zkStudyClub - LatticeFold: A Lattice-based Folding Scheme and its Application...Alex Pruden
Folding is a recent technique for building efficient recursive SNARKs. Several elegant folding protocols have been proposed, such as Nova, Supernova, Hypernova, Protostar, and others. However, all of them rely on an additively homomorphic commitment scheme based on discrete log, and are therefore not post-quantum secure. In this work we present LatticeFold, the first lattice-based folding protocol based on the Module SIS problem. This folding protocol naturally leads to an efficient recursive lattice-based SNARK and an efficient PCD scheme. LatticeFold supports folding low-degree relations, such as R1CS, as well as high-degree relations, such as CCS. The key challenge is to construct a secure folding protocol that works with the Ajtai commitment scheme. The difficulty, is ensuring that extracted witnesses are low norm through many rounds of folding. We present a novel technique using the sumcheck protocol to ensure that extracted witnesses are always low norm no matter how many rounds of folding are used. Our evaluation of the final proof system suggests that it is as performant as Hypernova, while providing post-quantum security.

Ordinance has imposed legal responsibilities and liabilities on developers and owners of
infrastructure to undertake an Environmental Impact Assessment (EIA) of key projects.
These requirements are similar to those imposed in other countries worldwide. Meinhardt
Infrastructure and Environment has extensive experience and expertise in undertaking
multi-disciplinary EIAs for infrastructure projects focussing on road and water related
developments.

Meinhardt can provide a range of environmental services related to property development
to minimise the risk of future financial or environmental consequences while balancing the
need for developers to create a commercially viable project. Our understanding of
planning procedures and regulations for all types of developments enables us to support
planning applications for projects and assist in the negotiations with statutory authorities to
gain regulatory and planning support negotiations. We provide expert witnesses and
prepare technical evidence in connection with public consultation for environmental issues
and can also review assessments of environmentally relevant factors undertaken by other
consultants.
Our services in this area include:
• Due diligence (pre-purchase/sale) investigations
Meinhardt is able to provide environmental analysis of a site to a client’s requirements for
landowners who are divesting or purchasers looking to acquire a plot of land. Meinhardt
specialises in the assessment of (potentially) contaminated land. Clients need to know
about their environmental liabilities and compliance obligations and Meinhardt provides
concise analysis on site suitability, the need for decontamination, remediation options,
implication for development and the resulting financial impacts. This exposes any
potential risks before the purchase or sale of land, which allows clients to manage these
risks effectively.
• Flora, Fauna and Habitat assessments
The existence of significant flora, protected fauna and their habitats is increasingly a
challenge in the development process as appropriate land becomes scarce. Meinhardt
can provide clients with a review of a site which includes desk-top literature reviews, site
(field) surveys, appropriate mapping and a review of Net Gain legislation and Offset
implications. All of this informs the developer or property owner about how to harmonise
development with the existing flora, fauna and associated habitats.
• Cultural heritage assessments
Gaining an understanding of the cultural heritage issues of a site and the surrounding
area can be a complex task with many potential stakeholders, varying opinions and
legislative issues. Meinhardt is able to develop research and communication plans which
engage and consult with the relevant stakeholders to ensure that development can
proceed in a way that satisfies cultural heritage and archaeological requirements.
Meinhardt can project manage the sub-consultants required to carry out background
research and literature reviews, field and site surveys with appropriate groups and gain
consensus on the management and development options proposed. ACultural Heritage
Management Plan can also be prepared, where necessary.

7. • Hydrogeological assessments
Meinhardt has a range of experience in carrying out hydrogeological assessments on
‘greenfield’ and former industrial sites to model the potential impact of contaminated
groundwater on off-site receptors such as nearby water bodies and sensitive land
uses.Our team includes a number of hydrogeologists who are proficient with various
groundwater modelling techniques and analysis using software such as MODFLOW,
LandSim and Hydrus 2D. Meinhardt staff are also able to model the potential for reuse
and the impact of recycled water and then provide ongoing monitoring for reporting to the
relevant authority.

construction management
Meinhardt Infrastructure and Environment carries out environmental monitoring and
audits of construction works, and prepares environmental management plans for
Contractors and construction sites. Our staff are experienced in advising on

Meinhardt Infrastructure and Environment undertakes studies of air quality for a wide
range of projects. We are experienced in assessing air pollution from diverse sources
including large combustion plants, specialised waste incinerators and road traffic and
have a full range of in house air modelling software to undertake these tasks.
We are familiar with the monitoring of substances such as sulphur dioxide, nitrogen
dioxide and particulates together with relevant air quality standards. Process emission
levels are examined in the light of prevailing legislation to ensure compliance.

