Small and medium enterprises (SMEs) account for around 90 percent of businesses in the APEC
region and employ as much as 60 percent of the work force. The innovation by
entrepreneurs is extremely important to drive the growth of new industries and to break
through the crisis when the global economy is currently facing great uncertainties. It has long
been a key APEC agenda to promote entrepreneurships, remove trade barriers and enhance
SMEs global competitiveness to achieve sustainable growth.
Built on the efforts to assist start-ups and entrepreneurs in the APEC region, the APEC Start-up
Accelerator Initiative (ASA) has been raised by the SMEWG since 2012 and is designed to
provide entrepreneurs and start-ups with better access to mentorships and funding through
events and communities. By hosting the ASA Leadership Summit 2013, we genuinely seek to
connect entrepreneurs with the innovation needs of the enterprises, build international
business relationships, and facilitate fundraising activities. The corresponding event, the Intel
APEC Challenge, sponsored by APEC and Intel Cooperation certainly brings a sense of excitement

About APEC Start-Up Accelerator Leadership Summit
In alignment with APEC 2013 theme “Resilient Asia-Pacific: Engine of Global Growth” to
achieve sustainable growth with equity by encouraging member economies to pay attention
to next generation trade and investment issues, promoting SMEs development, and improving
access to global markets, the APEC Startup Accelerator Initiative serves as a platform for
member economies to assist startups and young entrepreneurs in building their capacities
through networking, mentoring, and funding. The ASA Leadership Summit will allow SMEs and
startups to identify possible opportunities and to raise capital while enhancing their capacities
through networking with high profile, accomplished CEOs.
The leadership summit takes form in a symposium style, which includes plenary sessions and
numerous panel discussion sessions. The esteemed speakers, startup founders, business
executives and policymakers from APEC economies will discuss how industries in transition can
grow and prosper from a broad perspective, including policy, finance, law, innovation and
business strategy.
The ASA Leadership Summit will benefit entrepreneurs, start-ups, the private sector and
government, while enhancing the potential for regional commerce and economic growth.
• For entrepreneurs and start-ups, it would mean better accessibility to established mentors
and regional funding to help them launch successful start-ups.
• For the private sector, APEC corporations and businesses would get a chance to acquire and

Intel APEC Challenge provides a platform for startups at various stages to showcase their
business strategies and products in front of an international panel of expert, judges and
investors. The Challenge aims to connect entrepreneurs with the innovation needs of these
enterprises, build international business relationships, and facilitate fundraising activities
between investors and startups across Asia- Pacific region.
Event Objectives
• Networking: To hold a leadership summit in building up collaborative networks for startups,
assisting them to identify global business opportunities, connecting high-profile
entrepreneurs and successful start-ups, and establish a startup platform that facilitates
related projects to sustain growth of startups through rotating the project event annually
among member economies.
• Mentoring: To organize a demo day (Intel APEC Challenge) providing mentoring and pitch
sessions for start-ups. It aims to connect entrepreneurs and startups with mentors and give
better access to management and business startup information and guidance to
commercialize new products, systems, services and internationalization.
• Funding: To strengthen startups’ access to financing by connecting venture capital / angel
networks through events, communities and exchange programs, and facilitate closer proxim
ity between suppliers of funds and those who need financing during the event of Intel
APEC Challenge.
Startup Categories
• Early-Stage (Capital raised <US$250,000)
Provide young startups the chance to showcase their products and services in front of
experienced executives, investors, and innovators.
• Growth-Stage (Capital raised >US$250,000)
Provide well-established startups with existing customers to the opportunity expand into
new markets by pitching their innovativeness and business model in front of well-known
entrepreneurs, VCs and corporate development executives from multinational enterprises.

