Basis of Requirements
4. Some Important points on Facility Requirements
SanPiN and article 14 of technical regulation for detailed requirement
⮚ Production facility must be located at least
15m away from street/highway
50 m away utility(work shop/garage etc
50 m away from the solid waste storage container
⮚ Work space must be at least 4.5 sqm per worker
⮚ Height of production room must be at least 4.5 m
⮚ Storage room for disinfectant – 5 – 30 deg C, RH 75-80%
⮚ Door opening ( outward opening)
⮚ Hose are fitted with pistol spray heads.
⮚ Are the flies / insects seen in the plant ( if yes pl. check for the
effectiveness of the air curtain / door gaps etc. and report
accordingly)
5. Common veterinary requirements
⮚ Total 41 chapters covering different items imported to CU
⮚ Only 3 chapters are related to F&FP
Chapter – 17: Live fish (List of specific diseases)

6. Chapter - 29
Fishery products are allowed for imports to CU provided
✔ It is grown in clean waters and no restriction is imposed on
establishments by CU
✔ It must be examined for the presence of parasites, bacterial and viral
infections.
✔ In case of presence of parasites within acceptable standards, fishery
products must be neutralized by virtue of existing methods.
✔ Imports to CU are not allowed for fishery products, which are:
- frozen, having product depth temperatures above minus 18
degrees Celsius;
- colonized by salmonella or other bacterial infections;
- processed with color agents, ionizing radiation or UV rays;
- exhibiting changes indicative of contagious diseases;
- of inferior organoleptic characteristics;
- subjected to defrosting during storage;
- of poisonous fish families (Tetraodontidae, Molidae, Diodontidae and
Canthigasteridae);
- containing biotoxines hazardous for human health.
7. Chapter - 29
Fishery products are allowed for imports to CU provided
✔ Bivalve/mollusks shall undergo the required treatment in
purification centers (depuration)
✔ Fishery products must be recognized as suitable for
human consumption and must not contain natural or
synthetic estrogenic, hormonal substances thyreostatics,
antibiotics, other medications and pesticides.
✔ Microbiological, chemical cum toxicological and
radiological characteristics of fishery products, must meet
requirements of CU.
9. CU requirements ……
• Separate approval required.
• Application with Appendix I & II to be submitted
• Name shall be in the FSVPS(Federal Service for
veterinary & Phytosanitary Surveillance) site before
export.
• All the cartons of fishery products shall be sealed with
quality label of EIC and same shall be verified by EIA
before export
• Net weight must be declared
• Testing of consignments as per Technical regulation
10. CU requirements ……
• Plant shall be The Federal Service for Veterinary and
Phytosanitory Surveillance (FSVPS) approved from
where semi-processed raw materials are received(
applicable to imported cargo also) .
• Date and time of catch including vessel registration
number / pond registration number to be recorded
• Date & time of receipt of raw material to plant to be
recorded
• Above issues shall be addressed in HACCP manual
• Dirty and clean zones are isolated properly.
• Aerobic Plate Count One Lakh CFU/gm
• Testing of Radio Nucleotide
• Pallets to be 5 inch height
• Humidity meter
11. CU requirements ……
• Instructions for “preparation of chlorine solution” for disinfection
are displayed in the production area?
• Whether it is addressed in the HACCP manual?
• Whether the disinfections is done after every shift / change in
product?
• The number of workers and number of lockers are matching? (In
PPC & Processing).
• Do the personnel work in company uniform or in home uniform?
(Wearing company uniform over home attire is not allowed).
• CA conducts detailed laboratory audit report which shall state that
in-house lab is capable to test the parameters as per CU
requirements
12. CU requirements ……
• All the cartons of fishery products meant for export to
Russia shall be sealed with quality label of EIC
• Additional information's for frozen products
• a) Glazed – Net weight is to be indicated without water glaze
• b) Products made out of frozen fish- indication about secondary freezing
• c) Frozen salted and marinated fish products- words “frozen products”
• Weight of glaze covering the frozen fish should not exceed 5% of
the net weight. Prawns- 7% of net weight and other products should
not exceed 8% of total weight of glazed frozen fish products.
