locked horns on Tues-
day over fake police
cases during reply over
the grant demands of
the police. When Dhari-
wal counted the figures
of action taken against
those who filed false
cases, he said that in the
BJP rule, the action un-
der section 182 was not
even known.
Meanwhile, Minister
of State for Military
Welfare, Rajendra Gud-
ha said, “Even I have
been falsely accused
and a false case filed
against me.”
At this Deputy Lead-
er of the Opposition Ra-
jendra Rathore and the
Opposition MLAs stood
up saying that when a
minister is talking
about false case against
himself, what would be
the condition of com-
mon people. BJP MLAs
raised slogans and the
ruckus subsided after
the intervention of
Speaker Dr CP Joshi.
As ruckus subsided,
Gudha again stood up to
speak in the midst of
Dhariwal’s reply, but
the Speaker did not ap-
prove. Sanyam Lodha
also wanted to speak but
the Speaker did not al-
low him at which Lodha
argued with the Speak-
er but faced reprimand.

driver was burnt alive
after the container col-
lided with a trailer on
Gogunda-Pindwada
highway in Udaipur
district on Tuesday
.
The incident oc-
curred near Malwa cho-
ra pulia when the con-
tainer rammed into the
trailer and caught fire.
The container driver
got stuck in the cabin
and burnt alive.
Fire tenders were
rushed to the spot on
information of the ac-
cident. The flames were
doused later. Locals
claimed that there were
two persons in the con-
tainer. However, police
have not given any con-
firmation yet.

800 courts in the state due to
the demand for the Advo-
cates Protection Act. About
70,000 lawyers of the state
are on work boycott, lakhs of
parties are getting upset. The
Government had talked about
bringing the act in the public
manifesto,” he said. “The law
department has also prepared
a draft on the suggestions of
BCR,” he added.

Education Minister Dr BD Kalla
said in the Vidhan Sabha on
Tuesday that uniforms have
been distributed in most of the
State schools under the budget
announcement of giving free
stitched uniforms to the students
of class 1 to 8 in government
schools. He assured that as soon
as the Bill comes, the outstanding
amount of uniform cloth and
stitching will be paid. During the
Question Hour, Dr Kalla said that
the cost of the uniforms distrib-
uted is Rs 363.38 crore, out of
which Rs 66 crore has been paid.
Forest Minister Sukhram Bishnoi was seen stuck in
the last question of the business list during Question
Hour on Tuesday. The last question during the Question
Hour was raised by BJP MLA Govind Prasad on the issue
of labour migration in Manohar Thana constituency. In
response to the question, Sukhram said that the informa-
tion regarding the migration of people for wages from Manohar Thana
assembly constituency has not been received in the Labour Department.
Forest Minister Hemaram Choudhary assured in the
Vidhan Sabha on Tuesday that a separate cadre for
the scheduled area will be constituted in the next two
months. He said that after the formation of the cadre,
all the problems related to appointments and promo-
tions in the Scheduled Areas would be resolved. He
said that under the Forest Department, personnel from non-sched-
uled areas are engaged on 94 posts in scheduled areas.

Deccan Horse in June
1983, which he later

eral Officer is a Gradu-

took over the reins of
the South Western
Army Command on
April 1, 2021. For his il-

said. Briefing reporters about

the new recruitment scheme,
Brigadier Jagdeep Chauhan

the common entrance exam
will be held first and the
physical and medical exam of
the qualified candidates will
be held later. In the earlier
pattern of recruitment, the
entrance exam used to be
held after the physical test.
He emphasized that aspir-
ants should apply between
February 16 and March 15
this year and they apply only
once a year for recruitment
rallies. The new recruitment
system involves two phases.

The petition said that

regarding the incident
and so internet services
have been suspended
for the next 48 hours.

