Next time you need to call an ambulance to get someone immediate
medical aid, don't be surprised if a motorcycle or an auto show up at the
door. Two-wheeler ambulances to ferry immediate aid to patient, emergency
exit windows for patients, no more retro-fitted equipment-all these, and more,
are part of the final draft of the new ambulance code. Road ministry, in order
to ensure that a patient's ride to the hospital is in an ambulance which befits
her condition, is soon going to make the new ambulance code mandatory.

Initially modelled on the rules followed by the European countries, the final
draft has been tweaked to suit Indian conditions.
The first responder ambulance which could be a two or a three-wheeler is a
unique Indian concept keeping in mind the needs of villages and far-flung
areas. Vehicles can register as ambulance under this category to rush the
“care provider“ to the patient.

Road transport minister Nitin Gadkari is reviewing a final draft, which has been
prepared after consultation with the health ministry, equipment manufacturers and
the Automotive Research Association of India.“The new norms will be made
mandatory by a gazette once it has been approved by the government. It will
bring in regulation for ambulances for the first time ever in the country,“ a senior
government official said. Companies depending upon the size and facilities
available for different levels of criticalities in their ambulances can get their vehicles
registered under four categories.For instance, Maruti Eco in its current form will be
eligible for Type B category which is simply a patient transport vehicle, a level
above the first responder. Such an ambulance would not be considered capable
of providing any care to the patient inside the vehicle. But a Force Motors
ambulance can get reg istered in advanced categories of Type C and D after
meeting the criteria such as ba sic life support system, size of the cot or stretcher
and other advanced medical equipment.

The cost of manufacturing is likely to go up by around 5% for companies to get
their ambulance in ship-shape as specified by the code. “Our code looks at
the cost of ownership and tries to economies the same. We are looking at an
evolution, not a revolution,“ said Angel Rajan Singh, Assistant Professor Hospital
Administration, AIIMS. Singh has been working with the road ministry in drafting
the ambulance code. Original equipment manufacturers, for instance, will
have to ensure that all equipment such as the patient monitor is secured by a
certain specified strength and not left hanging on a few nuts and bolts as is
often the case now. Ambulances under the present Motor Vehicles Act are
categorized as goods vehicles.

The current code provides for the safety of driver and co-driver but doesn't
mention anything about securing the patient's com partment in the rear.
Ambulances under the proposed code will have to comply with the size of exit
windows which can get re duced to provide branding space to the hos, pital
or the manufacturer. “Gradually peo ple too will be made aware of the kind
of ambulance they are and should be getting to make hospitals and
manufacturers more compliant,“ Singh added.