• 6 minutes pitch in front of judges, top VCs, and angels.
• 4 minutes Q&A and feedback from judges, top VCs, angels, and entrepreneurs.
About Intel APEC Challenge
Mentoring Sessions:
A mentor session will be provided to startups prior to the Intel APEC Challenge, where
successful entrepreneurs, mentors, and experts are invited to assess the current business
models of the startups, and provide comments in accord with startups business model. In
addition, an ethics compliance expert will be invited to highlight the importance of ethics
compliance to the success of young companies and SMEs wanting to export abroad.
Judging Criteria:
1. Attractiveness of the business and progress to date
How the business creates, delivers, and captures value. Is the business model scalable?
Does the product/service have a prototype ready?
2. Is the value proposition (solution for a pain point that a customer would pay for) well defined?
Clearly define value proposition for one or more customer segments with a pain point. Is
the value proposition unique and differentiated?
3. Market opportunity and competitive positioning.
Is this a disruptive idea/innovation that can create a large market or is it merely an
incremental innovation in a crowded market space?
4. Team mix, qualification, and experience.
Is there domain expertise on the team? Does the team and their advisors have prior startup
(success or failures) experience? Is the team balanced with entrepreneurial, product,
marketing, and business backgrounds?
5. Would you fund this business or the team?
Is the team agile and flexible to run rapid experiments to validate their hypothesis? Or are
they only focused on executing their business plan?

The Intel Global Challenge (formerly the Intel® + UC Berkeley Technology Entrepreneurship
Challenge) is a joint project of Intel Corporation and the Lester Center for Entrepreneurship at
UC Berkeley that brings together entrepreneurial teams from world class engineering and
business schools. Through education, collaboration, and competition in an international
championship event, it provides a forum where teams can present business and technology
commercialization plans that will progress their ideas.
In emerging markets, innovation and entrepreneurship are particularly important. The Intel
Global Challenge showcases the global business opportunities that have the greatest potential
for a positive impact on society through the deployment of new and truly innovative
technologies. Through this exciting event, Intel and UC Berkeley are working to ensure that

Anjan Ghosh heads Corporate Affairs at Intel, for the Asia
Pacific region. He oversees Intel’s strategic relationships with
key external stakeholder groups, in Government, Academia
and Community and manages the company’s Public Policy and
Corporate reputation programs, with a team spread across 13
countries. Intel’s initiatives in Education, Environment and
Citizenship are key pillars of its Corporate reputation.
His areas of interest include Corporate Social responsibility,
Education, Public policy on ICT for development and Digital
inclusion.
He has held various positions in Governing councils of Industry
associations, Chambers of commerce and University advisory
boards. At present he is on the Governing Body of the US-
ASEAN Business council and also Chairs the ICT working
group.
He received the Intel Achievement Award, the highest recog-
nition at Intel.
Anjan holds a doctorate in Statistics and is based in Singapore
with his wife and daughter.

Alex Chen co-founded EZTABLE in 2008, a 24/7 online table
reservation service for fine restaurants and diners in Taiwan
and China. EZTABLE became the first Chinese/Taiwanese
startup to raise fund from Rose Park Advisors, founded by
Harvard Business School's Clayton Christensen. Mr. Chen
graduated from UCLA and was an ex-quantitative analyst at
Deutsche Bank.

started Shanghaivest in 2008 focusing on fundraising and strategic
consulting services to early-stage technology startups in China. Since

Mr. David Chen is a seasoned business leader and entrepreneur with
over 20 years of global experience focusing on operations,
investments, and business development in China and the United
States. He is a hands-on execution professional and has helped

venture capital and private equity community.
Mr. Chen co-founded AngelVest (angelvestgroup.com), an investment
interest group helping individual angel investors identify and invest in
early stage companies in China. AngelVest has grown to be one of

As the Executive Director of ITRI South Campus, Dr. Hsu leads
a team in the southern region to do research and technology
development projects as well as industry services. In the past,
he was the General Director of Commercialization and Industry
Service (CIS) Center. Before that, he was the Deputy General
Director at the Electronics and Optoelectronics Research (EOL)
Laboratory. In 2003, he was recommended by ITRI to serve at
Ministry of Economic Affairs as the Science and Technology
Advisor. During this tenure, he oversaw several national
science and technology research projects, such as: The National
Telecommunication Project, The National SOC Project and The
National Digital Content Project. Prior to that, Dr. Hsu was
involved both R&D and managerial works in various private