Jaipur: The Rajasthan Human Rights Commission
has taken cognizance of a matter involving a dog
mauling a newborn to death in the district hospital
of Sirohi. The news was telecasted on First India,
following which, the human rights cowmmission
took a suo motu cognizance in the matter. Justice
Gopal Krishna Vyas issued a notice to the Superin-
tendent of Sirohi District Hospital and Sirohi SP and
directed them to submit a report on this matter after
investigation. The matter will be heard on March 14.

tional Airport has in-
stalled 2D bar code read-
er at entry gate of termi-
nal 2 building for a has-
sle free travel of the pas-
sengers. The Central In-
dustrial Security Force
officials manning the
terminal entry gate will
now scan the barcodes
instead of manually
checking the flight tick-
ets or boarding passes in
the mobiles.
This will help prevent
the congestion at entry
gate during peak hours
and during holiday sea-
sons. It will also save an
averagetimeof 20-25sec-
onds per passengers,
whileenteringthetermi-
nalbuilding.The2Dbar-
code scanner is installed
at departure entry as a
pilot while three more
scanners will be in-
stalled soon to improve
passenger experience.

the West Bengal unit of the
BJP has launched a mass out-
reach programme aimed at
the rural population months
ahead of the panchayat elec-
tions in West Bengal. BJP
state president Sukanta Ma-
jumdar launched the “Gram
Samparkha Abhiyan” in the
Purba Medinipur district and
without wasting time, the rul-
ing Trinamool Congress
claimed that the saffron camp
has copied its programme.
“In West Bengal, under the
corrupt TMC rule, the poor
people do not have access to
basic services like sanitisa-
tion and housing facilities.
The Gram Sampark Abhiyan
is to assure people and listen
to their problems and ensure
they get the benefits of the
central schemes,” Majumdar
said while launching the pro-
gramme.
The mass outreach pro-
gramme,whichwaslaunched
with an eye on the panchayat
polls likely to be held in April-
May this year, will cover
around more than 2,000 vil-
lages and 100 rural assembly
constituencies of the state.
It may be noted that the
programmecomesnearlytwo
months after the TMC had
launched a mass outreach
campaign, ‘Didir Suraksha
Kavach’ (Didi’s Protective
Shield), to check and ensure
that people received benefits
from the pro-people projects
of the state government.

Apart from reaching out to
the people with our policies
and programmes, our mass
outreachprogrammeisaimed
at reaching out to people in
those areas, especially where
the TMC leaders have faced
protests,”saidBJP

BJP’s programme, the TMC
dubbed the saffron camp as a

es to pass an exam by copying
from the topper in the class.”
“The BJP is just copying
our programme. They don’t
have any ideas, so they must
resort to stealing our ideas.
The BJP is like a bad student
who always wishes to pass an
exam by copying from the top-
per in the class. But despite
copying our programme, it
won’t yield any result in the
rural polls,” he said.
The BJP’s campaign comes
at a time when the party
looks to tone up its organisa-
tional machinery in West
Bengal ahead of the panchay-
at elections, which has seen
internal squabbles and defec-
tions in the party since the
2021 assembly poll results.
Several senior leaders are en-
gaged in feuds off and on so-
cial media, leaving little time
for the actual growth of the
party especially in the state.
The state unit of the BJP
hasbeenfightinghardtokeep
its flock together especially
after former union minister
Babul Supriyo, party MP Ar-
jun Singh and six legislators,
including its national vice
presidentMukulRoy

dents is a worrying
issue even for the
Chief Justice of In-
dia DY Chandrachud
who said he was disturbed by
suicides by students from Dalit
and Adivasi communities and
called for a system of education
that emphasized on empathy not
excellence. Referring to the sui-
cides by a Dalit student of IIT
Mumbai and a tribal student of
NLU Odisha the CJI said that
these “numbers are not just sta-
tistics. These are stories some-
times of centuries of struggles”.
Suicidesbystudentsfrommar-
ginalised sections in top insti-
tutes have not been discussed as
a social problem of caste and
class discrimination. The prob-
lem was eloquently described by
Rohith Vemula in his suicide

