The Nobel Prize in Physics has been awarded 109 times to 201 Nobel Laureates between 1901 and 2015, according to the Nobel Foundation. The key achievements lie in the serendipitous and intuitive and ingenious discovering of empirical physical laws and effects, as the Einstein’s law of photoelectric effect, the Compton effect, the Cherenkov effect, the Mössbauer effect, the Hall effects and others, enriched with new discoveries of subatomic entities, symmetry principles, conservation laws and unified force fields theories.
The formulated Principle of Process Reversal and its Convertibility Laws enable the description of diverse physical processes and phenomena and the prediction of actions of physical forces and effects in the systematic and consistent ways without having to consider the details of the courses of physical processes and systems.
It is shown that the Principle of Process Reversal combines all the key attribute of universal laws of nature: asserts the interdependence between varying quantities of physical properties; states that physical events occur in an invariant order; supports cause and effect relationships, and states a constant regularity in the relations or order of physical phenomena in the world, embracing the empirical regularities of numerous physical effects.
Above everything, the Reversibility Law implies that if there is some physical effect in nature, there must be its inverse, converse or reversed action, otherwise it is not a real effect. Or, if there is the Doppler effect, there must be the Inverse Doppler effect by LAW, the Law of Reversibility.

2. THE EUROPEAN FUND FOR STRATEGIC INVESTMENTS
The European Fund for Strategic Investments – the EFSI – is the central pillar of the Investment Plan for Europe.
It aims to tackle the lack of confidence and investment which resulted from the economic and financial crisis, and to make
use of liquidity held by financial institutions, corporations and individuals at a time when public resources are scarce.
The Commission works together with its strategic partner, the European Investment Bank (EIB) Group.
The EFSI supports strategic investments in key areas such as infrastructure, energy efficiency and renewable energy,
research and innovation, environment, agriculture, digital technology, education, health and social projects. It also helps
small businesses to start up, to grow and to expand by providing risk finance.
The EFSI is an EU-budget guarantee providing the EIB Group with a first loss protection.
This means that the EIB Group is able to provide financing to higher-risk projects than they normally would. An
independent Investment Committee uses strict criteria to decide whether a project is eligible for EFSI support.
There are no quotas – by sector or by country. Financing is purely demand-driven.
EFSI 2.0
Given the success of the EFSI, President Juncker announced a proposal in his 2016 State of the Union address to
extend its duration and capacity to boost investment further.
The so-called "EFSI 2.0" extends the lifetime of the fund from mid-2018 to end 2020 and increases its investment target
from €315 billion to at least half a trillion euros.
In December 2017, the European Parliament and Member States agreed on the "EFSI 2.0" Regulation and it became law
on 30 December 2017.
The EFSI supports strategic investments in key areas such as infrastructure, energy efficiency and renewable energy,
research and innovation, environment, agriculture, digital technology, education, health and social projects. It also helps
small businesses to start up, to grow and to expand by providing risk finance.

Project CYPRUS XXI is advancing a sustainable federal union of Cyprus, its two major and minor
communities, Greek Cypriots and Turkish Cypriots, with the following key characteristics and principles:

7. WHY CYPRUS IS UNSUSTAINABLE
The average growth rate of the Cypriot economy exceeded for many years the growth of the European economy.
Regardless, this growth path proved unsustainable mainly attributed to two main factors:
a) government and consumer spending, fuelled by excessive credit, creating growth led by an artificially high domestic demand,
b) ‘Unbalanced growth’ due to the concentration of economic activity to a limited number of sectors of the economy such as the
financial services, professional services, tourism and construction, whose activity was intensified during the real estate boom.
The structural problems of the Cyprus economy, were intensified as a result of the collapse of the real estate market following the
European crisis and particularly the devaluation of the British Pound, and were further accentuated with the economic crisis and the
adverse economic developments in Greece and culminated to the incapability of the Cyprus Government to borrow money at the
international free money market.
The deterioration of the public finances together with the foreseen problems in the banking sector resulted in a series of
downgrades of the Cypriot economy and the exclusion of Cyprus from the international markets in mid-2011.
The spill overs of the Greek economic crisis on Cypriot banks were also a factor that affected the whole economy due to the multi-
billion losses incurred as a result of the Greek crisis and the Greek government bonds.
Unemployment increased from a low of 3.7% in 2008 to 16% in 2013 and 17% in 2014.
The private sector indebtedness in Cyprus proved to be the highest amongst EU member states, at a level exceeding 300% of the
GDP, while at the same time, public finances deteriorated mainly due to increases in social outlays and wages, and became unsustainable.
‘Unbalanced growth’, and the concentration of economic growth to a few tradeable sectors of the economy also left Cyprus
vulnerable to external shocks, economic downturns, and wrong corporate strategies of individual businesses, especially in the banking
sector.
Chronic over-consumption in the private and the public sector, as well as the over-concentration of the Cypriot economy to a few
sectors of the economy, revealed major structural weaknesses in both competitiveness and productivity, which is reflected in the
deterioration of all relevant international benchmarks.

