The primary duties of Police Officers (lower case) are to enforce the law, protect people, protect property, and patrol around to prevent incidents from happening (cite source) . The Criminal Justice (lower case) system is broken, and people of color are treated unequally. Police officers are influencing racial biases by their judgment of suspicion. In the courtroom, race plays a big role in decision making on how much time the individual serves. Racial Police biases are the leading cause of detention within for African Americans in America.
Police stops are caused by four mechanisms, which are racial profiling, stereotyping, cognitive bias, and being prejudice towards an individual (source). Police officers are makingconduct police stops with a lack of evidence in violation of the_____ amendment Amendments (state the specific amendment officers violate when making unlawful stops). According to Kenne (2017), Terry v. Ohio (ital) was a violation of the Fourth Amendment (Please restate this. Prosecutors on aggregate don’t seem to seek the death penalty more for black people than white people, though there are some gaping disparities in a few states and in some counties. Instead, the real racial bias when it comes to the death penalty pertains to the race of the victim. Killers of black people rarely get death sentences. White killers of black people get death sentences even less frequently. And far and away, the type of murder most likely to bring a death sentence is a black man who kills a white woman.
The Bureau of Justice Statistics reports 208,000 people are in state prisons for drug offenses. Of this number, 32 percent are white, and 68 percent are African American or Hispanic.
The link to other forms of profiling suggests that there is something scientific and efficient about racial profiling. The reality is very different. Race is a social construct; not knowable by sight. Racial profiles are both over-inclusive in the sense that many, indeed most, of the people who fit into the category are entirely innocent, and under-inclusive in that many other criminals or terrorists who do not fit the profile will escape police attention. Racial profiling also faces the problems of predictability and evasion; the more predictable police profiles become, the easier it is for perpetrators to adapt to circumvent the profile. The ineffectiveness of racial profiling is illustrated by consistently low hit or arrest rates for policing actions based on racial profiling. There is surprising consistency in data coming out of the USA, the UK and Europe demonstrating similar ‘hit' or arrest rates across racial groups. In several studies, ethnic minorities are less likely to be arrested or have contraband or other ‘seizable' evidence found following a search. This refutes the proposition that minorities are more likely to be involved in crime and illustrates that racial profiling represents an ineffective use of police resources.
Narrow definitions of racial profiling describe situations where actions are based solely on the basis of a person's race or ethnicity. In practice, this has allowed police forces to deny the existence of racial profiling, where activities are legally justifiable but nonetheless racially biased such as the use of pretext traffic stops. Broader definitions recognise that decisions are usually made on a number of factors including race. This wider definition reflects the fact that racial profiling may occur irrespective of whether this is a deliberate policy of targeted minority groups or routine institutional practices. Patterns of profiling can also be seen in discriminatory treatment after a stop has taken place, such decisions to go on to search, more intrusive searches, citations and arrests.