rushing…” He did not take any
benefit as a Scheduled Caste and

an almost routine affair.
Therefore there was nothing
new in the spat between Pun-
jab Governor Banwarilal
Purohit and Chief Minister
Bhagwant Mann over the
convening of Assembly ses-
sion until the matter reached
the Supreme Court which
gave both a lesson in their
constitutional obligations.
The contention of the gov-
ernment was that the gover-
nor was not heeding its ad-
vice on summoning the ses-
sion. The governor pointed to
the chief minister’s “ex-
tremely derogatory and pa-
tently unconstitutional
tweets” as reason for not con-
vening the Budget session on
March 3. The Punjab govern-
ment moved the Supreme
Court for necessary direc-
tions to the governor who
wanted to seek legal advice
on Mann’s tweets.
Moving a petition under
Article 32 the state govern-
ment appealed to the court to
issue a declaration that the
governor was bound to act on
the aid and advice of the
council of ministers. This is
not something the Supreme
Court should be telling a gov-
ernor as the Constitution is
clear on his role. That is what
the Supreme Court bench
headed by CJI DY Chandra-
chud said, “However inap-
propriate the tweet of the CM
may be, the Assembly session
cannot be delayed.” The gov-
ernor was bound by aid and
advice of the government. At
the same time the court also
pointed to the need for more
civil discourse between con-
stitutional functionaries.

by Mamata Banerjee, had
stormed to power for
the third consecutive
time riding on the “Bengali
Pride” poll plank and
bagged 213 seats. TMC had
propagated the ‘Bengali
pride’ by coining the poll
slogan, “Bangla Nijer
Meyekei Chai” (Bengal
wants its own daughter),
and had created a poll
narrative to counter and
trounce BJP’s identity
politics in the 2021
Assembly polls

TMC’S POLL PROSPECTS IN NE
P
olitical observers see the
Meghalaya elections as
the TMC’s best chance for ex-
panding in the Northeast, a region
it has been eyeing since its incep-
tion in 1998. The party, however,
failed to build on some successes
it had in the beginning.
In 2004, the party, however, got a
breakthrough in Meghalaya when
former Lok Sabha speaker PA
Sangma, who had left the Nation-
alist Congress Party (NCP), won
from Tura Lok Sabha constitu-
ency. This success, was however,
short-lived, as Sangma returned to
the NCP the very next year. It may
be recalled that in 2012, the TMC
emerged as the main opposition
in Manipur, winning seven seats,
with a 17 per cent vote share.
However, all this had turned sour
when all the MLAs subsequently
left the party to join either the
Congress or the BJP.
The party’s Tripura unit opened
in 1999, a year after the party
was initiated in West Bengal, with
former Tripura chief minister,
Sudhir Ranjan Majumdar, heading
the state unit. Though Majumdar
did not win the Lok Sabha in 1999
from Tripura West sear, he over-
took the Congress in terms of the
votes polled. But TMC’s Mission
Tripura, the only Bengali-majority
state in the region, came to a jolt-
ing halt in 2002 when Majumdar
returned to the Congress.
However, its fortunes in Tripura
remain dismal despite its attempts
to revive its campaign in 2016 and
2021. The Left–Congress alliance
and the rise of the TIPRA Motha
in tribal-dominated areas have ef-
fectively turned the election into a
triangular contest between the BJP,
the Left-Congress and the TIPRA
Motha. Despite Mamata Banerjee
and other party leaders having
entered the campaign, the TMC has
not quite made it in big terms.
Meanwhile, political analysts
feel the Left–Congress combine
would be the automatic choice for
anti-BJP voters in areas where the
Motha doesn’t have an impact.
The TMC also could not do much
to build on the local leadership.
All eyes are now on March 2 when
the results will be out and the real
picture will be revealed.

