An interim assessment of one decade of digital audiovisual archiving.

In the second half of the 2000s, MAM systems found their way to ever more broadcasters and other organizations managing huge quantities of audio, video and film. About ten years later we see the second generation of MAM systems at the verge, so it’s time to take some distance, look to where we’ve come from and where we’re heading for.
To do so, the FIAT/IFTA Media Management Commission chose MAMs as a main theme of its biannual Seminar ‘Changing sceneries, changing roles’ and it also decided to send out a survey focusing especially on MAM systems and file based workflows. The survey was sent out to the full FIAT/IFTA membership and to some non-member audiovisual archives known to the authors, mainly in the German speaking region in Western Europe. Respondents were asked to answer a maximum of 33 questions, depending on the stage they were in. These are some highlights of the results analysis

To monitor this transformation FIAT/IFTA yearly asks its members 5 short multiple choice questions: about preservation formats and content management systems in use at your archive, access to your archive, the way metadata are created and your connection to the public.
The FIAT/IFTA Media Management Commission uses the data from this survey to keep track of the challenges the FIAT/IFTA members are confronted with. This way we can provide our members directly with relevant information on the FIAT/IFTA-website and interesting lectures during FIAT/IFTA conferences and seminars.
At the FIAT/IFTA World Conference 2016 in Warsaw (12th – 15th October), the anonymized results of this survey were presented. These results also enable audiovisual archives worldwide you to answer the question: “where is our archive on the timeline?”

This presentation covers the TelaSocial project, how it got started within the ICMC-USP community, part of University of Sao Paulo. It covers the open-based goals of the project and specific scenarios related to the pilot program at the ICMC, the Institute of Mathematics and Computer Science in Sao Carlos, Brazil. While the presentation covers the pilot case the messages within this documentation does not represent messages from ICMC. TelaSocial is a social-aware Web-based solution for kiosks. It uses an open model and aims for display-based system that does not get data from traditional broadcast. Instead, it uses the Web and promotes participation for public spaces. The project started in Brazil and we are looking for partners to move on in the direction of open education and to help communities with a participatory solution.

The collaboration involved inventorying film collections at various organizations, depositing the films at Cinematek's climate-controlled vaults, registering and describing the films, performing preventive conservation, and digitizing priority films. As a result, over 15,000 films have been registered, stored safely, and 3,100 have been digitized, helping to preserve and provide access to important parts of Flanders' non-fiction film heritage.

This document discusses the curation of the White Fathers Film Collection from 1948-1975 by KADOC Documentation Centre and VIAA Flemish Institute for Archiving. The collection consists of approximately 750 film objects from 83 titles produced by Belgian missionaries in Congo, Rwanda, and Burundi. Only 202 objects are being digitized based on technical and content criteria. The goals of research on the collection include situating the films within colonial film genres, differentiating individual films, and analyzing missionary representations of the regions beyond traditional film histories. Issues around digitization include balancing open access with community consultation and avoiding reproducing colonial dynamics in presenting shared cultural heritage.
The Flemish Institute for Archiving (VIAA) was created in 2012 to address challenges in preserving audiovisual heritage in Flanders. It coordinates the digitization of audio collections from over 150 content partners, including libraries, archives, museums, and broadcasters. The VIAA handles digitization, digital preservation, and providing access to digitized content. It has digitized over 300,000 audio carriers using outsourced partners, including 1/4" reel tapes, cassettes, CDs, and other rare formats. The goal is the long-term preservation of Flanders' audio heritage and improved access for target audiences.

Who keeps the Memory? Shifting responsibilities in the management of broadcas...Brecht Declercq
As in many countries, the audiovisual heritage of Flanders is spread over many actors of very different kinds: libraries, archives, museums, universities, government bodies, arts institutions, private persons, ... but for the vast majority also at broadcasters: regional, commercial and public. Also the challenges will be recognizable to many: carrier degradation, playback technology obsolescence, digital preservation and a sharply increased demand for access by audiences such as education, scientific research, professional media producers and the general public. In 2012 the Flemish government therefore decided to found a new institution: VIAA, the Flemish Institute for Archiving. VIAA does not act as a centralizing body, but as a service provider for already 150 Flemish organisations who manage a significant audiovisual archive. VIAA’s offers its partners free digitisation of their audiovisual material and sustainable digital storage at a very small fee per terabyte. In exchange, VIAA can offer the material on its own, dedicated platforms, e.g. for teachers to use audiovisual materials in the classroom.
This presentation will provide more detail about the VIAA-model, but it will also compare this model with other situations and approaches in several European countries. This way we hope to offer a few high level templates of what a national audiovisual heritage landscape can look like and which place broadcasters archives can take in those.