This essay is to the young American who are the most frequent users of social media. We at least have witnessed the police brutality against our peers on the basis of their color.
On August 9th 2014, an 18yr old black male by the name Michael Brown was fatally shot by a Caucasian police officer, Darren Wilson in Ferguson Missouri. From accounts of the eye witnesses, Michael was unarmed. Michael brown was shot 12 times with two of the bullets on his right hand possibly having his arms. Earlier on July 12th 2014, Erick Garner, a 43 years old African American died in the hands of police who were arresting him. From the medical report on his death, it was established that he died from choking inflicted on him by the NYPD officer who was arresting him (CNN, 2014). These killings made the public very angry and demonstrations arose from different parts of the country. In Ferguson, unrest continued for a whole week as people tried to present their grievances. The “Black Lives Matters” campaign started with the aim of fighting against the stereotypes on the African American race. The police were accused of disregarding the dignity of black people and thus killing voluntarily. The killings were condemned countrywide and from the demonstration are a clear indication of the people’s anger.
All Lives Matter; what it entails
The Black Lives Matters campaign is a noble campaign. However, the major flaw with the campaign is that most of the supporters think that the victimization is only towards the colored. However, as can be seen from the video on the cited link below, brutality by the police is across all races (You Tube, 2016).
“All Live Matters campaign” is an all-inclusive campaign with the bigger picture of not only black people but the social respect of all human beings in light of law enforcement. The campaign is to sensitive the government and all the law enforcers to be fair in dispensation of their duties. It call for fairness and respect of human life regardless of the race. The recent killings by the police are clear indication of the disrespect of the human life that is slowly being cultivated to a culture. Our country stands for respect of the human life and this serves as a wakeup call for the general public and the governing institutions. The campaign aims at bringing reforms within the police department and ensure that the unfortunate cases will not be repeated again. All Lives Matters Campaign aims at bringing the wrongs within the disciplinary forces to the general public. The hope is to sensitive the law enforcers to accountably dispense their duties and services. Also hopes that all unlawful acts of the police department will be prosecuted and punished. Analysis of research regarding the criminal justice and racial profiling reveals that the system basically targets the African males. Recent research conducted by the African Civil Liberation Union (ACLU) and Mary Whinser from the School of Law in the University of Washington clearly reveal that the Criminal Justice System targets the African males when profiled through the race. The two researchers reveal that there although it is argued that racism has greatly decreased in the United States there still exist some racial disparities in various stages of the criminal justice system. Introduction
In 1279, under the leadership of Kublai Khan, the Mongols ousted the Song dynasty
and completed their conquest of China. As they
took control, they established the Yuan dynasty,
with Kublai Khan serving as emperor. However,
Mongol rule over China was relatively short lived.
Within 100 years, the Yuan dynasty would be
forced out by Chinese rebels.
Under Mongol rule, the Chinese became
increasingly angered by policies that favored
Mongols and foreigners. This anger and resentment
eventually resulted in unrest. Around 1350, small
states in China began to emerge to fight the
Mongols. Chinese leaders turned to military force to
advance their interests and establish regional
power. Some leaders were members of the upper class, and others were religious
leaders or bandits supported by peasants. By the middle of the 1350s, these Chinese
powers were united in their campaign to get rid of Mongol rule.
The years of ongoing warfare spurred military innovation among the Chinese.
Although the Mongols had access to gunpowder weapons, they did not develop new
technologies. In contrast, the first large cannons in China were manufactured by the
Chinese rebels. While the term “Gunpowder Empire” is often associated with the
Ottoman Empire, the Safavid Empire, and the Mughal Empire, the Chinese
advancements in gunpowder weaponry has led some historians to regard Ming China
as the world’s first gunpowder empire.

As schools break for summer, some families -- like mine -- are still planning their vacations. So I
took a look at two prominent travel sites, Expedia and Priceline, to see which one's media strategy
is likely to attract more trip planners.
Their media plans are especially important as the travel industry picks up after a tough 2009.
Demand for flights and hotels are rebounding and so, too, are airfares and room rates. With
slimmer margins on airline tickets, hotels have very much become the major battleground for
Expedia and Priceline and this is reflected in the focus of their advertising. Online Travel Agencies
(OTA's) accounted for 34.7% of all U.S. hotel bookings in the first quarter of 2010, up from 27.8% in
2009, Priceline CMO Brett Keller said in a recent speech.
Creative executions
Expedia launched a new branding campaign for 2010. Its tagline, "Where you book matters,"
accompanied a new logo incorporated into its creative messaging. The campaign, which targets
frequent leisure travelers, launched Dec. 26 with commercials featuring a visual metaphor of
building blocks as a way to demonstrate how consumers interact with Expedia. The first spot starts
with upbeat soft-rock music narrated by an unseen woman dictating her specifications for the
perfect "girls' weekend." She talks about having multiple hotel options and the ability to compare
dates for the best savings. Expedia's signature "dot coooom" jingle ends the spot. A spot with a
man's voice and trip goals was launched in February.

Priceline has built its position in the market on the opportunity for customers to name their own
price, brought to life through some hilarious spots fronted by pitchman William Shatner. This year,
Shatner introduced his new sidekick "Big Deal," a 520 lb 6'5" character who helps persuade hotels
to take a deal. In February, the Big Deal ads were joined by new creative that featured the
Negotiator's "Evil Twin" (played, of course, by Shatner). Priceline takes a karate chop at
Expedia.com (and Hotels.com), claiming that Priceline can get prices 50% lower.
The strategies of the two companies differed noticeably. Expedia.com attracted 16.7 million unique
visitors in May, 59% more than the 10.5 million who visited Priceline.com, according to ComScore.
And Expedia media seems to reflect this, promoting the site as the generic travel brand for a broad
audience and highlighting its full range of services and travel destinations. Priceline is more single-
mindedly focused on price, and its media appears to target lower down the purchase funnel with an
emphasis on converting transactions.

