This document summarizes key points from a presentation by Grace-Marie Turner on the state of health reform in the US. The presentation discusses Americans' views on health reform, major provisions of the Affordable Care Act, independent studies that question whether the law will achieve its goals of reducing costs and expanding access, and concerns from physicians, businesses, and states. It predicts ongoing legal and political challenges to the healthcare law.

National Health Care Reform: The Proposals and the Politicssoder145
Presentation by Elizabeth Lukanen at the University of Minnesota Academic Health Center's Student Leadership Summit in Minneapolis, MN, December 5, 2009.
This research paper outlines the idea of cost-effective health care, which minimizes 'unnecessary' patients tests and procedures that do not improve patient outcomes. The analysis focused on examining current trends in cost-effective health care, the rise of modern medical technologies involved in cost-effective health care, and the benefits of the U.S. implementing a cost-effective health care system. Mrs. McCallister and Dr. Pahwa were instrumental in the formation of this paper.

Chapter 16: Managing
Information
Chapter Objectives
• Appreciate the interconnected nature of
computerized devices in hospitals and other
organizations.
• Be able to define and explain the elements of an
electronic health record system.
• Appreciate the growing use of information systems
in support of public health activities.
• Understand that many health care providers and
members of the public do not share the same
enthusiasm for information systems that managers
have.
Outline
• Electronic Health Records
• Managing Public Health Information
• Managing Inventory
• Managing Human Resources
Definitions
• Health Information and Data
• Result Management
• Order Management
• Decision Support
• Electronic Communication and Connectivity
• Patient Support
• Administrative Processes
• Reporting
Health Information and Data
• Provide immediate access to information such
as individual diagnosis, medications, allergies,
and laboratory test results to improve the
ability or service to make sound clinical
decisions in a timely manner.
Result Management
• Provide access to new and past test results,
thus allowing all participating providers to
make more informed decisions about the
effectiveness of treatment regimens and
patient safety.
Order Management
• Ensure that providers have the ability to enter
and store orders for prescriptions, tests, and
other services. This capability is intended to
improve legibility, reduce duplication, and
allow orders to be completed in a timely
manner.
Decision Support
• Provide reminders, prompts, and alerts to
facilitate diagnoses and treatments by
improving compliance with best clinical
practices, promoting regular screenings and
other preventive practices, and identifying
possible drug interactions.
Electronic Communication and
Connectivity
• Promote secure, open, and readily accessible
channels of communication among providers
and patients to improve the continuity of care,
increase the timeliness of diagnoses and
treatments, and reduce the frequency of
adverse events.
Patient Support
• Provide tools that give individuals access to
their health records, provide interactive
education on relevant health topics, and
protocols to help people conduct home-
monitoring and self-testing activities to
improve control of chronic conditions such as
diabetes and hypertension.
Administrative Processes
• Include computerized administrative tools,
such as scheduling and record-keeping
systems; such equipment should greatly
improve the efficiency and performance of
hospitals and clinics, allowing them to provide
more timely services to patients and other
clientele.
Reporting
• Provide sufficient supportive equipment
(software, hardware, and memory capacity)
that meets uniform data standards and
enables health care organizations to respond
more quickly to federal, state, and private
reporting requirements, including those .
While the health care reform bill is a step in the right direction, medicare for all or single payer is what is really needed to control costs and insure all.
The Affordable Care Act touches the lives of most Americans. In fact, nearly 21 million will be at risk if Obamacare is struck down, and may even lose health insurance completely if the law is ruled unconstitutional. This webinar will discuss what the outcome may be if ACA is repealed.
Online Conference Takes “Deep Dive” into Affordable Care ActPYA, P.C.
PYA’s Martie Ross, Principal, joined three other panelists in a full-day, online conference sponsored by the American Institute of Certified Public Accountants to offer an in-depth look at healthcare reform under the Affordable Care Act (ACA).
Transparency has become even more important in the past year as we begin the health care reform discussion. There is not a signature event in Nashville to bring quality, marketing, transparency, and technology together. The Naked Hospital event will take the user experience from high level strategy through national and state legislative issues through practical hands on tools to walk away with. The event will focus on how and why health systems and hospitals should focus on quality reporting as well as financial reporting. At the end of the day, all of this puts additional strains on the information systems and resources deployed by most health systems and hospitals. How will they cope? What is the next step?

In a May 9, 2024 paper, Juri Opitz from the University of Zurich, along with Shira Wein and Nathan Schneider form Georgetown University, discussed the importance of linguistic expertise in natural language processing (NLP) in an era dominated by large language models (LLMs).
The authors explained that while machine translation (MT) previously relied heavily on linguists, the landscape has shifted. “Linguistics is no longer front and center in the way we build NLP systems,” they said. With the emergence of LLMs, which can generate fluent text without the need for specialized modules to handle grammar or semantic coherence, the need for linguistic expertise in NLP is being questioned.

15. Studies show law fails to meet goals
• Health costs and health spending increase
• One-third of businesses may drop insurance
• Young people worried about high cost of
policies
• Doctors concerned about Medicaid
expansion and fraying the safety net
• Seniors are concerned about access to care
through Medicare and Medicare Advantage
• Up to 25 million will remain uninsured

Obama administration actuary Rick Foster:
• $120 billion in fines for companies and individuals
• Government spending will increase by $311 billion
• Many on Medicare will have trouble getting care

23. CRS previews impact of health law on physicians
PPACA has the potential to change fundamental aspects of how physicians
organize, practice, and deliver care in the future.
• Some of these provisions create new structures and entities, like the
CMS Center for Medicare and Medicaid Innovation and the
Patient-Centered Outcomes Research Institute
• Others seek to develop alternatives to traditional fee-for-service
payment, such as the National Pilot Program on Payment Bundling, the
shared savings program (including the accountable care organization, or
ACO, model), or the value-based payment modifier under the physician
fee schedule
In the long run, these provisions combined have the potential to be the most
substantial of the PPACA and the Reconciliation Act modifications affecting
physicians and related providers.

26. Predictions of the Medicare actuary
Under current law, CMS actuary Richard Foster
says Medicare is on track to pay physicians less
than Medicaid does, and this would lead to “severe
problems with beneficiary access to care.”
He predicts many Medicare providers will go
bankrupt if policies are unchanged. More than 40%
eventually would end up “shifting to negative profit
margins” and will either go out of business or stop
seeing Medicare patients altogether.

32. The future?
• The global move toward
consumerism is real, driven
by greater patient demand
for more control over
decisions.
• Health overhaul is law and
will fundamentally change
the U.S. health sector. But I
believe it will be amended
significantly before 2014.