Jonathan Ortmans has dedicated his professional career to stimulating
informed dialogue and deliberation around the issues that matter most–at
local, national and global levels.
Most recently, he has focused on developing a global engagement project
called Global Entrepreneurship Week on behalf of the Ewing Marion
Kauffman Foundation, where he has worked to align 120 countries to
inspire, connect, mentor and engage the next generation of entrepreneurs.
In doing so, he has helped assemble an informal coalition of more than
25,000 organizations dedicated to stimulating entrepreneurial activity. The
November 2010 campaign engaged over 10 million people in 40,000
concurrent activities.
Ortmans brings a wealth of experience to the field, serving as a senior
fellow at the Kauffman Foundation where he advises the Foundation on its
global footprint and its interface with policymakers through the Policy
Dialogue on Entrepreneurship, a public policy initiative to focus attention on
the importance of entrepreneurship to the economy and society. Based in
Washington, DC, Ortmans also serves as an interface between new

Juan Francisco Raffo is the honorary chairman of the Raffo Group, one

Lorraine Hariton was sworn in as the State Department’s Special
Representative for Commercial and Business Affairs on September
14, 2009. Her experience in innovation and entrepreneurship
provides a unique perspective in addressing our global economic
growth challenges. She is responsible for State Department outreach
to the business community and commercial advocacy efforts. She
works with the business community worldwide to ensure that
commercial diplomacy efforts support U.S. foreign policy objectives.
During her tenure, CBA has expanded cooperation and coordination
with other trade promotion agencies and U.S. diplomatic posts
overseas to support U.S. exporters and business interests in support
of the President's National Export Initiative.
In her first year with CBA, Hariton oversaw the launch of the Global
Entrepreneurship Program (GEP), a U.S. State Department-led effort
to promote and spur entrepreneurship around the world. She has
been instrumental in successful undertakings as the Palestinian
Information Technology Initiative (PITI) and she chairs the U.S.

August 1978 in Taiwan. Raised in Taiwan, Chen and his family
immigrated to the United States when he was 15.
After graduating from the University of Illinois at Urbana-
Champaign, Chen worked at PayPal, where he met Chad
Hurley and Jawed Karim. In 2005, the three founded YouTube,
a website designed to simplify video sharing online.
YouTube quickly became one of the web's fastest-growing
sites, and was ranked as the 10th most popular website just
a year after its launch. There are reportedly 100 million clips
viewed daily on YouTube, with an additional 65,000 new
videos uploaded every 24 hours.
Chen currently serves as Chief Technology Officer and was
named one of the "The 50 people who matter now" by
Business 2.0 magazine in 2006. That year, he and Hurley sold

Tom Strodtbeck is the director of international programs and
the director of events and training for NBIA. He oversees the
development, programming and execution of the
International Conference on Business Incubation, the largest
conference on business incubation in the world. Additionally,
Tom is responsible for the development and management of
NBIA’s other large training event: the Training Institute, a
three-day educational event featuring nine full- and half-day
workshops.
Tom also leads NBIA’s international programs department,
where he has worked on training and capacity-building
projects in Russia, China, Singapore, Mexico, Ghana and

David W. Su is Director of TSMC’s Planning and Commercial
Projects Legal Division, and is responsible for the management
of legal and transactional issues. He joined TSMC in November
2006 as Director of the Intellectual Property Division. Prior to
joining TSMC, Mr. Su was a Partner at Lee & Li, the largest law
firm in Taiwan. His practice included IP, litigation, and
competition laws, and is well known for his experience in

Deborah Yen is Director of Corporate Affairs Group of the Mature
Markets for Intel Asia Pacific Region. She is responsible for managing
Intel’s government affairs, education initiatives, employee volunteer-
ing and the overall reputation as well as corporate responsibility
programs for the mature markets in the Asia Pacific region, including
Australia, Japan, Korea and Taiwan.
Prior to her current assignment, she held different roles at both

