strategies
• Provide quick and easy access to relevant and reliable
information in one convenient location
• Produced by selected experts within the field (e.g. the World Bank’s
Broadband Strategy toolkit being developed) OR
• Produced through a collaborative stakeholder processes
• Have to be kept up-to-date and living (online and/or offline)
• Used by policy makers, service providers, application users
National eHealth strategy toolkit
An expert, practical guide that provides governments,
their ministries and stakeholders with a solid
foundation and method for the development and
implementation of a national eHealth vision, action
plan and monitoring framework
• Note: All countries, whatever their level of development, can
adapt the Toolkit to suit their own circumstances
The structure of eHealth toolkit
Part 1: Establishing a national vision
•Engage with stakeholders
•Learn from trends and experience
•Identify the required components & draft an initial vision
Part 2: Developing the action plan
•Develop the national framework and action plan
•Engage with stakeholders
•Determine required resources, define implementation phases
Part 3: Monitoring & Evaluation
•Develop a monitoring and evaluation framework
•Define indicators, baseline and target measures for indicators
•Define supporting governance and processes
