful analysis of financing in the Kenyan water
sector, conducting a demand-side study to understand the
preferences and abilities of potential loan recipients, and

interviewed across all 47 counties. Led by ESMAP and
SEforALL, the survey provided a baseline for measuring
progress towards the universal energy access goal under
SDG #7.

clean cooking in urban residential regions of Lusaka and the
Copper Belt in Zambia. In partnership with CEEEZ, the

Supporting the Rockefeller Foundation and partners includ-
ing the World Bank, African Development Bank, UK DfID,
Shell Foundation, Swedish Aid Agency (SIDA), and Africa
Mini-grids Developers Association (AMDA) to explore the
viability of setting up an Africa-wide mini-grids support facility.
The outcome of this was the conceptualization of the univer-
sal mini-grid fund for Africa to be capitalized by various
organizations including the African Development Bank, Shell
Foundation, and the Rockefeller Foundation.

Supporting the AECF to implement the REACT SSA program
in Somalia and Somaliland. REACT SSA is a US$61 million
project funded by the Swedish International Development
Authority (SIDA) to support renewable energy in Sub-Saharan
Africa, with dedicated funding of US$ 8.5 million for Federal
Government of Somalia (FGS) and Somaliland. REACT SSA
aims to provide private sector investment and innovation in
low-cost clean energy and climate change to reduce poverty
through increased use of renewable energy by off-grid popu-

Supporting Vera Sol, which is the new quality assurance
program serving the entire off-grid sector and managed by
CLASP, in collaboration with Schatz Energy Research Centre
at Humboldt State University, to conduct a consumer study in

partners, seeks to support the government in setting up a
Cooking Delivery Unit, a dedicated clean cooking team
embedded within it. EED is advising on how the Delivery
Unit can be established, through a thorough review of
existing government-related policy and delivery structures,
and interviews with key government ministry stakeholders
and clean cooking sector players.

In-Depth Exploration of
Cooking Entirely with
Electricity
Loughborough University Supporting MECS conduct an in-depth exploration of the
implications of households cooking entirely with electricity
in Kenya. MECS was interested in reviewing the use of multi-
ple e-cooking devices across households and assessing
mechanisms for the mitigation of upfront device costs which
have previously been considered prohibitive. EED used the
cooking diary study protocol to generate data on a range of
e-cooking devices and how they could be used to meet
varied household cooking needs.

Value Chain
Trade Development Bank Supporting the TDB develop an actionable pipeline of
investment ready SMEs in the off-grid renewable energy
sector value chain operating in the Bank’s 22 country
states. The TDB SME Off-Grid Facility provides access to
debt financing for SMEs, primarily, with a special focus on
those which have been affected by the COVID-19 crisis.
This initiative is supported by the USD 415 million World
Bank Regional Infrastructure Finance Facility (RIFF) signed
with TDB in 2020.