Yen joined Intel in 1996 as a Public Relations Manager for Intel

brand and marketing campaigns in Taiwan with charters including

Our company aims at developing an affordable visual aid suited for a low vision patient in India, which has
over 11 million people with low vision. We have come up with a low cost real time video processing unit
which takes in a video input fo the surroundings, processes it and displays on wearable video glasses. We
have tested the product on Low Vision patients in one of India's leading eye care center, Sankara
Nethralaya and have taken their valuable feedback. The feedback given for the product by low vision

CONNEXX SYSTEMS was founded in 2011 and started the business activation in 2012. The purpose of
the company is to develop breakthrough innovation of energy storage systems. The company has the
R&D center in Kyoto with seven employees and the research institute in Pasadena with two employees.
These institutes have strong academic linkages with Kyoto University and California Institute of
Technology. The competence of the company consists of several unique technologies, and one of them
is the Shuttle-Battery, next generation high energy storage system powered by Ferrum (iron). The
developed novel Shuttle-Battery can generate electrical power from hydrogen which is produced from
ferrum and water vapor. This device can store 10 times higher energy than conventional Li-ion batteries.

University in 2008. ShuR is a Social Enterprise which helps Deaf people with IT. ShuR created the

When we started to develop Evenesis in 2010, our focus is very simple and clear. Our proposition is to challenge
the traditional ways of doing things in event planning industry in this region. We want to rejuvenate and
modernizethewaypeopleinSouthEastAsiadoingevents.Hereinthisregion,thepeopleintheindustryarestill
using manual ways to do planning and managing their events. We see there is a lot of room for improvement
and through technology; we know for sure we can provide them with the right tools to automate some of the
event planners’ tedious work. Challenging a status quo is not a popular move around this region, but we are

1. Taipei in Brief
Taipei City is the current capital city and it is the center of politics, economy, education and
recreation of the economy and offers a wide selection of sights. It is located in the northern
basin of the island, taking the Dan Shui River, Hsin Dian River, Keelung River and Taipei County

Taipei’s weather is affected by latitude, altitude, terrain and monsoon factors; it is warm in
winters and hot in summers. It rains throughout the four seasons and is commonly warm and
humid. January is the month with the lowest average temperature of 15.8? (60?) whereas
August is the month with the highest average temperature of 29.3? (85?). February is the
month with the highest average relative humidity of 80% whereas the yearly average relative

3. Telecommunication
Long distance calls can be made from hotel rooms or public phones. Pre-paid phone cards are
available at the hotel or convenience stores, and they can be used either for domestic or
international calls. Please note that all charges for personal phone calls made in the hotel rooms
are borne by participants.
4. Currency and Banking
The currency used in Chinese Taipei is the New Taiwan Dollar (NTD), and the basic unit is Yuan.
According to Chinese Taipei’s customs, no more than NTD 60,000 in notes may be brought in by
each passenger unless a permit is obtained in advance. There are no restrictions on the amount
of foreign currency, traveler’s checks or credit cards brought into Chinese Taipei.
However, travelers carrying more than USD 10,000 must declare them to Customs.
Major foreign currencies can be exchanged at banks or third party currency exchange shops.
Rates in these establishments are usually better than those in hotels. Approximately USD 1.00
is equivalent to NTD 30.
Bank notes come in denominations of NTD 100, NTD 500, and NTD 1,000. Coins are in the
following denominations: NTD 1, NTD 5, NTD 10, and NTD 50.
Automatic Teller Machines (ATMs) are normally available in banks and other commercial
establishments such as major railway stations, airports, convenience stores, petrol stations,
department stores, and shopping complexes. If you make an interbank withdrawal (that is,
withdrawal from an ATM that does not belong to your bank) you will be charged with a small fee
for each transaction. Most ATMs offer interface in both Chinese and English.
