The present situation in the Philippine educational system calls for innovative strategies in
helping the learners better understand the competencies in the curriculum. In the Division of
City of San Fernando, Printed Modular Learning is the modality adopted by all schools.
However, this modality has been raising concerns among the learners, parents, and
teachers. It has shown multiple shortcomings in the delivery of the curriculum. Despite the
initiatives of the division, schools, and teachers, concerns and matters like these are
inevitable. The first three quarters of the academic year have been posing dilemmas in terms
of the effectiveness of Printed Modular Learning. To supplement these modules, other
learning resources aim to be developed by the teachers in the division.
This project is proposed to address this problem. The proposal will highlight the skills of
EPP/TLE/TVL teachers in the division. The teachers will create instructional videos which
will be used by the learners as learning resources. These videos are aligned with the Most
Essential Learning Competencies (MELCs) carefully planned by the Education Program
Supervisor and the teachers. The Division Quality Assurance Team will evaluate these
materials before distributing them among the learners. Project “Mastery of Skills through 4th
Quarter MELC-Based Instructional Videos” is a product of the shared discussions and
brainstorming of the EPP/TLE/TVL teachers, together with their EPS. The division sees that
there is a need to develop relevant and appropriate learning materials for the learners,
especially during this pandemic.

PROJECT PROPOSAL
I.PROJECT TITLE:
Mastery of Skills through 4th
Quarter MELC-Based Instructional Videos
II. RATIONALE
The insufficiency of learning resources is a challenge to teachers and learners. Printed
Modular Learning has faced numerous issues about its effectiveness. Apparently, this
happens because there is lack of learning resources to help the learners understand the
lessons and competencies in their modules. This scenario portrays the need to create
relevant, timely, and appropriate learning resources for the learners. The EPP/TLE/TVL
teachers in the Division of City of San Fernando, together with their Education Program
Supervisor, came up with a plan to help the Fernandino learners.
This project proposal aims to develop division-based quality assured instructional videos in
EPP/TLE/TVL subjects for the 4th
quarter. The materials that will be developed by the
teachers will be assessed by the Division Quality Assurance Team. These instructional
videos will be utilized by the learners in the division.
Before finalizing the instructional videos, they will undergo quality assurance in the LRMDS
Office to make sure that these materials satisfy the standards and can be used for future
purposes even after the pandemic. These videos will be considered supplementary materials
for the 4th
Quarter SIPacks to elevate student learning.
III.OBJECTIVES
The project aims to accomplish the following objectives:
a. develop quality-assured instructional videos for the Fernandino learners;
b. supplement SIPacks with the use of accessible instructional videos; and
c. develop collaboration among teachers.

IV.METHODOLOGY
The proponent aims to accomplish the project following the series of activities:
1. discussing about the common problems of teachers, learners, parents regarding
Printed Modular Learning;
2. analyzing feasible plans based on the brainstormed ideas;
3. crafting of the Project Mastery of Skills through 4th
Quarter MELC-Based
Instructional Video Lessons
4. drafting and preparing the communication letters and concept papers;
5. developing the instructional videos;
6. integration of ICT through the use of Facebook, Google Drive, and other
applications for easy access of files;
7. requesting for the project’s approval;
8. implementing the project;
9. evaluation of the project; and
10. conducting an action research based on the program’s evaluation.
Benefits/Anticipated Outcomes
It is projected that this program will help the Fernandinos better understand the
lessons and activities in their SIPacks. The instructional videos which will undergo quality
assurance will supplement the modules crafted by their teachers. This shows that the
division gives importance to the students’ learning, especially in the new normal.
V.RECIPIENTS
All Fernandino learners will benefit from this project.
VI. TARGET DATE
Upon the approval of the project, the program/project will start following the standard
procedure set by the department.
VII. RESOURCES:
No government funds will be used in this project. The instructional videos will be
produced using the teachers’ personal laptops and resources.
