APNIC manages unallocated IP address blocks and autonomous system numbers (bogons) to prevent their unauthorized use and propagation on the internet. As bogons can pollute routing tables and delay resource recycling, APNIC monitors for bogons related to addresses and ASNs under its management. When bogons are detected, APNIC contacts the autonomous systems announcing them to stop routing the prefixes. Through these efforts some ASNs comply while others ignore requests, but community support is needed to fully address the bogon problem.

What is a bogon?
• A routed IP address block or ASN that is not delegated to any
organization is considered a bogon
• It is different to a hijack
• A hijack is the unauthorized use of another organization’s delegated
IP addresses or ASNs

• First – Try to avoid resources going to the bogon list
• Second – Monitor the bogon list
• Third – Take action on the bogon

Avoiding resources going to the bogon list
• During the membership closure process, if the Member still uses
their resources, APNIC will do its best to contact the Member
– This includes contacting their upstream providers
• When APNIC closes a Member account, if their resources are still in
use, APNIC will contact their upstream providers and request they
stop announcing or providing transit for those resources

Monitoring the bogon list
• APNIC has a weekly status report for terminated IPv4 space to
check if they are still in use
• APNIC also monitors the bogon list for resources under APNIC
management

Actioning bogons
• According to the reports, APNIC Hostmasters will contact the ASNs
that are announcing or providing transit to the bogon ranges
• APNIC will continue to follow up with the related ASN until it has
been removed from the bogon list

Results
• Some ASNs stopped routing the bogon prefixes
• Some members contacted APNIC and reopened their accounts to
continue to use the resources
• Some ASNs ignored our requests and continued to use the
resources