Kochi: The Kerala High
Court on Tuesday denied
anticipatory bail to a man
accused of manhandling a
doctor for allegedly misbe-
having with his wife while
examining her at a hospital.
It would be difficult for a
doctor to pursue his profes-
sion if a patient is aggrieved
by the doctor touching
him or her during clinical
examination, it observed.
At the same time, genuine
cases of misbehaviour by

has been unanimously confirmed as
an associate justice of a district court

Mesiwala’s appointment as an associate

was confirmed on February 14 by the Chief Justice of the

New Delhi: The Delhi High Court on Tuesday sought the Cen-
tre’s stand on the alleged “blacklisting” of an American jour-
nalist who was earlier denied entry into the country in spite of
being an OCI card holder. Counsel for journalist Angad Singh
told the court that they got to know about the “blacklisting”
only after the Centre filed its response to his plea challeng-
ing the entry refusal. The court allowed the petitioner, who
produces documentaries for Vice News with a focus on Asia,
to also assail his “blacklisting” in ongoing proceedings.

Cooperative society fraud cases to
be heard in 313 courts in the State

now be heard in 313
courts in the state, up
from the earlier 33, a
senior official said
here on Tuesday

All 280 additional
district and sessions
courts of the state have
been authorised to
hear and dispose cases
related to fraud in
credit co-operative so-
cieties to ensure swift
justice, Principal Sec-
retary, Cooperative de-
partment, Sreya Guha
said in a statement.
During the meeting,
Sreya Guha directed
officials that com-
plaints received on Raj
Sahkar portal will be
disposed of expedi-
tiously

She said that notices
have been issued to
about 20,000 victims
for document verifica-
tion. “So far more than
10,000 court com-
plaints have been filed
by the sub-registrar of-
fices. Due to the elec-
tion process in various
co-operative societies
for the last two years,
there has been delay in
filing of petitions,”

schemes of about 4,300
flats and independent
houses today. The
schemes will be
launched by UDH Min-
ister Shanti Dhariwal.
According to the inten-
tion of the Chief Minis-
ter and UDH Minister
Shanti Dhariwal, the
Housing Board has de-
cided to launch housing
schemes in small towns
and cities of districts of
the state. A total of 1332
flats and independent
houses will be launched
in sectors 22, 23 and 26
of Pratap Nagar area in
Jaipur.

cently reviewed final
preps by meeting with

informed that “All the
preparations related to

ducted by the Comptrol-
ler and Auditor General
(CAG) on illegal mining
in the State has found
that there is a need for
reforms to strengthen
the government ma-
chinery to prevent ille-
gal mining activities.
Rajasthan has the larg-
est number of mining
leases in the country
.
The report for year
ended March 31, 2020,
which was tabled in As-
sembly on Monday,
shows that department
didn’t use freely availa-
ble new technologies
such as remote sensing
data to identify  stop
illegal mining activi-
ties. Results showed
that illegal mining was
taking place near 34%
mining leases. Dept in-
spected 14 mining leas-
es pointed out by audit
 found illegal mining
of 13.37L metric tonnes
of minerals costing Rs
1 billion 11 cr. Dept also
failed to properly use
application ‘DMGOMS’
meant for monitoring
mining activities.

cased glimpses of
garments created
by the three design-
ers including Itisha
Jain from Label Wow
Fashion, Krishna Singh
from Label Kadam and
Deepak Sankit from
Craft Council of Weap-
ons and Artisans.
Music composer and
director Manmeet Sin-
gh graced the occasion
as the chief guest and
praised the local talent
that emerged from
Jaipur’s Elite Miss Ra-
jasthan and Jaipur Cou-
ture Show. The show’s
founder Gaurav Gaur,
directors Ajit Soni and
Ronnie Singh along
with director Ravindra
Pratap Singh of Ananta
Jaipur were present.
Showcasing a
glimpse of her col-
lection, among the
designers, Itisha
Jain said that fabrics
like flat chiffon, satin
base and organza would
showcase gowns and
jackets. Inspired by In-
do-western design,
these cocktail gowns
will be perfect for party-
wear and daily wear. On
the other hand,
Deepak Sankit
shared that the
t r a d i t i o n a l
wear of Ra-
jasthan will
b e a u t i f u l l y
showcase the
Nutri on the
ramp. The in-
spired de-
signs and
c o l o u r s
have been
given a
real shape
by Maha-
raj Devraj Sin-
gh. In which
silver gotta-
patti and aari-
tari work has
been prepared
by the artisans
of Jodhpur.
Along with
this, designer
Krishna Singh
will showcase
sarees made of
M a h e s h w a r i
and Chanderi
silk under the
theme ‘Shring-