Meinhardt Infrastructure and Environment has a detailed understanding of the

Meinhardt Infrastructure and Environment is experienced in the investigation, treatment
and redevelopment of contaminated land and contamination issues. We are experienced in
dealing with contamination from a wide variety of sources including:

• colliery and metalliferous spoil heaps
• derelict railway land

Meinhardt Infrastructure and Environment offers a complete range of competencies and
integrated approach to environmental due diligence, which forms an integral part of
transaction process undertaken predominantly by purchasers, but increasingly by vendors,
to evaluate actual and potential environmental liabilities pertaining to business or property,
health and safety, employees’ exposure to toxic materials, etc.:
• Phase 1 and 2 environmental site assessments (ESA)
Phase 1 assessments involve a review of all available site history and audits of onsite
infrastructure to determine potential contaminant sources and location. Phase 2 involves
undertaking intrusive works at a site to carry out sampling and Meinhardt staff are skilled
at using a variety of investigative methods. Extensive data analysis and clear reporting
helps our clients to understand the status of the onsite soils and groundwater. Meinhardt
has provided Phase 1 and 2 assessments for many projects including service stations,
major commercial developments, foundries, colleges and farmland. Our staff are then
able to support clients and their stakeholders through the environmental audit process, if
necessary.
• Human health and Ecological risk assessments
Once a site has been assessed and areas with contaminated soil or groundwater
identified, a risk assessment can significantly reduce remediation costs. In assessing the
potential risks to human health and the local ecology, Meinhardt utilises qualitative and
quantitative methods which can establish site specific clean-up criteria. These criteria are
based on the risk profile of the site including the physical properties and toxicity of the
contaminants and the exposure routes. Our staff are able to follow up any sampling with
qualitative and quantitative assessments using RISC or RBCA software. Risk assessment
modelling can also demonstrate and quantify the effect of risk mitigation measures to
minimise costs in the remediation phase.

14. • Phase 3 – Design and Management of contaminated site remediation
Following identification of contamination on a parcel of land, Meinhardt is equipped to
remediate the site so that it meets Auditor, EPAand Council requirements, allowing for
rezoning and/ or sale of the site. Remediation of soil and/or groundwater may be required and
the Meinhardt team has extensive experience in the cleanup of both. Meinhardt has utilised a
range of remediation methods in its range of contaminated land projects, including
remediation by:
• chemical reaction;
• monitored natural attenuation
• isolation (installation of physical barriers);
• thermal treatment;
• ‘pump and treat’ methods; and
• excavation and disposal of contaminant sources.
12. Visual impact
assessment
Meinhardt Infrastructure and Environment has extensive experience in the management
of landscape and cartographical surveys. Photomontage and three-dimensional
modelling are used to compare structural forms and colour schemes. Advanced
computing enables the model of surfaces in three dimensions and to compare the exact
appearance of designs as seen from different locations. Our techniques allow adverse
visual impacts to be minimised and the appearance of final engineering designs to be
optimised in order to enhance the existing environment.

Information Systems (GIS)
Meinhardt Infrastructure and Environment provides a wide range of GIS capabilities
for projects which include mapping and analysing data. GIS mapping has been used for
several of Meinhardt Infrastructure and Environment projects as an integral part of
establishing project databases and allow a wider range of capabilities including database
query and statistical analysis with the unique visualisation and geographic analysis
benefits offered by maps. The incorporation of a GIS system is often now required by
decision makers and policy makers for projects which require large amounts of data and
the establishment of databases, particularly for environmental, water, transportation, oil
and gas projects.

Meinhardt was appointed by Australian Super Developments as the
contaminated land consultant for the redevelopment of the former Herald &
Weekly Times Building redevelopment located on the corner of Flinders and
Exhibition Streets in Melbourne.
The printing presses for the Herald newspaper and later the Herald-Sun
were located in the basement of the on-site building from approximately
1920 to 1970. Major contaminants of concern included heavy metals,
petroleum hydrocarbons and solvents resulting from ink use. The façade of
the building is Heritage protected therefore it must be retained on-site. The
site is being redeveloped for high density residential and commercial use.
Meinhardt were commissioned to undertake the following:
• Detailed soil environmental site assessment;
• Validation of in-situ soils following the removal of underground tanks and
ink pipework;
• Development of soil disposal and tank extraction guidelines for building
contractors;
• Assessment of human health risk posed to construction workers,
commercial workers and future residents;
• Preparation of environmental management plans including a Site
Environmental Management Plan (SEMP) for construction works, an Acid
Sulfate Soil Management Plan and a Groundwater Quality Management
Plan.

Meinhardt has been appointed by Australand Holdings Pty Ltd as
environmental manager for the La Perouse residential development.
The site of the sub-division is a relatively flat and lowland area, part of which
is within the Carrum Lowlands Floodplain. Plans include 173 housing lots,
landscaped space and a lake that will separate the sub-division-site from the
golf course. Historically the site has been used for farmland and as a golf
course however the site was originally located below the 1 in 100 year flood
level and in an area of high potential acid sulfate soils. Previous
investigations had also identified that groundwater contained elevated
concentrations of heavy metals.
At the initial stages of construction the site fs surface level shall be lifted
from between 1.5m – 2.5m by the addition of fill material to raise the
construction surface above the 1 in 100 year flood line. In an attempt to
increase the rate of compaction and settlement of the fill to allow
construction to commence, Meinhardt advised that groundwater must not be
allowed to mound up under the fill. Therefore Meinhardt undertook detailed
hydrogeological modelling to determine the spacing of wick drains to allow
any groundwater to drain out of the fill and thus accelerate the rate of
settlement.
In addition to the detailed hydrogeological work described above Meinhardt
has also been commissioned to undertake the following:
• Detailed soil and groundwater environmental site assessment;
• Acid-sulfate soil testing;
• Validation of fill material after placement on the proposed residential site;
• Preparation of an Environmental Improvement Plan, an Environmental
Management Plan, an Acid Sulfate Soil Management Plan and a
Groundwater Quality Management Plan;
• On-going groundwater monitoring.
