State and society in the process of democratization

The role of social media as a vital component in an effective public relations plan has expanded
strategic communication into digital space. Despite the rapid advancements of public relations
opportunities within social media such as the blogosphere, guidelines for a prudent entry into this
often personalized online territory are difficult to locate. This article extends beyond individual re-
lationships characteristic of public relations practitioner-blogger discourse and promotes a dialogic
approach to blogger outreach ethics. It ends with several recommendations for public relations
practitioners seeking to facilitate dialogic civility within their own blogger engagement efforts.
The role of social media as a vital component in an effective public relations plan has expanded
strategic communication into digital space. Contemporary research indicates a growing confi-
dence in consumer-generated media (CGM) as a viable means to complement traditional media
channels in public relations efforts (Smith, 2011; Wright & Hinson, 2008). Additionally, agency
and corporate professionals have espoused the benefits of online public relations strategies
(Barone, 2010; Balwani, 2011; Cotton, 2.

The role of social media as a vital component in an effective public relations plan has expanded
strategic communication into digital space. Despite the rapid advancements of public relations
opportunities within social media such as the blogosphere, guidelines for a prudent entry into this
often personalized online territory are difficult to locate. This article extends beyond individual re-
lationships characteristic of public relations practitioner-blogger discourse and promotes a dialogic
approach to blogger outreach ethics. It ends with several recommendations for public relations
practitioners seeking to facilitate dialogic civility within their own blogger engagement efforts.

dence in consumer-generated media (CGM) as a viable means to complement traditional media
channels in public relations efforts (Smith, 2011; Wright & Hinson, 2008). Additionally, agency

In a democratic society, it is important for the government to communicate with citizens to maintain transparency and legitimacy. Citizens have a right to know what the government is doing but do not have the direct power to change laws. It is in the best interest of representatives to consider public opinion to ensure legitimacy and increase chances of re-election. The study examined stakeholder relations with two Estonian ministries during law preparation processes. Findings showed that early and ongoing communication that facilitates dialogue and participation leads to greater trust and legitimacy of decisions. Both too much and too little information can undermine legitimacy, so balance is important in public relations and communication management.

PR In Romania

It started by educating the public and media about what PR is and what it can do. By the 2000s there was a boom in both PR activities and companies requesting PR services in Romania. Recently the role of PR has shifted away from media relations and towards consultancy and more sophisticated services. Currently over 90% of companies in Romania engage in brand and corporate PR activities such as media relations, planning events, and internal/external communications. The top PR agencies in Romania had an annual turnover of 20 million euro in 2008, indicating the industry continues growing.
PR in Nederland & Indonesia

There are currently 168 communication and PR consulting firms in Spain with a combined revenue of 200 million euros. For public relations to continue advancing in Spain, consultants must identify customer needs and offer creative, high-value solutions to gain a larger share of corporate communication budgets.
PR in Poland 2

While Poland uses models 2 and 3 of PR involving mutual understanding, election periods often see a shift to propaganda techniques. The document concludes that Poland could benefit from reducing propaganda and improving dialogue between politicians.

The Italian PR market is characterized by:
1) A parliamentary democracy and high quality of life with a modern infrastructure and growing internet access, though newspaper readership is lower than other EU countries.
2) PR commonly uses two-way asymmetric and symmetric models, with sectors like hi-tech and finance seeing PR as an adviser and public administration being more skeptical.
3) The top 5 PR firms are Barabino & Partners, Eprcomunicazione, Edelman, MN, and Noesis, with Barabino having 20+ years experience across industries like media, healthcare, and finance.
