This document summarizes the results of a survey on how the US government conducts workforce planning. It finds that most agencies lack standard workforce planning policies and procedures. Many managers rely on informal methods like spreadsheets for workforce planning instead of organization-wide tools. Competency data is often gathered informally if at all, and is rarely updated. Managers say uniform processes, more competency data, and dedicated planning staff would most improve their workforce planning. Up-to-date competency information could help managers justify hiring and handle staff changes.
