 Joint violation buttressed by informal 
sentiments 
 Deviation due to human nature 
 Deviation status enhancing 
 Example - No smoking rule
Representative Bureaucracy 
 Consensus/ culture 
 Rules both enforced by mgmt and 
obeyed by workers 
 Little overt conflict, but tensions 
 For prodn. and for bodily welfare 
 Joint support – participation, education 
 Deviation not intentional 
 Safety programme