SUMMARY
1. Wilf & Labandeira (1999) suggested that increased temperatures because of global
warming will cause an increase in herbivory by insects. This conclusion was based on the
supposed effect of temperature on herbivores but did not consider an effect of temperature
on plant growth.
2. We studied the effect of temperature on grazing pressure by the small China-mark moth
(Cataclysta lemnata L.) on Lemna minor L. in laboratory experiments.
3. Between temperatures of 15 and 24 �C we found a sigmoidal increase in C. lemnata
grazing rates, and an approximately linear increase in L. minor growth rates. Therefore, an
increase in temperature did not always result in higher grazing pressure by this insect as
the regrowth of Lemna changes also.
4. At temperatures below 18.7 �C, Lemna benefited more than Cataclysta from an increase in
temperature, causing a decrease in grazing pressure.
5. In the context of global warming, we conclude that rising temperatures will not
necessarily increase grazing pressure by herbivorous insects.

Introduction
Duckweeds (Lemnaceae) are often abundant in dit-
ches and ponds (Landolt, 1986). Especially when
nitrogen and phosphorus concentrations in the water
column are high, the surface area can become covered
with dense floating mats of duckweed (Lüönd, 1980,
1983; Portielje & Roijackers, 1995). These mats have
large impacts on freshwater ecosystems, restricting
oxygen supply (Pokorny & Rejmánková, 1983), light
availability of algae and submerged macrophytes
(Wolek, 1974) and temperature fluxes (Dale &
Gillespie, 1976; Landolt, 1986; Goldsborough, 1993).
These changed conditions often have a negative effect
on the biodiversity of the ecosystem (Janse & van
Puijenbroek, 1998). Other free-floating plants such as
red water fern (Azolla filiculoides), water hyacinth
(Eichhornia crassipes) and water lettuce (Pistia stratiotes)
often cause serious problems in tropical and sub-
tropical regions (Mehra et al., 1999; Hill, 2003).
Various species of herbivorous insects consume
free-floating macrophytes. Several species of weevils
(Coleoptera: Curculionidae) are able to consume large
amounts of red water fern, water hyacinth and water
lettuce (Cilliers, 1991; Hill & Cilliers, 1999; Aguilar
et al., 2003), while the larvae of the semi-aquatic Small
China-mark moth (Cataclysta lemnata) are capable of
removing large parts of floating cover of Lemnaceae
covers (Wesenberg-Lund, 1943). Duckweed is not
only used as food source, but also as building material

No outside articles will be accepted. Each Journal Article Review must be approximately 3–5 double-spacedpages (not including the title and reference pages) and must be created in a Microsoft Word document. Use the following guidelines to create your paper:
1. Provide a title page in currentAPA format including only your name, the paper title (referring to the article title), and the institutional affiliation (Liberty University). Hospitals have been some of the earliest adopters of wireless local area
networks (WLANs). The clinician user population is typically mobile and
spread out across a number of buildings, with a need to enter and access
data in real time. St. Luke's Episcopal Health System in Houston, Texas
(www.stlukestexas.com) is a good example of a hospital that has made
effective use wireless technologies to streamline clinical work processes.
Their wireless network is distributed throughout several hospital buildings
and is used in many different applications. The majority of the St. Luke’s
staff uses wireless devices to access data in real-time, 24 hours a day.
Examples include the following:
• Diagnosing patients and charting their progress: Doctors and
nurses use wireless laptops and tablet PCs to track and chart patient
care data.
• Prescriptions: Medications are dispensed from a cart that is wheeled
from room to room. Clinician uses a wireless scanner to scan the
patient's ID bracelet. If a prescription order has been changed or
cancelled, the clinician will know immediately because the mobile device
displays current patient data.

wires would mean moving ceiling panels. The dust and microbes that
such work stirs up would pose a threat to patients.

