In any education set up, a program evaluation plan is necessary since it provides an excellent roadmap to clarify the steps required to assess the process and progress of an outcome. Therefore, the following article gives a useful program evaluation plan, which is based on anti-bullying in many high schools. It sets an effective program for anti-bullying in schools and addresses the following; the elements of a worthy object for program evaluation, the program’s history, and reasons for choosing the program. It also gives the advantages for evaluating the program and the limitations encountered in conducting the program evaluation.
The Elements for Program Evaluation
The most widely-spread and dangerous type of violence that has affected many high school students is known as bullying. It affects the students’ psychological and emotional state and has resulted in terrible long-term adverse consequences (Ansary, Elias, Greene & Green, 2015. Therefore, the program evaluation focuses on anti-bullying as a type of violence that seems to have grown out of control despite efforts by various parties. The issues relating to anti-bullying are addressed by the disciplinary department in the school and headed by the deputy principle. The target population consists mostly of the victims of bullying are the newly admitted students aged between thirteen to fifteen years old. The department for disciplinary actions also forms an integral source of information for the evaluation program.
The Program’s History, Primary Purpose, Expected Outcomes
First, bullying refers to a type of violence that is initiated by one or more students against another who becomes the victim. It includes all forms of physical or psychological intimidation. It affects many high school students, which led to the formation of the anti-bullying department. The department receives and investigates cases of bullying among students. Despite the efforts of the department, it remains a menace that interferes with the learning program of many students (Ansary et al., 2015). Therefore, the program aims at finding out the steps developed by the anti-bullying department and how efficient they help reduce cases of school dropouts due to bullying. The anticipated results are that; accurate and regular measures would be put in place by every department in charge of anti-bullying in schools.

Bullying is a grave social problem in our communities, schools, and homes. In most cases bullying is dismissed a ‘rite of passage’ that affects the adolescent. However, research findings are in contrary
to this assertion because they have proven beyond reasonable doubt that bullying is an acquired behavior that is learned and can be detrimental to the physical, academic, emotional, and social development of all parties involved in the act. It is important to note that bullying affects the targets, bullies, and witnesses of the act. Bullying does not affect the youth only but it is a problem at all ages (Goryl, Neilsen-Hewett, & Sweller, 2013). Countless volumes of research have come up with “anti-bullying” programs, and despite increased media scrutiny of the vice
and campaigns against the act, the vice remains a thorn in the sole that has to be removed and eradicated from the social platform. Bullying is a social issue that is complex and requires a lot of determination, courage, and leadership to address. With an increase in technology that has provided rapid and impulsive communication, it has only opened up channels and an increase in bullying degrees than never experienced before.
This has called for immediate response than never ever before in addressing the social menace
. It is in line with this that this paper acknowledges the fact that, to promote the prevention of bullying school
administrators, educators, and socially dominant figures need to work together. The paper will look at ways of preventing bullying at both the school and community level.
Before this paper ventures further in describing some of the possible solutions that can be implemented to prevent bullying, it is important to state what bullying is and what it is not. Bullying is defined as any form of severe physical or pervasive act that includes communication in writing, electronically that is aimed at a student, or a group of student and it could have the following effects on the target:
· Placing the target in reasonable fear of harm either in person or their property
· Negatively affecting the students’ mental or physical health
· Substantially negatively affecting the students’ performance academically or
· Interfering with the ability to engage and benefit from activities, services, and privileges provided by the school
On the other hand, some conduct although closely related to bullying are not classified as bullying and these conducts include:
· Mere teasing
· Talking trash
· Trading of insults
· The expression of beliefs and ideas, as long as the expression is not profane, lewd, or in any way intended to harass or intimidate another

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

2. Bullying is a serious offense that can lead to
students feeling very negatively about themselves
and the world at large, and one of the most
common environments for bullying is school. If
you are a school administrator or work in public
education, consider assessing your school for
bullying. Assessments can help you determine the
frequency and severity of bullying, while finding
out the efficacy of current policies and intervention
efforts.
3. Benefits to an assessment:
1. An assessment will try to illuminate what is really happening.
Adults and professionals frequently underestimate the rates of
bullying, as it most often occurs when adults are not present. A
survey or another anonymous measure will encourage students to
tell the truth about bullying.
2. An assessment will measure results and show the effectiveness
of current efforts. Multiple assessments can be used to show
results over time.
3. An assessment will show administrators what areas of bullying
they need to target by clarifying trends and types of bullying,
allowing intervention and prevention efforts to be accurately
shaped.