The Flemish Institute for Archiving (VIAA) coordinates the digitization of audiovisual heritage in Flanders, Belgium, serving a population of around 6 million people. The VIAA uses a collaborative approach, working with over 95 content partners like libraries, archives, and broadcasters. It carries out digitization projects through public procurement, selecting service providers via tenders. Current projects involve scanning over 357,000 audiovisual carriers and 270,000 pages from 18 carrier types. Logistics of working with many partners is challenging but large-scale collaboration allows cost-effective digitization and long-term preservation of Flanders' audiovisual heritage.

Now these data allow us to calculate how long a first MAM was actually in use.
Of systems implemented before 2007, the average time of use was 8,4 years.
Of all systems that came in use after 2007 it was only 5,3 years.
Can we conclude that the evolution of MAMs is speeding up?
This is what we keep in our MAMs:
TV and moving image of course, but also audio (radio, music, ...) and pictures.
Other objects such as QC reports, subtitles, documents (associated with the media content), ...
are clearly less popular for the moment.
Nevertheless we expect this feature to become more popular in the future.
Most popular items managed by a MAM are news, sports, factual programs, entertainment and documentaries.
Somewhat less popular to keep in a MAM is publicity, cartoons and feature films.
Maybe because this is content that is in a broadcaster’s environment often delivered by third parties?
Now of course we keep media essence and metadata in our MAMs,
But more than 60% of respondents some way or another also track of analog content via their MAM.
In more than 2/3 of the cases the MAM is connected to a media production environment.
This is of course the case at broadcaster’s archives.
In 20% of the cases, so also at national audiovisual archives there’s a plan to make the connection.
This might as well be the next big challenge for many archives.
Considering the huge importance of rights and rights information,
One out of four archives has a plan to include this information
either in their current or their future MAM.
MAM’s are like this famous hamburger restaurants. They are everywhere these days.
Their implementation comes in waves, which we could relate to MAM generations.
- We’ve seen a “pre-generation” in the late nineties,
A real first wave of implementations of first generation systems during the mid-2000’s.
Second wave, or second generation of systems is going on more or less since 2013.
It’s not exagerated to talk about a third generation.
But: does it still makes sense to speak about ‘generations’ ??
Implementations take four to five years at least, going from gathering user scenario’s, writing requirements, tendering, acquiring, customizing, migrating older databases, testing, training staff, etc.

This survey shows that a MAM’s lifetime dropped from an average 8.4 years before 2007, to 5.3 years after.

But what should such a MAM system look like then? What are the strengths, and where’s the most room for improvement, either during the implementation process, or in the features of the MAM itself? From the free text answers of this survey comes up an answer to these questions.
Now that access has hugely increased, the real technical challenges are one step further now.
For example in the domain of integration with adjacent systems or adapting to new file formats
This challenge could be summarized as the challenge of asynchronous or unparalleled lifecycles: the lifecycle of the MAM is not equal to that of the softwares connected to it, nor with the evolutions in audio and video file formats and codecs. Nevertheless, the requirements that go with it have to be reconciled in order to make a well-functioning system.
More in general, the results of this survey sound as a hint to the industry: make sure to listen to your customers. Isn’t it strange that communication and project management are so often referred to as obstacles? Isn’t it strange that some challenges remain for so many years, although they seem quite easy to solve?
some archives might be tempted to think about themselves as a real exceptional case, with a need for a very specific solution.
But we shouldn’t be afraid to take our own situation down to its very essence, to question old habits and to go with the flow of new technologies. After all it is quite logic that the industry comes up the first with solutions asked for by a large part of their customers. As FIAT/IFTA Media Management Commission from our side we’ll continue to raise this awareness and to search for common solutions.
