Sub:- Family Welfare Programme ---Issue of Green Card to Individual Acceptors of Terminal
Methos_Entitlement of Green Card Holders to Benefits under various schemes of the State Government.
It is universally recognized that a rapid reduction in the high growth rate of population is the
single most critical factor determining success of developmental efforts directed to securing economic
progress with the Distributive social Justice. Since Independence, India ‘s population has more than
doubled-from nearly 340 million to around 700 million and at the present rate of growth . It is likely to
reach 100 million by the turn of the century. No less rapid has been the growth of population in Orissa,
from 14 million in 1947 to 26 million by 1981. It is likely to go up to 36 million by 2000 AD . Steep rise in
population growth rate can not but be a matter of grave concern. At this rate of growth we can not
confer on our people full advantage of economic development. It is in recognition of the supreme
importance of far resting the growth rate of population that a planed family has been accepted as a
National Programme in the last 30 Years and has received special focus in the new 20 point programme.
2. We in this State have committed curselves to bringing down the decennialgrowth rate from 19
to 12 and Family Size from 4,3 to 2, 3 by ensuring that 60 % of the people in the reproductive and group
of 15 -48 are protected against unwanted pregnancies. Such an ambitious-demographic improvement
can not be attained unless popular acceptance is secured for a small planned family. Until –Family
welfare becomes a truly popular and participatory programme, some incentives have to be offered as a
motivational measure. The incentives have so far been monetary and marginal from a level of Rs. 70/-
Government of India have raised . It to Rs. 100/- effective from February, 1983 for every acceptor
National consensus has developed that mere monetary incentive especially of this marginal nature will
not be adequare and that some long term tangible benefits should also be coupled with it.
3. In most of the States of the Country including Orissa a large number of the acceptors are those
who have already had three to four children and are unlikely to contribute effectively to the reduction in
the growth rate in the long run. If the aim is to bring down the average size of the family from 4 to 2
then our efforts should be directed tosecuring the acceptance of terminal methods by those who have
two children or less.
4. Considering the above aspects, State Government have been pleased to decide that either of
the parents in the age group of 15 to 48 years having two children or less who would go for terminal
methods. I. e. tubectomy/ vasectomy , would be given a Green Card. As a distinctive group , the Green
card holders will be entitled to :-
(a) 5 % of all housed both in rural and urban areas Irrespective of whether they are
built by Govt . or by housing board.
(b) 8 decimals of land free of premium salami as against 4 decimals now given.
(c) 5 % of all new LIGH & MIGH Loans.
(d) 5 % seats each in Medical Colleges, Engineering Colleges, Polytechnic Including ITI’s
Will be reserved for their children.
(e) Two advance increments should they happen to be Government Servants.
5. A special Lottery Scheme shall be introduced for Green Card holders, The Lottery would be
instituted in each of the 314 blocks and 30 Municipalities /N A C . and would entry a prize of Rs
10,000/- each. Each Green Card holder would be entitled to participate in the lottery for 5 draws
Including the one to be field during the year in which he / she has undergone of vasectomy/ tubectomy
operation. Once he / she gets a prize he /she will not be entitled to participate in subsequent draws.
6. With a view to discourage raising of large family, no inaternity leave would be
Allowed to Government servants for the 3 rd and subsequent Issue.

There of forwarded to all Departments of Government/ all Heads of Department
/All Collectors / All Chief District Medical Officers.
