Health Informatics and Public Health Leadership Consider the example of the bubonic plague in the Introduction. How might shared information on the geographic representation of the disease have changed the course of diagnosis and even treatment? Perhaps physicians of that time would have been able to discover that cities with large rodent populations also had a high incidence of the plague, which might have helped them to pinpoint the source of the disease sooner. Today, public health organizations are fortunate to have at their disposal a wealth of information systems that serve as essential public health tools. The need for information is not so much the issue as the usability of the data. Thus, well-designed information systems are key to managing the data and organizing it into relevant information. Public health organizations heavily rely on such systems to inform managerial decision making and improve operations, planning, policy analysis, health outcomes assessment, epidemiologic surveillance, and program evaluation and performance measurement. One type of health data analysis tool is a geographic information system (GIS). The CDC (n.d.-c) defines GIS as “a collection of science and technology tools used to manage geographic relationships and integrate information. GIS helps us analyze spatially-referenced data and make well-informed decisions based on the association between the data and the geography.” A system is only as good as the leadership applied to it, however. How might public health administrators best use their leadership skills to manage data and informatics in a strategic way that benefits the organization and its stakeholders and constituents? For this week’s Discussion, review the Learning Resources. Reflect on the media, especially the piece titled Public Health Informatics regarding how individuals in the Howard County Health Department employed the use of GIS and other health informatics in their daily work. For your identified public health problem for your Final Project, conduct research using health information systems (HISs) and health information management (HIM). Evaluating Community-Based
Health Improvement Programs
ABSTRACT Increasingly, public and private resources are being dedicated
to community-based health improvement programs. But evaluations of
these programs typically rely on data about process and a pre-post
study design without a comparison community. To better determine
the association between the implementation of community-based
health improvement programs and county-level health outcomes, we
used publicly available data for the period 2002–06 to create a
propensity-weighted set of controls for conducting multiple regression
analyses. We found that the implementation of community-based health
improvement programs was associated with a decrease of less than
0.15 percent in the rate of obesity, an even smaller decrease in the
proportion of people reporting being in poor or fair health, and a
smaller increase in the rate of smoking. None of these changes was
significant. Additionally, program counties tended to have younger
residents and higher rates of poverty and unemployment than
nonprogram counties. These differences could be driving forces behind
program implementation. To better evaluate health improvement
programs, funders should provide guidance and expertise in
measurement, data collection, and analytic strategies at the beginning of
program implementation.

ver the past decade the private
and public sectors have made
large community-based invest-
ments in improving population
health. Many of these invest-
ments have been made in multisector coalitions
that seek to improve specific communitywide
health outcomes, such as reductions in obesity
or smoking. Through their programs, these co-

outcomes, potential metrics, and programs
for implementation; align existing resources
in community-based organizations; and imple-
ment evidence-based interventions to fill pro-

relationship between the implementation of a

quent health status of the community.
Previous studies of community-based health
improvement programs have found that they
are influential in changing individual behavior
and health-related community policies1,2 but do
not produce significant changes in health out-
comes, evenafter tenyears.3–8Muchof the earlier
literature that demonstrated positive changes
in attributable health outcomes was limited to
smaller, health care–oriented interventions, spe-
cific racial or ethnic groups, or highly specific
health conditions.9–12 A more recent study inves-
tigating self-reported public health coalition ac-

The US healthcare system has had quite a number of flaws that have for a very long time been ignored due to the assumption that the two main methods of catering for healthcare in the US, Medicaid and Medicare, are sufficient and efficient. However, late developments have been made to cub the issues brought about by their inadequacies. These include the famous affordable care act famously referred to as Obamacare (Patient protection and affordable care act) (Pipes, 2013).
A closer look at there issues with all over the country shows that the two most common methods of helping individuals cope with healthcare needs mostly ignore children. Medicare is for individuals that are beyond 65 years while Medicaid is not a guarantee not unless there is clear evidence of low income levels which unfortunately, is also not a guarantee. Children Healthcare Program at least is available for people that are considered to have an income too high to qualify for Medicaid. All these however aren’t supported by the data at the North Memorial Hospital of Minnesota. Children continue suffering compared to adults at least in comparison and the benchmark on government help through health funding.
There is a great need to look at this close and find out whether these facts are so or it is an assumption and if the rest of the state of Minnesota is still in the same state.
Availability of Medicaid reduces chances of children receiving health care from the medical canter. This research design is going to rely on Medicaid as the independent variable. Health care on children received through CHIP (Children Health Insurance Program) is going to be the dependent variable. Therefore, the problem under research here is: Availability of Medicare to (some) families undermine the probability of children to get access to CHIP and thus resulting to less affordability and availability of healthcare to children through the medical center.
PURPOSE STATEMENT
This research method document aims at establishing the relationships between various Healthcare products and platforms that are provided by the Federal government in association with the state of Minnesota and the way they interact to affect accessibility and affordability of healthcare with the case study of the North Memorial Hospital in Minnesota.
It will identify the role of, and the statistics around, Medicare, Medicaid and Children Health Insurance Program and their interplay to understand if they have any effect on the healthcare affordability and availability to children. Concurrent advances in information technology infrastructure and mobile computing power in many low and
middle-income countries (LMICs) have raised hopes that artificial intelligence (AI) might help to address challenges
unique to the field of global health and accelerate achievement of the health-related sustainable development goals. A
series of fundamental questions have been raised about AI-driven health interventions, and whether the tools,
methods, and protections traditionally used to make ethical and evidence-based decisions about new technologies can
be applied to AI. Deployment of AI has already begun for a broad range of health issues common to LMICs, with
interventions focused primarily on communicable diseases, including tuberculosis and malaria. Types of AI vary, but
most use some form of machine learning or signal processing. Several types of machine learning methods are
frequently used together, as is machine learning with other approaches, most often signal processing. AI-driven
health interventions fit into four categories relevant to global health researchers: (1) diagnosis, (2) patient morbidity
or mortality risk assessment, (3) disease outbreak prediction and surveillance, and (4) health policy and planning.
However, much of the AI-driven intervention research in global health does not describe ethical, regulatory, or
practical considerations required for widespread use or deployment at scale. Despite the field remaining nascent,
AI-driven health interventions could lead to improved health outcomes in LMICs. Although some challenges of
developing and deploying these interventions might not be unique to these settings, the global health community will
need to work quickly to establish guidelines for development, testing, and use, and develop a user-driven research
agenda to facilitate equitable and ethical use.
Introduction
AI is changing how health services are delivered in many
high-income settings, particularly in specialty care
(eg, radiology and pathology).1–3 This development has
been facilitated by the growing availability of large
datasets and novel analytical methods that rely on such
datasets. Concurrent advances in information technology
(IT) infrastructure and mobile computing power have
raised hopes that AI might also provide opportunities to
address health challenges in LMICs.4 These challenges,
including acute health workforce shortages and weak
public health surveillance systems, undermine global
progress towards achieving the health-related sustainable
development goals (SDGs).5,6 Although not unique to
such countries, these challenges are particularly relevant
given their contribution to morbidity and mortality.7,8

