  1. Ruled by Sweden from 12th century – 1809, Then by Russia till 1917 The Church established the education system - separation of state and church since the reformation in the 16th century. Occupied by Russia during the 2nd world war Until 1944 system split into basic education and grammar schools with fewer than 10% or rural and lower socio-economic groups attending grammar schools. Post war Finland sought to redress this by making education have a central role in the maintenance of social justice. a social state where the State would adopt social, educational and economic functions to establish social justice in society. Education was regarded to have an essential role in the creation of the social justice, and social justice in education was to be a fundamental presupposition for education to be able succeed in its role. Reforms to the education system in 1968 with the introduction of the comprehensive system – following pressure from parents who were being pressured to send children to grammar schools to fulfill need for economic growth, Sweden had gob=ne comprehensive earlier. Left wing call for greater social justice. By the end of the 1970s the State had been able to restructure the education system in a way, which enabled it to attain the social justice it was striving for. There now was an education system that provided everybody the opportunity to education regardless of wealth or place of residence (Varjo, 2007). The next step was to see whether the social justice established in education could develop social justice also more widely in society. System has remained relatively unchanged since 1998 until recently when a major reform has been introduced.
