2. Chief Secretary Aditya Prasad Padhi has
directed the departments of Government to
complete implementation of all the action
points of Goods and Services (GST) Act by 15
September this year.
3. Mr.Padhi’s directives came during a review of
the ‘ease of doing business’ preparedness in
the State in post-GST scenario at a high level
meeting held in State Secretariat recently.
4. The Chief Secretary also asked the officials to
focus upon percolation of reform benefits to
the level of users directed the concerned
departments to brief all field level officers and
reorient them towards the reform initiatives.
5. He directed them to review the implementation status of
the reforms at ground level in various monthly and bi-
monthly meetings of the respective departments, said
sources adding he also emphasized that the reforms
should also be widely disseminated among the potential
investors through various workshops, media messages,
interface meetings, e-mails and ‘single-sign-on
framework’ so that the business community can make
use of it.
6. As many as 373 action points for process
reform was identified in various departments
at the meeting, the sources added.
7. These include 13 action points for Commercial Tax Department, 18
points for Energy Department, 58 points for Labour & ESI, 17 points
for Forest & Environment Department, 12 points for Health & Family
Welfare Department, 49 points for Housing & Urban Development
Department, 101 points for Industry Department, 13 points for Law
Department, 11 points for Food Supplies & Consumer Welfare
(Legal Metrology) Department, 29 points for Revenue & Disaster
Management Department, 47 points for OSPCB Department and 5
reform action points for Water Resources Department, the sources
added.
8. The issue relating to implementation
of online Single Window System was
also discussed in the meeting.
9. Odisha being a leader State in
implementation of Single Window system at
State and District levels, it was decided that
15 services would be rolled out online in the
system by third week of August this year and
the remaining 35 identified services made
online by first week of September.
10. The Government has targeted to Go Live with
Single Window System by second week of
September this year, the sources added.