Artificial intelligence and the future of global health

Concurrent advances in information technology infrastructure and mobile computing power in many low and
middle-income countries (LMICs) have raised hopes that artificial intelligence (AI) might help to address challenges
unique to the field of global health and accelerate achievement of the health-related sustainable development goals. A
series of fundamental questions have been raised about AI-driven health interventions, and whether the tools,
methods, and protections traditionally used to make ethical and evidence-based decisions about new technologies can
be applied to AI. Deployment of AI has already begun for a broad range of health issues common to LMICs, with
interventions focused primarily on communicable diseases, including tuberculosis and malaria. Types of AI vary, but
most use some form of machine learning or signal processing. Several types of machine learning methods are
frequently used together, as is machine learning with other approaches, most often signal processing. AI-driven
health interventions fit into four categories relevant to global health researchers: (1) diagnosis, (2) patient morbidity
or mortality risk assessment, (3) disease outbreak prediction and surveillance, and (4) health policy and planning.
However, much of the AI-driven intervention research in global health does not describe ethical, regulatory, or
practical considerations required for widespread use or deployment at scale. Despite the field remaining nascent,
AI-driven health interventions could lead to improved health outcomes in LMICs. Although some challenges of
developing and deploying these interventions might not be unique to these settings, the global health community will
need to work quickly to establish guidelines for development, testing, and use, and develop a user-driven research
agenda to facilitate equitable and ethical use.
Introduction
AI is changing how health services are delivered in many
high-income settings, particularly in specialty care
(eg, radiology and pathology).1–3 This development has
been facilitated by the growing availability of large
datasets and novel analytical methods that rely on such
datasets. Concurrent advances in information technology
(IT) infrastructure and mobile computing power have
raised hopes that AI might also provide opportunities to
address health challenges in LMICs.4 These challenges,
including acute health workforce shortages and weak
public health surveillance systems, undermine global
progress towards achieving the health-related sustainable
development goals (SDGs).5,6 Although not unique to
such countries, these challenges are particularly relevant
given their contribution to morbidity and mortality.7,8
AI-driven health technologies could be used to address
many of these and other system-related challenges.4

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

- 1. Health Informatics and Public Health Leadership Consider the example of the bubonic plague in the Introduction. How might shared information on the geographic representation of the disease have changed the course of diagnosis and even treatment? Perhaps physicians of that time would have been able to discover that cities with large rodent populations also had a high incidence of the plague, which might have helped them to pinpoint the source of the disease sooner. Or perhaps they would have been able to better trace the direction of the plague from one regional area to another, or the demographics of the individuals who tended to get it. Today, public health organizations are fortunate to have at their disposal a wealth of information systems that serve as essential public health tools. These systems are used to guide public health decisions on everything from epidemiologic disease and risk factor surveillance to facility billing and records to policy development. The need for information is not so much the issue as the usability of the data. Thus, well-designed information systems are key to managing the data and organizing it into relevant information. Public health organizations heavily rely on such systems to inform managerial decision making and improve operations, planning, policy analysis, health outcomes assessment, epidemiologic surveillance, and program evaluation and performance measurement. One type of health data analysis tool is a geographic information system (GIS). The CDC (n.d.-c) defines GIS as “a collection of science and technology tools used to manage geographic relationships and integrate information. GIS helps us analyze spatially-referenced data and make well-informed decisions based on the association between the data and the geography.” A system is only as good as the leadership applied to it, however. How might public health administrators best use their leadership skills to manage data and informatics in a strategic way that benefits the organization and its stakeholders and

Reflect on the media, especially the piece titled Public Health Informatics regarding how individuals in the Howard County Health Department employed the use of GIS and other health informatics in their daily work. For your identified public health problem for your Final Project, conduct research using health information systems (HISs) and health information management (HIM). Refer to Table 14.2 in your textbook and the GIS section on the CDC’s website. Post by Day 3 a brief (2–3 paragraphs) description of specific health or health-related issues at a county level from the data gleaned from one these sites. From a leader’s perspective, how would you apply geographic information systems (GIS) technology in evaluating health issues, such as equity and impact? Then, explain how health informatics technology functions to inform and support the strategic planning process. Be specific and provide examples. Remember to begin interaction with your colleagues in the Discussion no later than Day 5 and continue engaging through Day 7 by expanding on their suggestions for applications of geographic information systems technology. Provide another angle to a colleague’s use of GIS in conducting health impact assessments and provide your rationale.