For the multi-story parking garage, a drilled shaft should have a diameter of 48 inches and reach a depth of 70 feet below the ground surface with a total of 2 piles required per column.
The expected total differential settlement for the parking garage was calculated to be 0.31 inches, and the total differential settlement for the tower was calculated to be 0.23 inch. The recommended dimensions for the retaining wall include a 12-foot-wide footing base with 1.5-foot thickness. The entire retaining wall should have a total height of 20 feet, with only 18 feet above the ground surface. The 0.5 foot of soil above the toe was placed to adjust the effects of sliding of the wall. The base of the stem wall should have a thickness of 1.5-foot, and the top of the stem wall should have a thickness of 8 inches. Also, the factor of safety for sliding was calculated to be 1.59, the factor of safety for the bearing capacity was calculated to be 2.78

Introduction
In 1279, under the leadership of Kublai Khan, the Mongols ousted the Song dynasty
and completed their conquest of China. As they
took control, they established the Yuan dynasty,
with Kublai Khan serving as emperor. However,
Mongol rule over China was relatively short lived.
Within 100 years, the Yuan dynasty would be
forced out by Chinese rebels.
Under Mongol rule, the Chinese became
increasingly angered by policies that favored
Mongols and foreigners. This anger and resentment
eventually resulted in unrest. Around 1350, small
states in China began to emerge to fight the
Mongols. Chinese leaders turned to military force to
advance their interests and establish regional
power. Some leaders were members of the upper class, and others were religious
leaders or bandits supported by peasants. By the middle of the 1350s, these Chinese
powers were united in their campaign to get rid of Mongol rule.
The years of ongoing warfare spurred military innovation among the Chinese.
Although the Mongols had access to gunpowder weapons, they did not develop new
technologies. In contrast, the first large cannons in China were manufactured by the
Chinese rebels. While the term “Gunpowder Empire” is often associated with the
Ottoman Empire, the Safavid Empire, and the Mughal Empire, the Chinese
advancements in gunpowder weaponry has led some historians to regard Ming China
as the world’s first gunpowder empire.

As schools break for summer, some families -- like mine -- are still planning their vacations. So I
took a look at two prominent travel sites, Expedia and Priceline, to see which one's media strategy
is likely to attract more trip planners.
Their media plans are especially important as the travel industry picks up after a tough 2009.
Demand for flights and hotels are rebounding and so, too, are airfares and room rates. With
slimmer margins on airline tickets, hotels have very much become the major battleground for
Expedia and Priceline and this is reflected in the focus of their advertising. Online Travel Agencies
(OTA's) accounted for 34.7% of all U.S. hotel bookings in the first quarter of 2010, up from 27.8% in
2009, Priceline CMO Brett Keller said in a recent speech.
Creative executions
Expedia launched a new branding campaign for 2010. Its tagline, "Where you book matters,"
accompanied a new logo incorporated into its creative messaging. The campaign, which targets
frequent leisure travelers, launched Dec. 26 with commercials featuring a visual metaphor of
building blocks as a way to demonstrate how consumers interact with Expedia. The first spot starts
with upbeat soft-rock music narrated by an unseen woman dictating her specifications for the
perfect "girls' weekend." She talks about having multiple hotel options and the ability to compare
dates for the best savings. Expedia's signature "dot coooom" jingle ends the spot. A spot with a
man's voice and trip goals was launched in February.

Priceline has built its position in the market on the opportunity for customers to name their own
price, brought to life through some hilarious spots fronted by pitchman William Shatner. This year,
Shatner introduced his new sidekick "Big Deal," a 520 lb 6'5" character who helps persuade hotels
to take a deal. In February, the Big Deal ads were joined by new creative that featured the
Negotiator's "Evil Twin" (played, of course, by Shatner). Priceline takes a karate chop at
Expedia.com (and Hotels.com), claiming that Priceline can get prices 50% lower.
The strategies of the two companies differed noticeably. Expedia.com attracted 16.7 million unique
visitors in May, 59% more than the 10.5 million who visited Priceline.com, according to ComScore.
And Expedia media seems to reflect this, promoting the site as the generic travel brand for a broad
audience and highlighting its full range of services and travel destinations. Priceline is more single-
mindedly focused on price, and its media appears to target lower down the purchase funnel with an
emphasis on converting transactions.

SUMMARY
1. Wilf & Labandeira (1999) suggested that increased temperatures because of global
warming will cause an increase in herbivory by insects. This conclusion was based on the
supposed effect of temperature on herbivores but did not consider an effect of temperature
on plant growth.
2. We studied the effect of temperature on grazing pressure by the small China-mark moth
(Cataclysta lemnata L.) on Lemna minor L. in laboratory experiments.
3. Between temperatures of 15 and 24 �C we found a sigmoidal increase in C. lemnata
grazing rates, and an approximately linear increase in L. minor growth rates. Therefore, an
increase in temperature did not always result in higher grazing pressure by this insect as
the regrowth of Lemna changes also.
4. At temperatures below 18.7 �C, Lemna benefited more than Cataclysta from an increase in
temperature, causing a decrease in grazing pressure.
5. In the context of global warming, we conclude that rising temperatures will not
necessarily increase grazing pressure by herbivorous insects.

