Police officers, firefighters, emergency medical teams, and paramedics are often the first responders in an emergency situation. When they show up at the scene of an accident or natural disaster (or any scenario where the danger or threat level is heightened), these first responders aren’t thinking about where their equipment is or if it’s even available. Instead, they’re focused on dealing with the situation at hand, as they were trained to do.
But when first responders don’t have a robust asset tracking system in place, they won’t be able to perform their duties as efficiently or properly as they should. The mismanagement of assets could cause police, fire, and medical teams to take longer to de-escalate a situation; in the absolute worst scenarios, it could mean first responders are unable to save innocent lives.
When first responders are performing their duties during a heightened situation, they shouldn’t have to worry about whether or not the equipment they need to control it are available. They should be able to quickly prepare for, arrive at, and handle the scene of an accident or disaster without having to scramble to find a replacement piece of equipment or even make do without one all together.

Karate students in many schools or dojos will practice putting all of their various skills together in freeform sparring drills. Two or more students will face off against each other and test their skills, responding to any possible attack or combination of attacks in real time, building their instincts and ability to counterattack. For a business, the equivalent is emergency planning that establishes the way to respond to real-life disasters. Emergency management has received more attention, in part due to the impact and concerns from 9/11 and from the impact of Hurricane Katrina, when we saw an entire American city put out of service. Advance planning is a must for any organization that wants to survive whatever may be thrown at it.

Karate Sparring
The primary goal of learning martial arts is to learn how to defend yourself. Learning forms and basic moves all help develop technique, balance, fitness, and muscle memory. The drills that develop reaction and test the instincts that have grown during practice are the sparring drills. Sparring is free-form fighting, where the rules are defined and then two or more karate students practice what they have learned to try and “defeat” the other.
During sparring, an opponent is free to move around and will use feints, strikes, or blocks to attack you. In a true self-defense situation, you could strike an attacker anywhere. However, in classes, attacks are generally limited to above the belt and even sometimes to the front part of the gi or uniform top.
To beat an opponent, you have to be able to attack from any direction and be able to respond or move quickly to seize an opportunity. For example, if an attacker tries a spin kick, you may be fast enough to block the kick and stop the attacker’s spin, exposing his or her back, including kidneys. A quick punch can score a point or end a fight on the street.
In short, sparring matches train students to instantly recognize an attack and react instantly to block it. Some sparring drills even pair two or more attackers against one student, increasing the likelihood that an attack will come from any quarter from anywhere around her. The student must also be able to switch tactics swiftly, going from a block to a kick to a punch, without even thinking consciously about it. Basic skills, such as balance and footing, remain important, especially in a competitive match where the space could be limited and stepping off the mat or out of the ring could count against you.

The Earth System Grid Federation (ESGF) is a global network of data servers that archives and distributes the planet’s largest collection of Earth system model output for thousands of climate and environmental scientists worldwide. Many of these petabyte-scale data archives are located in proximity to large high-performance computing (HPC) or cloud computing resources, but the primary workflow for data users consists of transferring data, and applying computations on a different system. As a part of the ESGF 2.0 US project (funded by the United States Department of Energy Office of Science), we developed pre-defined data workflows, which can be run on-demand, capable of applying many data reduction and data analysis to the large ESGF data archives, transferring only the resultant analysis (ex. visualizations, smaller data files). In this talk, we will showcase a few of these workflows, highlighting how Globus Flows can be used for petabyte-scale climate analysis.
Understanding Globus Data Transfers with NetSageGlobus
NetSage is an open privacy-aware network measurement, analysis, and visualization service designed to help end-users visualize and reason about large data transfers. NetSage traditionally has used a combination of passive measurements, including SNMP and flow data, as well as active measurements, mainly perfSONAR, to provide longitudinal network performance data visualization. It has been deployed by dozens of networks world wide, and is supported domestically by the Engagement and Performance Operations Center (EPOC), NSF #2328479. Police officers, firefighters, emergency medical teams, and paramedics are often the first responders in an
emergency situation. When they show up at the scene of an accident or natural disaster (or any scenario
where the danger or threat level is heightened), these first responders aren’t thinking about where their
equipment is or if it’s even available. Instead, they’re focused on dealing with the situation at hand, as they
were trained to do.

during the 9/11 terrorist attacks, the New York City Emergency Operations Center was destroyed, because

Wasted time
Another way asset tracking can decrease first responders’ efficiency is if it’s conducted manually. This

Police, fire, medical teams, and even private security firms are often dealing with thousands of dollars of
equipment on a daily basis (the city of Plano, TX, for example, recently approved over $362,000 for new
police equipment2
). In addition to potentially losing grant money, thousands of dollars can be lost each
year due to missing or “ghost” assets which aren’t properly tracked; as an example, the city of Baton Rouge,
Louisiana, discovered in October 2011 that $9,605 worth of assets couldn’t be found during an audit3
.
Money can even be lost when first responders’ time and efforts are taken into account. “Employees are the
most important part of a fire department,” Steve Turner, Battalion Chief for the Sacramento Metropolitan
Fire District, states. “They have to be able to do what they need to do at any time; if you’re not making them
effective, you’re wasting money on even hiring them.”
Cost increases
Missing, broken, or stolen assets stemming from poor asset management also produce cost increases for
first responders. For example, if grant money must be given back to the issuing organization because of
such faulty or missing equipment, first responders must figure out how to purchase new equipment out-of-
pocket, reduce operating expenses to cover the replacements, or make do without them.
These unnecessary costs can also have a direct impact on local taxpayers and state budgets. Tax increases
can be implemented to help cover the asset needs and challenges of a state’s first responders. Essentially,

community and state financially.
Maintenance problems
Without detailed tracking of assets, as well as easy access to user manuals and warranties, first responders
will be unable to know or plan for when tools and equipment need to be replaced, maintained, or updated.
For first responders, this situation can be detrimental to job performance. If a rescue truck or ambulance was
needed for an emergency but no one had recorded the vehicle was in need of maintenance, first responders
might end up with broken-down transportation on their way to the incident scene.

responder groups can be held responsible for work-related injuries or even deaths because they’re unable to
track who last maintained or repaired equipment.
Organizational concerns
Without a centralized system, organizing day-to-day operations with a group of first responders is more
difficult than necessary. Setting up team schedules or training sessions in a spreadsheet or simple document
can look messy. This situation is only made worse if only a select group of responders are able to access
these materials, which means not all employees may be aware of the information they need.
On a related note, first responders aren’t always be able to access documents and data which helps them
better perform their duties when that information isn’t in an accessible format or location. For example,
warranties on specialized equipment are often saved in a file cabinet in one member’s office, but if they
