Women in Bangladesh live in such social system where socialization process plays an influential role to push them in an inferior and a subordinate position in society. This socialization process starts almost with the birth of a child. Through differential treatment in their everyday lives which vary by sex, a sex identity is acquired. This socialization process associates girls with the immediate environment inside home, and boys with wider environment. And this results in future with an unfavorable attitude of women towards politics. Women’s equal participation in political life plays a pivotal role in the general process of the advancement of women. It is not only a demand for simple justice or democracy but can also be seen as a necessary condition for women’s interests to be taken into account. Without the active participation of women and the incorporation of women’s perspective at all levels of decision-making, the goals of equality, development and peace cannot be achieved.
In the first part of this assignment (Part-A) I discussed the conceptual issues about union parishad including definition, evolution , functions etc, . In Part –B , I discussed briefly about Gundhar union parishad , it’s composition and women participation based on the opinions of women members in Gundhar union parishad and in the final part (Part-C) the problems and recommendations were mentioned .

Abstract: women constitute half of the world population, but they are the largest excluded category in almost all respects. Women are neglected at family, community and societal levels and living as an oppressed class. Historically they have been exposed to extreme form of physical, sexual and psychological violence and enjoy least socio -economic status. They have been victims of gender based violence and their miseries got intensified further due to patriarchal nature of society. Women attempted diversified strategies to liberate themselves from shackles of exploitation and feminism was a major response to challenge patriarchy at global platform as well as within national boundaries. An important area where women have been inadequately represented is in the political sphere. Articles 325 and 326 of the constitution of India guarantee political equality, equal right to participation in political activities and right to vote respectively. Lack of space for participation in political bodies has not only resulted in their presence in numbers in these decision making bodies but also in the neglect of issues and experiences in policy making.

In past few months you have read the suggestions of the globally reputable experts to remove the growth impediments of Indian economy. Indubitably their efforts are commendable and suggestions very valuable. But in my view, these suggestions seek to maintain and somewhat improve the status quo. In that sense, these are incrementalist only. Moreover, since the experts recognize that the status quo is not a pretty picture in itself, rather the conditions are pathetic in many important areas, the approach may be lacking.
Believing that the present conditions are poor and challenging, and the current approach and ecosystem has mostly failed in tackling the problems afflicting the Indian socio-economic milieu, a zero based approach is worth trying.