Introduction
Duckweeds (Lemnaceae) are often abundant in dit-
ches and ponds (Landolt, 1986). Especially when
nitrogen and phosphorus concentrations in the water
column are high, the surface area can become covered
with dense floating mats of duckweed (Lüönd, 1980,
1983; Portielje & Roijackers, 1995). These mats have
large impacts on freshwater ecosystems, restricting
oxygen supply (Pokorny & Rejmánková, 1983), light
availability of algae and submerged macrophytes
(Wolek, 1974) and temperature fluxes (Dale &
Gillespie, 1976; Landolt, 1986; Goldsborough, 1993).
These changed conditions often have a negative effect
on the biodiversity of the ecosystem (Janse & van
Puijenbroek, 1998). Other free-floating plants such as
red water fern (Azolla filiculoides), water hyacinth
(Eichhornia crassipes) and water lettuce (Pistia stratiotes)
often cause serious problems in tropical and sub-
tropical regions (Mehra et al., 1999; Hill, 2003).
Various species of herbivorous insects consume
free-floating macrophytes. Several species of weevils
(Coleoptera: Curculionidae) are able to consume large
amounts of red water fern, water hyacinth and water
lettuce (Cilliers, 1991; Hill & Cilliers, 1999; Aguilar
et al., 2003), while the larvae of the semi-aquatic Small
China-mark moth (Cataclysta lemnata) are capable of
removing large parts of floating cover of Lemnaceae
covers (Wesenberg-Lund, 1943). Duckweed is not
only used as food source, but also as building material

No outside articles will be accepted. Each Journal Article Review must be approximately 3–5 double-spacedpages (not including the title and reference pages) and must be created in a Microsoft Word document. Use the following guidelines to create your paper:
1. Provide a title page in currentAPA format including only your name, the paper title (referring to the article title), and the institutional affiliation (Liberty University). Keep in mind that current APA recommends that the title length not exceed 12 words. Use the running head in the appropriate place and a page number on every page. ST. LUKE'S HEALTH CARE SYSTEM
Hospitals have been some of the earliest adopters of wireless local area
networks (WLANs). The clinician user population is typically mobile and
spread out across a number of buildings, with a need to enter and access
data in real time. St. Luke's Episcopal Health System in Houston, Texas
(www.stlukestexas.com) is a good example of a hospital that has made
effective use wireless technologies to streamline clinical work processes.
Their wireless network is distributed throughout several hospital buildings
and is used in many different applications. The majority of the St. Luke’s
staff uses wireless devices to access data in real-time, 24 hours a day.
Examples include the following:
• Diagnosing patients and charting their progress: Doctors and
nurses use wireless laptops and tablet PCs to track and chart patient
care data.
• Prescriptions: Medications are dispensed from a cart that is wheeled
from room to room. Clinician uses a wireless scanner to scan the
patient's ID bracelet. If a prescription order has been changed or
cancelled, the clinician will know immediately because the mobile device
displays current patient data.

• Critical care units: These areas use the WLAN because running hard
wires would mean moving ceiling panels. The dust and microbes that
such work stirs up would pose a threat to patients.
• Case management: The case managers in the Utilization Management
Department use the WLAN to document patient reviews, insurance
calls/authorization information, and denial information. The wireless
session enables real time access to information that ensures the correct
level of care for a patient and/or timely discharge.
• Blood management: Blood management is a complex process that
involves monitoring both patients and blood products during all stages of
a treatment process. To ensure that blood products and patients are
matched correctly, St. Luke’s uses a wireless bar code scanning process
that involves scanning both patient and blood product bar codes during
the infusion process. This enables clinicians to confirm patient and blood

