Mayors' Summit for Jobs Growth SACES presentation 7 August 2015 v2Darryl Gobbett
This document summarizes a presentation given to mayors on local government's scope for action to promote jobs growth. It discusses the changing global economic environment and its impacts. It notes that South Australia's employment growth has been in health care, education, professional services, and specialized manufacturing. The presenter argues local governments can help small, specialized businesses connect to global value chains by developing local human capital and supporting entrepreneurship. A few paths of potential action are outlined, including prioritizing infrastructure and regulations to support local businesses, and advocating together with other regions for policies around issues like taxation, education, and government decentralization.
The document provides an overview of the Australian economy and highlights opportunities for investment and partnership, particularly in technology and innovation. It notes that Australia offers opportunities in growing sectors like intelligent transport, fintech, cybersecurity and digital health. It also summarizes that Australia has a track record of success in sectors like wealth management, tourism, education, agribusiness and mining. Furthermore, it outlines government initiatives and investments to support innovation and a culture of entrepreneurship.
India decade of innovations 2010-2020 roadmapArun Singh
The document outlines India's strategy for innovations from 2010-2020 with the goal of making India an innovation leader. It discusses defining innovation broadly and focusing on inclusive innovations. The strategy involves fostering an ecosystem for innovations across sectors, leveraging opportunities in ICT, addressing challenges like low R&D spending, and learning from other countries' innovation models and policies. The role of government is emphasized in driving innovation through education, infrastructure, research funding, and reengineering governance.
The document discusses strategies for increasing participation of women and minority entrepreneurs in business incubators and accelerators, especially in the high-tech sector. It finds that while incubators and accelerators aim to support all entrepreneurs, women and minorities are underrepresented in participating and receiving support. The document outlines several barriers that prevent greater participation, such as a lack of role models and mentors, unconscious bias, cultural differences in networking and pitching, and a lack of childcare support. It provides recommendations for strategies incubators and accelerators can implement to become more inclusive and engage more women and minority entrepreneurs.
Toward a grounded theory of effective business incubation 2008Vasily Ryzhonkov
Business incubators are found all over the world. Yet, to date, no viable integrative
theory of effective business incubation exists. This essay outlines a grounded theory
of incubation, driven by case studies, empirical results, and field work, based on
three main principles that generalize across countries and cultures. They are:
• The paradox of market emulation:Successful incubators both emulate market con-ditions and shield their ‘infants’ from them. Managing this paradox is fraught
with difficulty, not the least because it is often not explicitly recognized.
• Resolving the key make-or-break constraint:In every country, there are many con-straints that hinder ultimate business success of incubator projects, but there is
one key constraint that always ‘resonates’, i.e., that dominates the attention and
concern of project managers. In India, this constraint is funding. In Israel, where
the VC industry is mature and liquid, funding is not a major constraint (though
as always and everywhere, raising money is a major challenge), but experienced
managerial capacity is the resonating factor. Hence, a theory of incubation should
include principles that guide identification of the key ‘resonating’ constraint and
provide direction toward reducing or eliminating it.
• Alignment with local and national cultures:Culture is a shared, learned, symbolic
system of values, beliefs, and attitudes that shapes and influences perception
and behaviour. Culture is how values drive behaviour. In national studies of
incubation, it is strongly evident how powerfully national culture acts as a medi-ating variable between, for instance, incubator operations and processes and the
national and global business environment. Hence, a theory of incubation should
include answers to the following question:
How can incubator processes align well with elements of national and local culture, in order
to:
• reinforce those aspects of the culture that act positively to help incubator projects
attain success
• mitigate or eliminate those aspects of culture that act negatively, and lead to
failure?

Impact investing is a growing segment of the financial landscape where investors seek opportunities to deploy capital that generates above-market returns while also creating positive social or environmental impacts. Google recently restructured under a new holding company, Alphabet, to more easily fund high-risk, high-impact "moonshot" ventures through subsidiaries. While impact investing remains a small portion of total investable assets, interest is growing as individuals seek ways to make a difference through their investments. Impact funds allow individual investors to pool resources and invest in businesses aiming to improve issues like education, healthcare, and poverty. Several organizations are now working to develop benchmarks and increase transparency around impact investing performance to further legitimize and grow the field.

