Under the leadership of Ludwig Rajchman, the Health Organization of the League of Nations was one of the most successful League agencies. It organized educational campaigns, distributed medicines, trained health officers, and set up clinics for children. The Health Organization started campaigns to exterminate mosquitoes, reduce malaria and yellow fever, leprosy, and improve sanitation globally. In the 1930s, it took over and ran China's public health system and helped Soviet Russia prevent a typhus epidemic in Siberia.