UPROAR IN ASSEMBLY OVER FAKE POLICE CASES Dhariwal faces ire of minister Gudha, Oppn Yogesh Sharma and Naresh Sharma Jaipur: Parliamentary affairs Minister Shanti Dhariwal and the mem- bers of the Opposition locked horns on Tues- day over fake police cases during reply over the grant demands of the police. When Dhari- wal counted the figures of action taken against those who filed false cases, he said that in the BJP rule, the action un- der section 182 was not even known. Meanwhile, Minister of State for Military Welfare, Rajendra Gud- ha said, “Even I have been falsely accused and a false case filed against me.” At this Deputy Lead- er of the Opposition Ra- jendra Rathore and the Opposition MLAs stood up saying that when a minister is talking about false case against himself, what would be the condition of com- mon people. BJP MLAs raised slogans and the ruckus subsided after the intervention of Speaker Dr CP Joshi. As ruckus subsided, Gudha again stood up to speak in the midst of Dhariwal’s reply, but the Speaker did not ap- prove. Replying to a ques- tion raised by BJP legis- lator Satish Poonia dur- ing the Question Hour in Rajasthan Assembly on Tuesday, the state government said there are 18,40,044 registered unemployed candi- dates, including 11,22,090 men, 7,17,555 women and 399 others as on February 21, 2023. Chandna said 6,22,043 candidates have benefit- ed till February 21, 2023 underthescheme,outof which unemployment allowance is being given to 1,90,873 eligible candi- dates, including 1,07,431 men and 83,442 women. Ashvini Yadav Alwar: A tanker filled with adulterated milk was caught in Alwar Saras dairy on Tuesday . The dairy officials took samples of the milk which were found adulterated. Later, nearly 6,400 litres of milk was thrown into a nullah. Dairy Chairman Vishram Gurjar in- formed that they will not allow adulteration of the Saras milk at any cost. First India Bureau Udaipur: A container driver was burnt alive after the container col- lided with a trailer on Gogunda-Pindwada highway in Udaipur district on Tuesday . The incident oc- curred near Malwa cho- ra pulia when the con- tainer rammed into the trailer and caught fire. The container driver got stuck in the cabin and burnt alive. Fire tenders were rushed to the spot on information of the ac- cident. The flames were doused later. Locals claimed that there were two persons in the con- tainer. However, police have not given any con- firmation yet. About 70,000 lawyers of the state are on work boycott, lakhs of parties are getting upset. He assured that as soon as the Bill comes, the outstanding amount of uniform cloth and stitching will be paid. During the Question Hour, Dr Kalla said that the cost of the uniforms distrib- uted is Rs 363.38 crore, out of which Rs 66 crore has been paid. Forest Minister Sukhram Bishnoi was seen stuck in the last question of the business list during Question Hour on Tuesday. The last question during the Question Hour was raised by BJP MLA Govind Prasad on the issue of labour migration in Manohar Thana constituency. In response to the question, Sukhram said that the informa- tion regarding the migration of people for wages from Manohar Thana assembly constituency has not been received in the Labour Department. Forest Minister Hemaram Choudhary assured in the Vidhan Sabha on Tuesday that a separate cadre for the scheduled area will be constituted in the next two months. He said that after the formation of the cadre, all the problems related to appointments and promo- tions in the Scheduled Areas would be resolved. BJP state president Sukanta Ma- jumdar launched the “Gram Samparkha Abhiyan” in the Purba Medinipur district and without wasting time, the rul- ing Trinamool Congress claimed that the saffron camp has copied its programme. “In West Bengal, under the corrupt TMC rule, the poor people do not have access to basic services like sanitisa- tion and housing facilities. The Gram Sampark Abhiyan is to assure people and listen to their problems and ensure they get the benefits of the central schemes,” Majumdar said while launching the pro- gramme. The mass outreach pro- gramme,whichwaslaunched with an eye on the panchayat polls likely to be held in April- May this year, will cover around more than 2,000 vil- lages and 100 rural