This proposal outlines a concept for a complementary currency in the education sector in Brazil called "Inter" that could be issued under controlled conditions as a voucher redeemable for tuition payments or improvements to educational facilities, with the goal of increasing access to higher education while strengthening social cohesion without risking inflationary pressures. It would work in phases, starting with distribution among universities to pay for scholarships and infrastructure upgrades using funds from the Ministry of Education that are currently difficult to access by many students and schools.