The Government of Cyprus submitted the National Reform Program (NRP) 2015 for Smart,
Sustainable and Inclusive Growth as regards achieving the Europe 2020 targets.

9. PROJECT CYPRUS XXI: HOW TO CREATE A SUSTAINABLE
CYPRUS
Cyprus is standing a number of geopolitical threats and economic risks, which could throw to insecurity, poverty, destitution
and insolvency its citizens, mainly, due to the troika-induced repossessions law and property foreclosures.
To counteract such a socio-political disruption, Project CYPRUS XXI has been developed by EIS Intelligent Systems Ltd on a

It defines a vision, strategies, goals, plans, as well as concrete actions, measures and capital projects to commence an all-
sustainable development, economic, social, political, environmental, technological, cultural, and territorial.

till 2030 and beyond.

11. NEED FOR A NEW GROWTH MODEL AND
STRATEGY
According to the New Growth Model for Cyprus report,
the post-invasion performance of the Cypriot economy
can be distinguished into four main periods:
The first was the 1974-1988 period, when the economy
experienced a V-style recovery led by light manufacturing
and tourism, and an average rate of growth of 4.8%.
The second period was between 1988-2004 which was
the harmonisation period with the EU legislation and
standards, the pegging of the Cypriot pound to the
European currency, and the eventual accession of
Cyprus to the EU.
During that period, the Cypriot economy grew with an
average annual real rate of 4.4%, double of EU average,
as a result of the emerging of professional services,
banking, tourism, and towards the second half of the
period, significant credit expansion.
During the third period, 2004-2008, the Cypriot
economy grew at an average rate of 4.2%, led by the
financial and professional sector, construction, and it
was characterised by excessive credit expansion; Cyprus
adopted the Euro by the end of this period.
The fourth period started with the EU debt crisis and a
decline of the GDP by 1.9% in 2009 and public finances
deteriorating significantly.

Following the debt crisis, the government requested to
enter into an economic adjustment programme.
The main pillars of this program rested on the urgent need
to tackle the fiscal imbalances, as well as a financial
stabilisation program.
The Fiscal and Financial policies conditionality in the MoU
constitute an important framework condition on which the
new growth model can build.
The Government believes that the sustainable growth of
the economy will only be achieved if these policies are
complemented with the design and implementation of a
robust and sustainable new Growth Strategy for Cyprus.
This, coupled with the rest of the structural reforms
included in the program, should be considered as the third
main pillar of reforming the economy.
The core provisions of the new Growth model aim at
accelerating recovery, enhancing competitiveness,
delivering sustainable economic growth boosting
employment and tackling corruption.
The priorities and ambitions set out in the Growth Strategy,
which will inform the policy and spending decisions, are
closely aligned with those in EU2020, the EU’s growth
strategy for smart, sustainable and inclusive growth.
Implementation of the growth strategy will be catalytic to
ensuring progress towards the achievement of the EU
2020 targets.
12. INSTITUTIONAL ARRANGEMENTS AND SMART
GOVERNANCE
The design of the new Growth strategy of Cyprus is
related to the Public Administration reform to
create the right environment to support
sustainable growth, attracting FDI, and business
start-ups and jobs and employment.
The Public Administration Reform and the Growth
Strategy are put under the same institutional
umbrella and political supervision which is the
Presidency.
Acting as a Single Body, the special Presidency
structure has been put in place, in accordance
with the provisions of the MoU, with a mandate to
design, develop, coordinate and enforce a new
Growth Strategy for Cyprus.