assembly constituencies of the state. The contention of the gov- ernment was that the gover- nor was not heeding its ad- vice on summoning the ses- sion. The governor pointed to the chief minister’s “ex- tremely derogatory and pa- tently unconstitutional tweets” as reason for not con- vening the Budget session on March 3. The Punjab govern- ment moved the Supreme Court for necessary direc- tions to the governor who wanted to seek legal advice on Mann’s tweets. Moving a petition under Article 32 the state govern- ment appealed to the court to issue a declaration that the governor was bound to act on the aid and advice of the council of ministers. This is not something the Supreme Court should be telling a gov- ernor as the Constitution is clear on his role. That is what the Supreme Court bench headed by CJI DY Chandra- chud said, “However inap- propriate the tweet of the CM may be, the Assembly session cannot be delayed.” The gov- ernor was bound by aid and advice of the government. At the same time the court also pointed to the need for more civil discourse between con- stitutional functionaries. TMC had propagated the ‘Bengali pride’ by coining the poll slogan, “Bangla Nijer Meyekei Chai” (Bengal wants its own daughter), and had created a poll narrative to counter and trounce BJP’s identity politics in the 2021 Assembly polls ROBIN ROY The writer is Senior Journalist and former Managing Editor, First India TMC’S POLL PROSPECTS IN NE P olitical observers see the Meghalaya elections as the TMC’s best chance for ex- panding in the Northeast, a region it has been eyeing since its incep- tion in 1998. The party, however, failed to build on some successes it had in the beginning. In 2004, the party, however, got a breakthrough in Meghalaya when former Lok Sabha speaker PA Sangma, who had left the Nation- alist Congress Party (NCP), won from Tura Lok Sabha constitu- ency. This success, was however, short-lived, as Sangma returned to the NCP the very next year. It may be recalled that in 2012, the TMC emerged as the main opposition in Manipur, winning seven seats, with a 17 per cent vote share. However, all this had turned sour when all the MLAs subsequently left the party to join either the Congress or the BJP. The party’s Tripura unit opened in 1999, a year after the party was initiated in West Bengal, with former Tripura chief minister, Sudhir Ranjan Majumdar, heading the state unit. Though Majumdar did not win the Lok Sabha in 1999 from Tripura West sear, he over- took the Congress in terms of the votes polled. But TMC’s Mission Tripura, the only Bengali-majority state in the region, came to a jolt- ing halt in 2002 when Majumdar returned to the Congress. However, its fortunes in Tripura remain dismal despite its attempts to revive its campaign in 2016 and 2021. The Left–Congress alliance and the rise of the TIPRA Motha in tribal-dominated areas have ef- fectively turned the election into a triangular contest between the BJP, the Left-Congress and the TIPRA Motha. Despite Mamata Banerjee and other party leaders having entered the campaign, the TMC has not quite made it in big terms. Meanwhile, political analysts feel the Left–Congress combine would be the automatic choice for anti-BJP voters in areas where the Motha doesn’t have an impact. The TMC also could not do much to build on the local leadership. All eyes are now on March 2 when the results will be out and the real picture will be revealed.

First India Bureau Jaipur: An audit con- ducted by the Comptrol- ler and Auditor General (CAG) on illegal mining in the State has found that there is a need for reforms to strengthen the government ma- chinery to prevent ille- gal mining activities. Rajasthan has the larg- est number of mining leases in the country . The report for year ended March 31, 2020, which was tabled in As- sembly on Monday, shows that department didn’t use freely availa- ble new technologies such as remote sensing data to identify stop illegal mining activi- ties. Results showed that illegal mining was taking place near 34% mining leases. Dept in- spected 14 mining leas- es pointed out by audit found illegal mining of 13.37L metric tonnes of minerals costing Rs 1 billion 11 cr. Dept also failed to properly use application ‘DMGOMS’ meant for monitoring mining activities.