The expected settlement under the foundation for the parking garage was calculated to be 1.09 inches, and the expected settlement for the medical tower was calculated to be 0.78 inch. Also, ASU Geotechnical, Inc. has recommended a drilled shaft deep foundation design to be used for the three-story medical tower. Furthermore, for the 3-story medical tower the pile should have a diameter of 48 inches and reach a depth of 40 feet below the ground surface with a total of 2 piles required per column. For the multi-story parking garage, a drilled shaft should have a diameter of 48 inches and reach a depth of 70 feet below the ground surface with a total of 2 piles required per column.
The expected total differential settlement for the parking garage was calculated to be 0.31 inches, and the total differential settlement for the tower was calculated to be 0.23 inch. The recommended dimensions for the retaining wall include a 12-foot-wide footing base with 1.5-foot thickness. The entire retaining wall should have a total height of 20 feet, with only 18 feet above the ground surface. The 0.5 foot of soil above the toe was placed to adjust the effects of sliding of the wall. The base of the stem wall should have a thickness of 1.5-foot, and the top of the stem wall should have a thickness of 8 inches. Also, the factor of safety for sliding was calculated to be 1.59, the factor of safety for the bearing capacity was calculated to be 2.78

Police Brutality Against African- Americans.a. Police brutality against African-Americans is not a new issue. It has been happening throughout history and needs to be stopped. Police brutality is prematurely ending and/or effecting the lives and communities of many African- Americans. b. This needless violence causes tremendous strain on the affected families mental and physical well-being, but also African-Americans as a whole. These actions bare the weight the United States history of violence against African-
- 2. Americans and reflect the shortcomings of the criminal justice system. c. Whether the brutality is intentional or not, it sends out the message that police does not value the health, well- being, and lives of African-Americans. This is not a message that should be sent and police brutality against African American must be stopped at all costs. B. Issues, challenges, and opportunities experienced by this group in the labor forcea. Throughout history African-Americans have had a tough time in the labor force. There has been some progress, but unequal employment opportunities continue to be standard operating procedure for many African American men and women. b. According to the Bureau of Labor Statistics, the African American unemployment rate is the lowest in history. However, they continue to face problems and challenges which are often imposed because of a lack of understanding or negative attitudes brought on racial biases although they possess the same or higher-level education than their counterparts. c. African-Americans must deal with being pushed into minority positions in meaningless jobs, not being given access to the same networks as their coworkers, working twice as hard for less wages, not being given the same opportunities for career advancements and promotion, and various other forms of discrimination.C. How society has constructed this group's identitya. The African American population in this country has always been a minority. African Americans started out in this country as slaves, and even with the abolishment of slavery and the civil rights movement, society still perceives this group as less than. b. African-Americans are seen to be associated with drugs since many of this minority live in impoverished areas where drugs are abundant. In recent years, there has been a significant focus on African-Americans and the criminal justice system and police brutality (Taylor, 2013). c. Society uses the “War on drugs” as an excuse for overtly racist behavior by law enforcement (Taylor, 2013). Today’s society associates African- Americans with being criminals and drug dealers, this is unfortunate since no matter what nationality, there are good and
- 3. evil in each group. In society, this mentality is not exhibit by everyone of course, but many people have never overcome the unfortunate actions and beliefs of the past.D. Legal Frameworka. The way the criminal justice system is set up has a tremendous impact on police brutality. It has been stated that a police officer’s behavior is heavily influenced by “the formal organizational structure”. A police officer’s behavior may also be influenced by the system of ‘incentives and disincentives’ and the ‘rules and regulations. (Maguire and Duffee p.155). Due to this, any police officer who has certain organizational styles and certain culture within the organization are more likely to react to situations in a more aggressive style. This is evident in places like Los Angeles. The LAPD's 'assertive style of law enforcement' is a reason for 'aggressive confrontations within the public'. This has been traced to a professional organizational culture that has been cultivated by LAPD’s administration. Officers in LAPD are rewarded for hard-nosed enforcement that is likely to (occasionally) produce arrests and (often) bring police into conflict with citizen" (Maguire and Duffee p.158). b. This idea of police organization operating within the law and rewarding the officers for using specific tactics has it rewards. It has been stated that officers can use weaknesses within the rules to behave more aggressively whenever necessary. c. Police brutality has been extrapolated towards African Americans because of the rise in population in the inner cities. If the LAPD’s insight is accurate, and they feel the need to have police brutality, then it shouldn’t only affect African Americans in inner cities. Not saying that people in general should become brutalized, however why does one category of people feel the worse wraths when it comes to law enforcement? If this is the case, then a strong police culture reform is necessary to change the mentality of police officers. E. Summary of existing or proposed solutions for the same problem but focusing on differing groups. Consider the U.S. Equal Employment Opportunity Commission, corporate human resource departments, state or federal laws and regulations,