13. REBUILDING CYPRUS:
NEW GOVERNMENT INITIATIVE
The Government of Cyprus is determined to implement policies and actions to return to growth and the financial market, handle unemployment,
support the poor and exit from the Memorandum.
The President of Cyprus announced a number of measures to stimulate the national economy and create new jobs, such as:
1. Call for tenders for development projects exceeding 200 million euro concerning environmental and town planning, sewerage and other
infrastructure projects, expediting tenders process and ensure transparency by special bills
2. Promoting mature social projects of 80 million euro and more relating to upgrading hospitals, construction of new health centers and schools,
tourism infrastructure, urban landscape, as well as improving of road networks
3. Extending urban development incentives to support the construction and tourist industry
4. Implementing nine schemes costing 58 million euro to create new jobs by subsidizing employment and new skills trainings.
5. Promoting the second stage of the University of Cyprus campus of 162 million euro, including the building of new facilities, laboratories and a
solar park.
The Eco Smart Cyprus Investment Strategy is an integrated action plan to create a smart growth strategy further increasing foreign direct and
domestic investments, streamlining procedures and cutting-off the red tape.
The Smart Cyprus Investment Program could serve as a framework for the strategic development planning for future Cyprus, indicating where
and why resources will go, with specific targets and indicators for priority areas.
The designated Ministry of Energy assessed the Strategy with a supporting letter to the Presidential Office recommending as the national smart
growth reference program.
The Smart Cyprus Investment Strategy is to deliver the social and economic growth by advancing sustainable construction, green roads,
intelligent energy, business innovation, smart commerce, intelligent industry and sustainable tourism infrastructures and cutting-edge facilities,
initiating smart cities, green communities and eco developments.
Its strategic business model is a PPP network of the government, innovative business groups, state utilities, municipalities and communities,
academia and research institutions, with active citizen engagement and involvement.

15. MAJOR CONCERN OF CYPRUS: WASTEFUL BANKS,
NPLS AND REPOSSESSIONS BILL
Non-performing loans (NPLs) at banks accounting for 50% of domestic loans are a concern for the island’s
economy.
Bankers lent hundreds of millions without proper examination of customer data or sufficient collateral
provided, as a result most of these loans being up to 100% non-serviceable with uncertain delays.
The loans of the 20 largest borrowers amount to billions with the biggest problem recorded in Bank of Cyprus
(BoC), according to Central Bank data.
At the island’s biggest lender, BoC, the total of non-serviceable loans of the 20 largest debts amount to
€3.08 billion, delays amount to 1.32 billion (42,8%) and collateral amounts to just €2.89 billion. Total
lending to the 20 borrowers amounts to €3.98 billion.
At Hellenic Bank the total amount of loans is €698 million with €645m being non-serviceable and delays
amounting to €263 million (40.7%). The collateral is at €1.01 billion.
At the Co-operative sector the biggest loan amounts to €20.26 million in relation to €478 million at the BoC
and €96m at Hellenic Bank.
At Co-ops total of loans of the 20 debtors amount to €195.46m but almost all of it is non-serviceable with
€191.14million.
On June 30 2015 NPLs amounted to 46.5% or €27.81 billion from total loans of €59.80 billion, now it might
exceed all 50%.
NPLs in the construction sector jumped to 72.05% from a total of €7.15b, now it might approach to 80%.
As a result, the nation is standing the geopolitical and economic risks to be thrown to insecurity, poverty,
destitution and insolvency, mainly, due to the troika-induced repossessions law and property foreclosures to
handle on NPLs.

16. NATIONALIZING OR PRIVATIZING STATE ASSETS?
SMART ACTION PLAN
In March 2013, the Cypriot authorities agreed with the European Commission, the European Central Bank and the IMF, the
Troika, on a €10 billion bailout.
To generate €1.4 billion in order to restore public debt sustainability, one of the bailout’s preconditions was the
implementation of a privatisations plan covering the disposal of:
Cyprus Telecommunications Authority by 2016
the Cyprus Ports Authority by 2016
the Cyprus Electricity Authority by 2018.
The bill titled "Privatisations Law 2014" is a precondition for the disbursement of the next tranche of the €10 billion financial
assistance package granted to Cyprus.
Privatisations, an integral part of the Memorandum of Understanding on the conditions of the financial assistance, with a view
of generating state revenue of €1.4 billion by 2018.
According to the bill, the Council of Ministers can issue decrees on the sale of state-owned organizations. Under the bill, the
Council will appoint a Ministerial Committee chaired by the Finance Minister and comprising "at least four Ministers" to
supervise the procedure and to provide guidance to the Privatisations Unit and the Privatisations Commissioner with a four-
year mandate.

