FOOD SAFETY AND STANDARDS ACT, 2006
It is an Act
 to consolidate the laws relating to food and
 to establish the Food Safety and Standards Authority of
India (FSSAI) for laying down science based standards
for articles of food and
 to regulate their manufacture, storage, distribution,
sale and import,
 to ensure availability of safe and wholesome food for
human consumption and for matters connected
therewith or incidental thereto.

Types of approvals
FSSAI Registration
(Petty food manufacturers annual turnover ≤ 12L)
Eg. Hawker, petty retailers, temp. stall vendors etc.
FSSAI Licensing (turnover > 12 L)
– State Licensing (medium scale FBO viz. manufacturing
units, marketers, transporters, traders)
– Central Licensing (large scale FBO viz. manufacturers,
exporters, importers etc.)

Documents required for FSSAI Registration
 Application in Form A signed by the proprietor/authorised signatory of
the enterprise
 Certificate of incorporation or partnership deed or memorandum and
articles of association
 Photo Identity of Food Business Operator (FBO) i.e. Voter ID, driving
license, passport, PAN card, Aadhar card
 Specific details about the food products which the enterprise produces
 Management plan in place for food and health safety
 Proof of office and factory/unit premises occupancy, whether
possession certificate or rental agreement
 Any other supporting documents such as a No Objection Certificate
(NOC) issued by the local health department, panchayat or
municipality.

 Registration fee: Rs.100/- per year
 License fee: Rs. 2000/- to 7500/- per year depending
on the criteria and type of license
GST for FSSAI
 Earlier GST exemption for FBOs by way of licensing,
registration and analysis/testing of food.
 Exemption removed from 18 July 2022
 18 % GST levied on FSSAI goods & services

Can a company have 2 FSSAI license?
• There will be different license issued under
FSSA as requirement of each product is
different. So in the same premises if license is
being taken for processing of meat, milk &
fruits & vegetables, there will be a separate
license as these will be done in separate
portions & businesses are not connected.
