This document reports on the use of free and open source software (FOSS) in Vietnam from 2010-2012 based on a survey by the Vietnam Association for Information Processing (VAIP). It finds that FOSS training and adoption increased over that period in both government ministries and provincial governments, with FOSS used more in IT units than normal units. Some notable adoptions include Da Nang, Ho Chi Mini and Ha Noi shifting to open source software for government and Viettel using Ubuntu and Zentyal widely.