The Action Plan includes the prospect of privatizing Government Organizations including the Cyprus Telecommunications
Authority (CYTA), the Electricity Authority of Cyprus (EAC), the Cyprus Ports Authority (CPA), as well as property of the State.

The key motivation is to build the national base for Sustainable Intelligent Communities, smart economy and innovative
enterprises, ecotourism and smart development property projects and intelligent utilities, solar farms and wind parks, web
farms and smart cloud computing industries, knowledge parks and innovation clusters, intelligent government and smart
public services.
To create a nationwide integrated sustainable infrastructure of fiber optic networks, green energy and natural gas
infrastructure, and intelligent transportation systems, the Ministry of Communications and Works shall install Fiber Optic and
Green Energy conduit infrastructures as part of new public roads construction projects.
Further on the government, in cooperation with private sector, has to build the fiber-optic and green energy cable conduit
systems into the sides of all new public road projects.
To provide the nationwide fiber-optic and green energy and natural gas infrastructure and cutting-edge broadband connectivity,
the Government of Cyprus and Ministry of Communications and Works introduced the following bill; which was referred to the
House President and the Committee on Communications and Works by EIS Encyclopedic Intelligent Systems Ltd (Cyprus) as a
“Smart Cyprus” Infrastructure Project.

30. NATURA-WISE PILOT DEVELOPMENTS
Ayios Nicolaos plot in the Akamas peninsula in the North
West cape of Cyprus, covering 1.3 million m2, with 3km
long beautiful sea coast.
The development plan is to create an integrated smart
and green community with large eco parks and rain
gardens, eco-innovative infrastructures,
intelligent eco buildings, green residentials, smart
hotels, smart marina, Natura 2000 institution,
“Green Economy” business center, smart health center,
and i-community governance center.
The “Fontana Amoroza” as the first Smart Eco
Community will include the world-class sporting facilities,
advanced cultural and leisure facilities, including
theatres, museums, and green restaurants. The Natura-
wise project is fully eco-friendly with a naturally beautiful
environment of trees, shrubs, endemic flowers and
fauna.
The “SMART ECO RESORT –Fontana Amoroza” is
planned to be run by a single environment management
platform as a smart digital dashboard for green
environmental infrastructure, intelligent optical telecom
infrastructure, smart connected real estate, intelligent
building systems, smart applications, and quality
services.

31. SMART GREEN UNIVERSITY OF CYPRUS
According to the press release of December 12, 2014, the University of Cyprus is to launch the EIB funded
campus renovation project with the total funding of €216M for the next EU Programming Period 2014-2020.
The Funding will be used for the expansion and modernization of its facilities, including the construction of
new infrastructure and buildings of the Faculty of Engineering, the Department of Biological Sciences, the
Medical School, the Humanitarian Studies and Philosophy and the department of Architecture, the 2nd
phase of the Students’ Halls, the Apollo Photovoltaic Parks, the Centre of Energy, the renovation and
upgrading of the campus, the improvement of energy efficiency and seismic characteristics and the
renovation and upgrading of some off-campus facilities, as of Shacolio Educational Health Centre.
The project’s high objective is to have a modern University of 10,000 students, 600 academic, 2,000 young
researchers and 400 administrative by 2020.
As the innovative features, “the City of Knowledge” includes 100% “Green” University Campus, with 10 MB of
solar thermal power plant, the Knowledge Economy, new research labs, education health center and quality
jobs are played up by its stakeholders.

projects at various phases is emerging global investment priorities.
As a founding member of the European Innovation Partnership (EIP) on Smart Cities and Eco Communities, our consultancy
firm presents unique “one-stop shopping” services: creating large eco-smart development projects, eligible for innovative
investment from the EU’s funding agencies and credit institutions as European Investment Bank (EIB).
Currently, the firm is promoting the EIB-EIP 10bn smart development financing scheme involving the Member States

total amount in excess of EUR 1 bn.
The Program is to support an innovative approach by a number of Cyprus municipalities and advanced property developers of
the concept of "smart cities & sustainable property development", with the common purpose of improving land use and
environmental sustainability, urban regeneration, infrastructure and buildings, mobility, energy efficiency and local eco

The Program is to transform key collateral assets as high projects, rendering urban or rural areas as environmentally,
economically and socially sustainable, thus maximizing both the financial IRR (assets portfolio, capital efficiency, and
mortgage repayment), and the ERR for socio-economic benefits.
