• EIB is one of the largest sources of loan financing to the water sector worldwide: on
average EUR 2.4 Bn per year,
• Total loan amount of EUR 30 Bn over the past 10 years, 80% of which for projects
inside EU,
• Over the past 10 years, 400 major projects have been financed, 70% of which located
within the EU,
• EIB lending covers the whole water cycle (water resources, water supply, sanitation,
flood protection).

• EIB lends to public or private utility companies, national or local authorities, directly
for project finance deals or to funds.
• EIB can mobilise technical assistance, for both project preparation and
implementation;
• EIB can finance large individual operations under investment loans or small operations
under framework or global loans;
• Normally, EIB cannot finance more than 50% of the project investment cost (on
average, EIB lending represents 30% of the project investment cost);

2.1 EIB’s Commitments to Climate Action and Environmental Sustainability (CAES)
“The EIB will increase its level of support to climate action and environmental sustainability to exceed
50% of its overall lending activity by 2025.” (EIB Group Climate Bank Roadmap 2020-2025)
“The EIB supports its countries of operation in delivering on their biodiversity goals” (Environment
Framework 2022). Inside EU, it supports EU’s Biodiversity strategy for 2030 as part of the EU Green Deal.

Results:
• In 2021, climate action and environmental sustainability financing by the EIB totalled EUR 27.6 Bn
(51% of total lending), and 36.5 Bn in 2022 (58% of total lending).
• The weighted average CAES score of water projects was 86% in 2021, and 94% in 2022.
We assess the climate action (CA) contribution of
all our projects (adaptation and/or mitigation)

Most relevant targets for the water sector inside EU:
• protect at least 30% of land and sea areas,
• 50% decrease of chemical pesticide use,
• restoration of at least 25,000 km of rivers into free-flowing rivers,
• 20% reduction of fertiliser use,
• restoration of marine ecosystems to a good environmental status,
• improving water quality by reducing waste, plastic litter at sea by 50%,
• Reduction of microplastics released into the environment by 30%;

3.2 The Basis of EIB’s intervention for 2021-2027
• EU’s Guarantee Agreement within the European Fund for Sustainable Development
Plus ("EFSD+"), established by the NDICI* – Global Europe regulation, which entered
into force in June 2021.
• The EU guarantee enables the EIB to undertake public sector investments and to
provide loans with longer payback periods, grace periods, and low interest rates.
• The Eastern Partners Countries are covered by EIB Global, EIB’s new specialised arm
dedicated to increasing the impact of international partnerships and development
finance, especially within Team Europe.
• EU guarantee for Ukraine for EUR 100 million of new EIB loans under the EU for
Ukraine (EU4U) Initiative.

3.3 The Importance of Technical Assistance
• All projects co-financed by the EIB in the Eastern Partners countries benefit
from TA, either for project preparation or implementation, or for both.
• EIB can mobilise TA funded from different sources:
• Neighbourhood Investment Platform (NIP);
• EU bilateral funds;
• Eastern Partnership Technical Assistance Trust Fund (EPTATF)*, set up in
2010;
• The Eastern Europe Energy Efficiency and Environmental Partnership
(E5P)**, set up in 2010;
• From bilateral agencies, such as GIZ, SIDA;
• From own funds
