It summarizes the ICT infrastructure, policy landscape, key OER initiatives, and state of research for each region. It examines variables like a country's gross enrollment ratio in tertiary education and digital opportunity index to group countries into four categories with different OER policy needs and components. Case studies of India, the Netherlands, and South Korea are also presented to validate the framework.
Open licensing of instructional materials such as textbooks, videos, and other related resources makes possible free sharing and remixing which reduces cost barriers for students. Creative Commons provides the legal infrastructure for easily sharing creative works including instructional materials but how do the different creative commons licenses indicate a resource can be re-used. The cost of textbooks has been identified as a major barrier for students completing their education. Colleges seeking to increase student retention and success are promoting the use of open educational resources and open textbooks to reduce costs and improve pedagogy. A key strategy for college adoption campaigns has been participating in communities of practice. Members of the Community College Consortium for OER (CCCOER) will share their best practices and other tactics for nurturing a national community of practice focused on open education.
Etienne Wenger defines communities of practice as “groups of people who share a concern or a passion for something they do and learn how to do it better as they interact regularly.” With over 250 member colleges in 19 states and provinces, CCCOER encourages collaboration between members and invites OER project presentations at monthly online meetings. Experienced members advise those who are just getting started on OER and best practices are freely shared. Access to a community of college OER experts through our advisory listserve allows new members to quickly find and adopt the highest quality OER available. Meetups at regional and national conferences provide an opportunity to share and promote the OER adoption successes of our members with colleagues in higher education.

Searching on your own is time consuming and the choices can be overwhelming. We will hear from a college librarian who helps faculty find and adopt high quality OER to match their course outcomes and the creators of the award winning OER Commons, a freely accessible online library that allows teachers and others to search and discover open educational resources (OER) and other freely available instructional materials.