This document presents the results of a pilot project testing the relevance of Malaysia's National Corporate Innovation Index (NCII) for small and medium enterprises (SMEs). The NCII was originally developed to measure innovation performance in large Malaysian companies. The pilot project aimed to evaluate how applicable the NCII framework is for SMEs and identify any necessary adjustments. The results suggest that while the NCII captures important aspects of innovation for SMEs, some elements require modification to better reflect the priorities and processes of smaller businesses. The findings aim to help SMEs better measure and communicate their innovation activities.

The next time you look for a strategy and find an empty space, instead of waiting for it to be filled, I will show you how to fill it in yourself. If you’re wrong, it forces a correction. If you’re right, it helps create focus. I’ll share how I’ve approached this in the past, both what works and lessons for what didn’t work so well.

From Natural Language to Structured Solr Queries using LLMsSease
This talk draws on experimentation to enable AI applications with Solr. One important use case is to use AI for better accessibility and discoverability of the data: while User eXperience techniques, lexical search improvements, and data harmonization can take organizations to a good level of accessibility, a structural (or “cognitive” gap) remains between the data user needs and the data producer constraints.
That is where AI – and most importantly, Natural Language Processing and Large Language Model techniques – could make a difference. This natural language, conversational engine could facilitate access and usage of the data leveraging the semantics of any data source.
The objective of the presentation is to propose a technical approach and a way forward to achieve this goal.
The key concept is to enable users to express their search queries in natural language, which the LLM then enriches, interprets, and translates into structured queries based on the Solr index’s metadata.
This approach leverages the LLM’s ability to understand the nuances of natural language and the structure of documents within Apache Solr.
The LLM acts as an intermediary agent, offering a transparent experience to users automatically and potentially uncovering relevant documents that conventional search methods might overlook. The presentation will include the results of this experimental work, lessons learned, best practices, and the scope of future work that should improve the approach and make it production-ready.

These are the slides for the presentation, "Component Testing: Bridging the gap between frontend applications" that was presented at QA or the Highway 2024 in Columbus, OH by Zachary Hamm.
"Frontline Battles with DDoS: Best practices and Lessons Learned", Igor IvaniukFwdays
At this talk we will discuss DDoS protection tools and best practices, discuss network architectures and what AWS has to offer. Also, we will look into one of the largest DDoS attacks on Ukrainian infrastructure that happened in February 2022. We'll see, what techniques helped to keep the web resources available for Ukrainians and how AWS improved DDoS protection for all customers based on Ukraine experience
In the realm of cybersecurity, offensive security practices act as a critical shield. By simulating real-world attacks in a controlled environment, these techniques expose vulnerabilities before malicious actors can exploit them. This proactive approach allows manufacturers to identify and fix weaknesses, significantly enhancing system security.
This presentation delves into the development of a system designed to mimic Galileo's Open Service signal using software-defined radio (SDR) technology. We'll begin with a foundational overview of both Global Navigation Satellite Systems (GNSS) and the intricacies of digital signal processing.
The presentation culminates in a live demonstration. We'll showcase the manipulation of Galileo's Open Service pilot signal, simulating an attack on various software and hardware systems. This practical demonstration serves to highlight the potential consequences of unaddressed vulnerabilities, emphasizing the importance of offensive security practices in safeguarding critical infrastructure.

QR Secure: A Hybrid Approach Using Machine Learning and Security Validation F...AlexanderRichford
QR Secure: A Hybrid Approach Using Machine Learning and Security Validation Functions to Prevent Interaction with Malicious QR Codes.
Aim of the Study: The goal of this research was to develop a robust hybrid approach for identifying malicious and insecure URLs derived from QR codes, ensuring safe interactions.
This is achieved through:
Machine Learning Model: Predicts the likelihood of a URL being malicious.
Security Validation Functions: Ensures the derived URL has a valid certificate and proper URL format.
This innovative blend of technology aims to enhance cybersecurity measures and protect users from potential threats hidden within QR codes 🖥 🔒
This study was my first introduction to using ML which has shown me the immense potential of ML in creating more secure digital environments!
