Seeking full regulation of cotton seed price, the seed industry body NSAI
plans to move the Delhi High Court to oppose a Mahyco-Monsanto
Biotech Ltd plea that the government should not regulate trait fee or royalty
charged by technology providers. Mahyco-Monsanto Biotech (India) Pvt
Ltd (MMBL) is a joint venture company of US biotech major Monsanto.
The Agriculture Ministry had on December 7 issued a Cotton Seeds Price
(Control) Order to fix a uniform maximum retail price (MRP) from March
on all cotton seeds including the genetically modified versions. It also
decided to fix and regulate the seed value and licensee fee including
royalty or trait value.MMBL had on December 19 filed a writ petition in
the Delhi High Court challenging the order's certain provisions that seek to
regulate the licensing of cotton seed technology.
In a bid to provide immediate relief to cotton-growing farmers in the
Vidarbha region, a prominent farm activist has suggested that Maharashtra
government follow the 'Gujarat model' and declare bonus for the produce
sold through Cotton Corporation of India centres. The Gujarat government
recently declared a bonus of Rs 650 per quintal on the produce sold
through CCI centres. "Cotton-producing farmers are already facing an
economic burden due to crop failure for the last two years. On top of it,
market rates of cotton are also sluggish, nearing the minimum support price
(MSP) level," Kishor Tiwari, who has now been appointed director of the
state government's Vasantrao Naik Shetkari Swavlamban Mission
(VNSSM), told PTI.
The higher levels obtained last week were not sustained for
Chana as lack of trading activities in mandis prevented any
further recovery in prices. Tracking fall in other Agri counters, a
moderate correction was noted for Chana.
Lack of strong export demand in mandis amidst higher arrivals
kept pressure on the market sentiments for Mentha Oil. With
International markets closing for Christmas and New Year
holidays, some more dips in short term is not ruled out.
Rates fell for Jeera as lack of export demand from closure of
International markets kept trend down for the commodity. Short
term trend looks weak as cooler weather in Gujarat and
Rajasthan kept prospects of crop growth good and that prevented
prices from recovering much.
Market sentiments remained down for Turmeric as prospects of
rising arrivals of the new crop kept pressure on prices. Lack of
strong demand amidst high arrivals too prevented any recovery
for the counter. Some more dips in the near term is not ruled out
as exports are likely to remain adversely affected in the short
term as export demand likely to recover only after International
markets open after Jan 1st week.
Lower domestic demand amidst weakness in crude oil and
some downtrend in international markets kept Indian market
sentiments down also. Fall in Soybean too kept pressure on the
markets as a moderate fall was noted for Ref Soy Oil.

PRICES AT KEY SPOT MARKET
National Market Update
According to the trade sources of Patna region in Bihar, masoor sowing area may
increase by 15-20% this year as compare to last year. Farmers in this region are not
dependent on rain as they are supplying water to their field through pipelines. Overall
weather condition is good and flowering stage is expected from mid January.
Chana in Ganj Basoda region of Madhya Pradesh is in flowering stage and is in
good condition. Late sown chana crop is in growing stage. Overall condition is good
and if condition remains same we can expect higher yield this year.
According to IBIS (provisional data), import of pulses in the week (07 Dec-13 Dec)
was around 265 Thousand tonnes at major ports in India, around 68% higher than
previous week’s (07 Dec-13 Dec) import of 158 Thousand tonnes. Pigeon Pea, Green
Pea, Cow Pea, Kidney Bean and Masoor were imported lower this week whereas
Yellow Pea, Moong Chana, and Urad were imported higher as compared to last week.
New harvested Chana crop starts hitting Solapur market of Maharashtra region.
Prices of new chana having moisture level of 16-17% are in the range of 4800 to
4900, higher than normal. Arrivals are being reported around 40-50 bags per day.
With prevailing higher prices and lower availability of stock of lentil in domestic
market import has been on the rise in recent months. India has imported 1.34 lakh
tonne lentil during last two weeks of December up to 13th, December-2015.Against
this India had imported only 0.77 Lakh tonnes lentil in whole of December-
2014.Traders are also covering their short position at this point of time because prices
of lentil in Canada is expected to go up from current level and import may be costly in
the months ahead.
Pulses area is 7.19 Lakh Ha as on 12th December,2015 which is around 32% higher
than the last year at the same time area of 5.45 Lakh Ha. Urad sowing area has
increased from 1.66 Lakh Ha to 2.52 Lakh Ha this year.
