Meeting on Participatory Budgeting under the title «Defending local democracy.
Decentralizing down to citizens». This event aims at exchanging experiences and analyzing
participatory budgeting and other forms of participatory democracy for its promotion and
strengthening in the Iberian Peninsula.

3D Web Services And Models For The Web: Where Do We Stand?Camptocamp
Theme: Data: presentations focused on data (be it capture, storage, discovery or new data models such as 3D, temporal data, big data).
The aim of this talk is to sum up the standardization efforts (OGC and W3C) in defining 3D web services and models, as well as to show existing implementations to support the discussion.
In the past years, numerous open source projects have started to display 3D globes and 3D data on the web. Standardizing web services, data format and representation models is, therefore, a very hot topic. There are in particular ongoing efforts on the OGC side as well as on the W3C side. The OGC has released a draft candidate for a 3D web service W3DS, the ISO X3D standard proposes an XML-based file format for representing 3D computer graphics and the W3C is considering adding X3D rendering into HTML5. Other projects implement their own web services and formats. On the implementation side, Geoserver supports W3DS and X3D, the X3DOM library prototypes a possible implementation of X3D HTML5 integration and last but not least, browsers with WebGL support are fully able to handle the representation of 3D data on the client side. The talk is going to detail the mentioned elements, show demonstrations of existing implementations and try to suggest a possible path into the 3D web for the FOSS4G community.

This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

Defending local democray,
decentralizing down to citizens.
On the 14th and 15th March 2013, the Andalusian town of Mollina will host the II Iberian
Meeting on Participatory Budgeting under the title «Defending local democracy.
Decentralizing down to citizens». This event aims at exchanging experiences and analyzing
participatory budgeting and other forms of participatory democracy for its promotion and
strengthening in the Iberian Peninsula.
Unlike most policies, participatory budgeting responds to the need of relocating the citizen
at the heart of public decisions. The implementation of such policies, which naturally
requires a complex process, is nowadays facing the extra difficulty resulting from the trend
towards recentralization of the State as a pretended austerity measure.
Participatory budgeting processes have brought significant innovation into the institutional
dynamic of dozens of experiences carried out in Spain and Portugal. Originated in Brazil,
these processes arrived to the Peninsula after their recognition by the UN (Habitat II,
Istanbul 1996) as one of the best practices for local management. Wherever these processes
have been implemented, their results have had positive impacts in terms of transparency
and social control over public policies. Besides, it is observed that policies get closer to the
territorial and citizen demands, while improving social and environmental sustainability on
local development dynamics.
The parallel evolution of both countries, together with the cultural, social and geographical
proximity, and the common bets on this field have lead to a will of meeting, dialogue
and coordination. From 2010, both countries share a common peninsular agenda on
participatory budgeting, with the Odemira Iberian Meeting held in Portugal in 2012 as its
main event.
This meeting will be conceived as a space for dialogue, joint reflection and exchange of
experiences and knowledge, between institutional and social stakeholders and researchers
from Portugal and Spain. The focus will concern the cities involved, their elected
representatives, their citizens and their technical staff. The meeting will open a space for
participants from other countries, in order to help to identify the international context and
to compare the Iberian experiences on participatory budgeting with other realities.
