Film Classifications
Who does it? 
 British Board of Film 
Classification 
(BBFC) 
 A non-governmental 
organisation, funded 
by the film industry
What do they do? 
 The BBFC is responsible for giving 
films DVDs and some video games 
classifications 
 It is a statutory requirement to 
classify videos, under the Video 
Recordings Act 2010 
 The primary aims is to protect 
children and other vulnerable groups 
from harm through being exposed to 
unsuitable material
Banning Films 
 If a film is considered unsuitable even for 
adults to watch it will be refused a certificate 
without a certificate a film can’t be shown 
 It will not classify material that is in breach of 
the Obscene Publications Acts 1959 & 1964 
 Films can appeal & cuts can be suggested to 
make it suitable for a certificate 
 If the main concept is unacceptable or cuts 
would be too extensive the work may be 
refused a classification at any category.
Videos Nasties & the DPP 39s 
 "Video nasty" was a term 
started in 1982 in the UK 
 It applied to a number of films 
distributed on video cassette 
that were criticized for their 
violent content by the press, 
Mary Whitehouse 
(conservative campaigner), 
and various religious 
organizations.
'Video Recordings Act of 1984' 
(VRA) 
The Director of Public Prosecutions 
(DPP) drew up a list of videos that were 
liable for prosecution as they believed 
they would "deprave or corrupt" the 
viewer. Known as the DPP 39 
At some point there was 72 on the list 
but 39 received prosecutions 
This led to the 'Video Recordings Act of 
1984

 In June 2011, the (BBFC) refused to classify 
The Human Centipede 2 (Full Sequence) for 
release, meaning that the film could not be 
supplied in any format in the UK 
 The BBFC stated that they would not 
reclassify the film in future, as "no amount of 
cuts would allow them to give it a certificate"
But then… 
In October 2011, the BBFC granted the 
film an 18 certificate after 32 compulsory 
cuts totalling 2 minutes and 37 seconds 
were made. 
Did it just give the film more publicity?

even violence behaviour.
