Which Approach is Needed ..?



             Top – Down Approach

Top Down Approach
•   Purely statistical approach
•   Based on available national statistics and indicators

Advantages
- Simple (i.e. well defined calculation process and inputs)
- Less costly to implement then detailed bottom-up methods

Disadvantages
- Does not consider individual EE measures and their impact
- Does not show cause and effect relationships between measures
  and their resulting energy savings
- Require huge amount of data
- Data availability and reliability
- Needs modeling and expert judgment to overcome the lack of data

Bottom – Up Approach
Disadvantages of this approach:the implementation of specific EE
  Energy savings obtained through
  measures to be evaluated

1. This approach have two methodologies:
    Long time needed to achieve solid results
2. 1- compare measurementsfield of evaluating and quantifying EE
    High experience in the of energy use made before and after
  implementation of an EE measure
   measures
   - May be very costly due to measurement equipment
3. Monitoring and targeting system to be in theEE projects!
    - Recommended to be used only for large scale place

4. 2- EE measure is awarded come certain amount of energy savings prior
    Implementation should with a before targets
  to its actual realization
5. Accurate data depends on professional experience or frequent
   - Has significantly lower costs and is especially appropriate for
    replicable measures with well known impacts
   measurements
   - Should be used whenever possible, especially for simple

indicators to optimize decision making and assessing
policy choice at both global and sector level

The Study of EE Indicators by RCREEE

“Study   and implementation of a set of energy
efficiency indicators and data base in Southern and
Eastern Mediterranean countries”

Objectives of the study:

Strengthening the capacity of RCREEE MS in monitoring
their energy policies by using the EE indicators.

Coordination plan (MED-EMIP, MED-ENEC, LAS,
ESCWA and RCREEE) to support countries to draw a
3 year (NEEAP)

   challenges” Tunisia July, 2010

3. National workshops, Ministerial Meetings, National
   events and consultancy services Lebanon, Jordan,
   Syria, Libya, Algeria, Morocco and Egypt

Support the guideline Implementation
            (watch role of RCREEE)
RCREEE will play the watch role for implementing and
evaluating the NEEAPs

• Tunisia workshop recommended “To request a regional
  institution to monitor the qualitative progress and
  quantitative impact of national energy efficiency action
  plans (NEEAP) and to publish regularly an annual report
  about its findings to be widely distributed and discussed
  through the stakeholders’ networks”
• Resolution of the last EE workgroup and then the RE&EE
  Experts Committee meeting that RCREEE will be this
  regional institution

Objectives
•   RCREEE to provide most efficient support to LAS in the field of the
    implementation of the Arab EE directive.

•   This includes regular monitoring and reporting activities addressing
    authorities and the public as well as consulting and training.
•   Developing evaluation methodology and finding criteria for the
    screening and the evaluation of National Energy Efficiency Action Plans
    (NEEAP) and defining the content, structure and format of the outcome
    and reports
•   Awareness raising through disseminating of study findings:
     1. Supporting awareness raising on the energy efficiency through
        communication elements (newsletter, press releases), expert
        articles and media campaigns
     2. Organizing meetings and events 2011-2013

Watch Role Function….1

• Developing evaluation methodology and finding criteria
  for the screening and the evaluation of National Energy
  Efficiency Action Plans (NEEAP) and defining the
  content, structure and format of the outcome and
  reports
• According to NEEAPs, an update of evaluation of
  political and legislative measures, instruments in the
  field of energy efficiency within the framework of the
  EE Directive
• Revision and updating the format of the envisioned
  annual report

• Prepare a draft of the first Arab Energy Efficiency
  Progress Report 2011
• Help to keep communication and exchange of
  information alive with up to 4 highly relevant
  committees working in the same subject area
• Support events for awareness raising, marketing and
  communication
• Make available or give access to newest international
  developments about the subject

Top Down Approach • Purely statistical approach • Based on available national statistics and indicators Advantages - Simple (i.e. well defined calculation process and inputs) - Less costly to implement then detailed bottom-up methods Disadvantages - Does not consider individual EE measures and their impact - Does not show cause and effect relationships between measures and their resulting energy savings - Require huge amount of data - Data availability and reliability - Needs modeling and expert judgment to overcome the lack of data www.rcreee.org
  • 12. Bottom – Up Approach Disadvantages of this approach:the implementation of specific EE Energy savings obtained through measures to be evaluated 1. This approach have two methodologies: Long time needed to achieve solid results 2. 1- compare measurementsfield of evaluating and quantifying EE High experience in the of energy use made before and after implementation of an EE measure measures - May be very costly due to measurement equipment 3. Monitoring and targeting system to be in theEE projects! - Recommended to be used only for large scale place 4. 2- EE measure is awarded come certain amount of energy savings prior Implementation should with a before targets to its actual realization 5. Accurate data depends on professional experience or frequent - Has significantly lower costs and is especially appropriate for replicable measures with well known impacts measurements - Should be used whenever possible, especially for simple 6. Support the guideline Implementation (watch role of RCREEE) RCREEE will play the watch role for implementing and evaluating the NEEAPs • Tunisia workshop recommended “To request a regional institution to monitor the qualitative progress and quantitative impact of national energy efficiency action plans (NEEAP) and to publish regularly an annual report about its findings to be widely distributed and discussed through the stakeholders’ networks” • Resolution of the last EE workgroup and then the RE&EE Experts Committee meeting that RCREEE will be this regional institution www.rcreee.org

Objectives • RCREEE to provide most efficient support to LAS in the field of the implementation of the Arab EE directive. • This includes regular monitoring and reporting activities addressing authorities and the public as well as consulting and training. • Developing evaluation methodology and finding criteria for the screening and the evaluation of National Energy Efficiency Action Plans (NEEAP) and defining the content, structure and format of the outcome and reports • Awareness raising through disseminating of study findings: 1. Supporting awareness raising on the energy efficiency through communication elements (newsletter, press releases), expert articles and media campaigns 2. Watch Role Function….1 • Developing evaluation methodology and finding criteria for the screening and the evaluation of National Energy Efficiency Action Plans (NEEAP) and defining the content, structure and format of the outcome and reports • According to NEEAPs, an update of evaluation of political and legislative measures, instruments in the field of energy efficiency within the framework of the EE Directive • Revision and updating the format of the envisioned annual report www.rcreee.org