- 4. political strategies, government agencies, religious groups, and grass roots organizations. a. State or federal laws and regulations. There are rules and regulations in which the police need to follow I order to do their jobs based off the information they are given. When an officer decides to let stereotyping and prejudice get in the way, he then turns his back on what he swore to do and takes the law into his own hands. In a study done by the U.S. Department of Justice, it was found that officers of all races felt the same in the way they did their job to serve and protect (U.S. Department of Justice, 2000). Law enforcement officers are not above the law, their job is to abide by rules to enforce it. When an officer arrests someone there are guidelines in which they need to follow (FindLaw, 2017) i. The officer personally observed a crime; ii. The officer has probable cause to believe that person arrested committed a crime iii. The officer has an arrest warrant issued by a judge. b. The Conciliation Approach. The U.S. Department of Justice put out a handbook to combat the use of excessive force by the police. It is in this handbook that many terms are used like conciliation, bridge-building, and community cultural diversity training. In this report, A Conciliation Handbook for the Police and The Community, the Conciliation Approach is when community leaders and a police hierarchy communicate to resolve issues within the community (U.S. Department of Justice, 2002). The handbook also talks about the police department being more active in the communities they serve. c. Grass roots organizations. With every case of police brutality against an African American, the United States becomes more hostile. There have multiple cases where an African American has beaten badly or killed by the hand of the police whether it was intentional or on accident, these incidents need to be brought to light. Grass root organizations are a collective action that helps change local, regional, or at a national level. Leaders like Dr. MLK and Malcom X were considered grass root
- 5. organizers. i. A grass roots organization called We Charge Genocide out of Chicago went to the United Nations Committee Against Torture to discuss the growing problem of The Chicago Police Department and their abuse towards youth of color (Graef, 2014). In this report, Erbentraut explains the high percentages of police issues that involve excessive force and even death (Erbentraut, 2014). F. Does Police Brutality against African Americans exist in other Countries? a. Herein the United States Police Brutality is common, especially towards blacks. Historical evidence of public harming of black bodies by police dates to slavery, when police disciplined blacks and recaptured those who escaped slavery (Alang, McAlpine, McCreedy & Hardeman, 2017). b. Police brutality that blacks are facing goes beyond physical force but includes emotional, sexual, verbal and psychological intimidation (Alang et al., 2017). Police Brutality is not only prevalent in the U.S but, France as well. The French Police has a reputation for using excessive force against African Americans. c. In February of 2017, a young black man by the name of Theo was assaulted by three police officers and raped by another police officer. When the police officers asked Theo for his ID and after resisting, he was forced to the ground and beaten (“French police brutality in spotlight again after officer charged with rape,” 2017). This is not the first incident of police brutality in France. A year before Theo incident another black man died after being arrested for interfering in his brother’s arrest. Family members stated that Traore entered the police car alive but found dead at the station (Madhuri, 2016). d. The people in the community and most African Americans are not taking this lightly; they are fighting for justice. The protesters have set cars on fire and attempting to set buildings on fire. The government is silent towards these deaths. The police officers deny any allegations and are usually suspended
- 6. but eventually start back working as an officer. G. The team's compromise or alternative to existing solutions a. It has been stated we have come to agree that police brutality has been an issue of the past and is still current in our day and age. Facts have produced that African American males are the sole priority when it comes to police brutality. We all agree that there is an underlining issue and better results need to take place to control the situation. b. As children growing up, we were taught that any type of law enforcement was there to protect and serve. As children we looked up to police officers because they were brave enough to fight crime and protect everyone who needed protecting. Now we are all afraid! c. We are afraid of being misunderstood and fearful of our lives, which can possibly be taken by the hands of someone who were supposed to protect and serve us. On the flip side all policemen and women are not bad. However; when we refer to police brutality, we are only referring to the bad apples in the barrel. d. We all know that all African American males aren’t good guys but we aren’t talking about those bad apples either. When we mention police brutality we talk about the unfair and the unjust. H. Conclusion A. Even though police brutality does not only affect African Americans, social media and the society portrays images to make everyone believe otherwise. The daily issues and challenges African Americans are faced with at work, in the community and in schools are still a problem that has not fully been dealt with. B. Also, the legal framework that’s put into action barely protects an individual’s rights. In other countries police brutality exist as well towards African Americans. As a society in order to get the change and respect that is well deserved, we all need to play our part and take responsibility for our own actions. It’s not right to be brutalized for no apparent reason;
- 7. however, we need to make sure that the laws “just Cause” actions are a result for real crimes that need law enforcement to act for.
