It's hard for local authorities to be sure that support is reaching the households that need help the most. We know that 9 in 10 applications for a Discretionary Housing Payment (DHP) are successful, yet only 1 in 5 households that need a DHP apply. We help local authorities carry out a full needs assessment, as recommended by the DWP, using housing benefit data to create insights that will make council's DHP funds go further.
In this webinar we looked at levels of financial resilience and the need for Discretionary Housing Payments. We were joined by Ellie Kershaw, London Borough of Tower Hamlets, who spoke about how they spend DHP money in line with their local priorities and how they're raising awareness and increasing referrals from those in need.

Whereas Multi-Agent Based Simulation (MABS) is emerging as a reference approach for complex system simulation, the event-driven approach of Discrete-Event Simulation (DES) is the most used approach in the simulation mainstream.
In this talk, we elaborate on two intuitions: 1) event-based systems and multi-agent systems are amenable of a coherent interpretation within a unique conceptual framework; 2) integrating MABS and DES can lead to a more expressive and powerful simulation framework.
Accordingly, we propose a computational model integrating DES and MABS, based on an extension of the Gillespie's stochastic simulation algorithm.
Then, we discuss a case of a simulation platform (Alchemist) specifically targeted at such a kind of complex models, and show an example of urban crowd steering simulation.

It also looked at using decentralisation as a trigger to foster better development outcomes and governance and what all this means for future EU engagement in decentralisation and local governance. Jean Bossuyt, ECDPM, was the lead facilitator of this meeting. Alisa Herrero, ECDPM, was also one of the experts facilitating this seminar.
