This document summarizes a research study on the voluntary and community sector during times of austerity. It provides an example of two community organizations - a heritage center and horticultural social enterprise - and how they have fared over 4 waves from 2010 to 2012, facing challenges like funding cuts, winter damage, and declining volunteer support. It explores concepts of how much "room" there is for community action and the layers of past community investment, and questions what this means for policymakers and in practical terms for those working in the sector.
