This document outlines an event to discuss developing an agenda for addressing food insecurity in protracted crises. The event aims to 1) inform participants about the Committee on World Food Security's initiative to create an agenda by 2014, 2) discuss commitments and progress from the 2012 Kigali Declaration, and 3) encourage new thinking on agricultural development and food security in crisis contexts. Expected outputs include raising awareness of the consultation process, identifying areas of overlap between the Kigali Movement and the agenda, and planning follow-up processes. Key speakers will discuss challenges and opportunities in agriculture after conflicts.

1. AN AGENDA FOR ACTION FOR PROTRACTED CRISES

Purpose
1) inform participants on the Committee on World Food Security (CFS) initiative to elaborate
an Agenda for Action to address food insecurity in protracted crises by October 2014
2) recall the Kigali Declaration from the consultative continental workshop of September 2012
and the roles expected and commitments of different actors on delivery of actions,
subsequent progress and looking forward
3) encourage participants to take a different look at, and open a space for new thinking on,
agricultural development, addressing food insecurity and needs for agricultural research for
development capacities in protracted crisis/post-conflict contexts, particularly working in
partnership and harmonizing approaches
4) explore linkages and synergies between addressing food security in protracted crisis
situations and the challenges faced in rebuilding livelihoods through agriculture (e.g. the
vital role of local civil, private and public institutions to both processes)
Expected outputs
As an intergovernmental body, CFS Members have resolved to support multistakeholder
solutions to food security at country level. The Kigali Movement was constituted from the outset
of many actors committed to rebuild capacity in agricultural research for development at local
level. Expected outputs of the event are:
 Awareness raising of the consultative process around the CFS Agenda for Action initiative,
helping to promote engagement from all stakeholders over the coming year;
 Identification of areas of commonality between the multistakeholder Kigali Movement
Capacity Development Support Plan and the elaboration of the CFS Agenda for Action;
 Outline of possible follow-up processes by FARA, GFAR and CFS Secretariats as well as other
partners.
Key Speakers include Irene Annor Frempong of FARA, Julius Jackson of the Agriculture
Development Economics Division at FAO and Javed Rizvi of ICARDA.
Background
The “Kigali Movement” grew out of common recognition of the immense challenges to
agriculture and rural development in post-conflict and protracted crisis environments. The
emergence of alliances and collective actions across sectors from scientists to farmers, from
research to extension and local knowledge, offer new opportunities for addressing protracted
crises and conflict through agricultural innovation. Under the auspices of FARA and GFAR, forty-
five delegates from diverse sectors from fourteen countries met in Kigali in September 2012 to
consider how to strengthen capacity in agricultural innovation in such situations, at the first
workshop of this kind. The issues were then further explored at scale worldwide by participants
at the 2nd Global Conference on Agricultural Research for Development in October 2012.
In parallel in September 2012, at CFS’ request, the Rome-based UN agencies organized a High
Level Expert Forum on Food Insecurity in Protracted Crises (HLEF). Over fifty experts
participated from FAO, WFP, IFAD, World Bank, USAID, the New Partnership for Africa’s
Development, OECD, research organizations, academia, government and civil society. The CFS
expressed its continued support for an inclusive, consultative process to elaborate an “Agenda
for Action for Addressing Food Insecurity in Protracted Crises” to be presented for consideration
by Member States at the CFS Plenary in 2014. The Agenda for Action will be a practical and
implementable product, combining CFS-endorsed policy guidance with context-specific
recommendations for action in order to improve food security in protracted crisis situations.
